BACKGROUND:
CCUA staff requests authorization from the Board of Supervisors to execute Supplemental
Agreement No. 7 to provide Professional Engineering Services for development of a BODR for
Master Improvements to the Keystone Heights Water Distribution System.
CCUA's Keystone Heights water distribution system serves 1,847 accounts using four (4) plants
to serve the growing community and achieve greater operational reliability and efficiency now and
in the future. Staff previously engaged Dewberry Engineers, Inc., to perform utility master
planning that identified more than a dozen projects for this purpose to consolidate facilities and
improve system reliability and service capability. Staff has identified six (6) of the projects from
the Master Plan as having high potential immediate value and engaged Dewberry to provide the
attached scope and fee proposal for further in-depth feasibility analysis.
The investigation and analysis will result in a BODR detailing specific elements affecting location,
design, cost, operational convenience, and environmental impacts of the pipeline projects and
specific plans for plant consolidation. Finally, the BODR will provide an Engineer's Opinion of
Probable Construction Costs as well as an analysis of the permitting requirements and
opportunities for grant and legislative funding for each of the six (6) projects individually and
collectively.
BUDGET
Staff budgeted $2,300,000 in the current FY 24 Capital Improvement Plan (CIP) capital
improvements in Keystone and have sufficient funds to complete this authorization.
CCNA:
CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing contract. The
estimated cost of this evaluation does not exceed $500,000. Staff negotiated this Supplemental
Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the scope and
fee, based on established contract rates, for the professional services at a compensation which
CCUA determines is fair, competitive, and reasonable.

RECOMMENDATION:
Staff has reviewed the attached Scope and Fee Proposal for $70,272.00 and respectfully
recommends the Board of Supervisors' approval of the attached Supplemental Agreement No. 7
with Dewberry Engineers, Inc., for development of a BODR for Master Improvements to the
Keystone Heights Water Distribution System.

SCOPE OF SERVICES
Keystone Water System Improvements Basis of Design Report

A. Project Background and Description
Dewberry Engineers (CONSULTANT) was requested by Clay County Utility Authority
(AUTHORITY) to provide engineering services to prepare a Basis of Design Report (BODR) for
certain water system improvements in the Keystone service area.
The CONSULTANT prepared a report "Keystone Heights Master Plan, Water Distribution
System" in April 2022 for the AUTHORITY. That report included a series of recommendations
for water system improvements to address required capacity and reliability needs for the
Keystone Heights service area. The AUTHORITY has requested the CONSULTANT to prepare
a BODR for certain projects identified within the Master Plan and analyze the feasibility of some
modifications of the Master Plan recommendations based on current conditions.
The proposed BODR will include the following:
Pipelines
• Connection A: 9,800-LF of 12" PVC pipe along County Road 214 from Baker Road
to SE 1st Ave to connect the Keystone Postmaster Grid and the Geneva Lake
Estates system. This will increase reliability for Geneva Lake Estates system and
allows decommissioning of the Geneva Lake Estates WTP.
• Connection B: 7,605-LF of 12" PVC pipe along SE 8th Ave from SE 31st St to SE
44th St to connect the Keystone Postmaster Grid and the Geneva Lake Estates
system. This increases reliability for Geneva Lake Estates, looping for water quality.
• Connection C: 9,555-LF of 12" PVC pipe along SE 8th Ave from SE 44th St to State
Road 100 to connect the Postmaster Grid and the Geneva Lake Estates system.

Water Supply and Treatment
The Master Plan recommended capacity improvements to the Keystone Heights Water
Treatment Plant (WTP) and decommissioning the Keystone Club Estates WTP and Geneva
Lakes WTP. Recent analysis by the AUTHORITY indicates that it may be more advantageous
to provide improvements at the Keystone Club Estates WTP and decommission the Keystone
Heights WTP, because of the current physical conditions of those two plants and the possible
advantage of providing an additional more robust water supply on the west side of the service
area. It is anticipated that the Geneva Lakes WTP will be decommissioned per the Master Plan
recommendation.

The water supply at the three WTPs is as follows:
• Keystone Heights WTP: One (1) 492-feet deep Upper Floridan Aquifer water supply
well. The BODR will summarize the existing treatment capacity of this plant and
compare and contrast upgrade (or decommissioning) of this plant versus upgrade (or
decommissioning) of the Keystone Club Estates plant.
• Keystone Club Estates WTP: Two (2) 300-foot deep Upper Floridan Aquifer water
supply wells. Both wells have water quality issues (pumping sand). One well is out
of service, reducing reliability of this facility. The Basis of Design Report will analyze
the possible replacement of one or both of the existing wells with one or two Lower
Floridan Aquifer wells, to improve water quality and reduce surficial aquifer impacts.
• Geneva Lakes WTP: Two (2) 300-feet deep Upper Floridan Aquifer water supply
wells. One well is out of service. In addition, the WTP requires treatment for iron
removal. It is anticipated that these two wells will be taken out of service.
The physical locations of these proposed facilities are shown below.

The scope of services for the BODR will include the following:
• Provide more detailed route analysis for Pipeline Segments A, B and C to evaluate the
location of the pipelines within the routes, including possible easements, evaluating

potential utility conflicts, special crossings that may be required, connections at existing
distribution systems and WTPs, permitting requirements and more detailed estimates of
construction costs.
• Evaluate the feasibility of retaining the Keystone Club Estates WTP in service in lieu of
the Keystone Heights WTP. This will include physical evaluation of the facilities and use
of the hydraulic model developed in the Water Master Plan to gauge the impact of the
different supply locations on the functioning of the overall service area.
• Evaluate the needed facility improvements at the WTP to be retained in service.
• Estimate the permitting requirements and costs to decommission wells that are not being
retained in service, rehabilitation of wells to be retained in service, and construction of
new wells.
• Document the possibilities and requirements of State and Federal agency funding or
grants that may be available, including feasibility of Legislative funding.
The CONSULTANT shall provide professional engineering services for the BODR, as outlined in
the scope of services.
B. Scope of Services
Upon authorization to proceed from the AUTHORITY, the CONSULTANT will provide the
following identified services. This authorization shall be in full force and effect until the
CONSULTANT completes all services as described in the CONSULTANT Agreement and any
subsequent modifications hereto.
PHASE 100 — PROJECT MANAGEMENT
Task 101 — Project Management
This task consists of overall management of the Project including contract administration,
budget management, invoicing, monthly status reports, project scheduling, and coordination
with the AUTHORITY. Four (4) months of project management are provided, including
miscellaneous meetings as required by the AUTHORITY.
Task 102 — Meetings
The CONSULTANT will attend meetings as tabulated below with the AUTHORITY. Other
specific meetings are included in the tasks described in this scope of services. The
CONSULTANT will prepare a meeting agenda and meeting minutes. Meeting minutes shall be
distributed within five working days of the date of the meeting.
1. Kick-off meeting. It is anticipated that this meeting will be held virtually with the
AUTHORITY with the CONSULTANT's project manager and senior design engineer.

2. Pipeline field meeting with the AUTHORITY. The purpose of this meeting will be to
provide a review of the proposed pipeline alignments with the AUTHORITY after
more detailed analysis by the CONSULTANT described in Task 202.
3. A site review in the field of the Keystone Heights WTP, Keystone Club Estates
WTP and the Geneva Lake WTP with the CONSULTANT's electrical and l&C
designer and AUTHORITY's water plant personnel, electrical personnel and l&C
personnel. This site visit will be scheduled after hydraulic analysis described in Task
201 has been completed to determine the feasibility of retaining the Keystone Club
Estates WTP in service and decommissioning the Keystone Heights WTP has been
conducted.
4. Review meeting (virtual) with the AUTHORITY for the draft Basis of Design Report.
Task 103 — Data Collection
The CONSULTANT will request the below listed information. The AUTHORITY shall provide
the information as may be available.
1. As-built pipeline information for the existing piping to which segments A, B and C will
connect. This includes the south connection of Segment A to the Postmaster Grid
piping network, the connection of Segments A and B at the Geneva Lake system,
and the connections of Segments B and C to the Postmaster Grid piping network.
2. As-built site plans, design plans, electrical and instrumentation plans, equipment
information as may be available for the Keystone Heights WTP, Keystone Club
Estates WTP and Lake Geneva WTP.
In addition to existing system information, the CONSULTANT shall collect the following data that
may affect the specific location, design, cost and operational convenience and environmental
impact for the proposed pipelines:
Available GIS database for wetland, endangered species or other potential
environmental impacts.
Existing aerial photography.
Existing record utility information. This shall be requested via a Sunshine 811 design
data request along the proposed pipeline routes.
Any proposed road improvements identified in FDOT or County CIPs.
Available LIDAR elevation data along the routes.
Available GIS based historical and archeological sites from FDEP database.
GIS-based parcel lines and land ownership from the County property appraiser. This
shall include the pipeline routes and the locations of the three water treatment plants.

PHASE 200 — BASIS OF DESIGN REPORT
Task 201 — Hydraulic Analysis
The Keystone Master Plan evaluated several hydraulic demand scenarios to determine the
ability of the existing system to support average, maximum day plus fire flow and peak hour flow
2042 demands, while meeting pressure requirements. As part of the BODR, the
CONSULTANT's hydraulic modeler will use the previous hydraulic model to evaluate the ability
of the piping system to meet the required 2042 parameters under a scenario assuming the
Keystone Heights WTP is off-line, and the Keystone Club Estates WTP is on-line. In previous
modeling the Keystone Heights WTP was on-line and the Keystone Club Estates WTP was off-
line. This modeling will assume that pipeline segments A, B and C are existing. Model runs will
be conducted for the various 2042 scenarios to determine if any negative results occur for this
hydraulic change. The BODR will include graphic results for the scenarios and model results
provided in an appendix to the report. The pumping scenarios at the Keystone Club Estates
WTP will be informed by any proposed changes at that facility, that might include new well(s),
storage or high service pumping equipment.
Task 202 — Pipeline Route Analysis
Using the data collected in Task 103, the CONSULTANT shall prepare an analysis of proposed
pipeline alignments in the routes. The Master Plan identified pipeline routes based on the
availability of road corridors, and alignment that could accommodate future development.
Alternatives within these corridors to proscribe a more specific alignment will be explored,
avoiding environmental impacts and other utilities, and providing ample room for operation and
maintenance of the pipelines. Pipeline location alternatives within the routes will be identified
using Geographic Information System (GIS) mapping, sources such as Google Earth, state and
county road mapping, the Clay County Property Appraiser's GIS mapping, and physical route
reconnaissance.
As an alternative to the location of the pipelines in right-of-way, consideration will be given to
location of pipeline in easement, where there is a willing landowner. If such potential
easements are identified, the AUTHORITY's property manager shall contact the landowner and
ascertain willingness to provide an easement and an estimated cost for such.
After potential location alignments within the routes have been identified, the CONSULTANT
and AUTHORITY shall review the alignments in the field, as described in Task 102.
The route location alignments shall be finalized using the results of field review with the
AUTHORITY.

Task 203 — Facility Improvements
For the two water treatment plants that will be decommissioned, a schematic level plan for doing
so will be developed in cooperation with the AUTHORITY. Items to be considered may include
decommissioning "as is" for possible future use or removal of structures, equipment and piping.
For the plant to remain in service, a plan will be developed to provide service into the future, that
may include a plan to replace equipment; new Lower Floridan Aquifer water supply well(s) to
improve water quality, diversify location of supply and reduce environmental impacts; provide
new storage and high service pumping; and the like. The results of Task 201 and the analysis
provided in the Master Plan will be utilized to verify the adequacy of reliable facilities are as
provided per the previous Master Plan.
A site plan for any new improvements shall be provided using existing information (aerial
photography, existing site plan/survey, property appraiser information.
Task 204— Facility Electrical and l&C
Field inspection of the Keystone Heights WTP, Keystone Club Estates WTP and Geneva Lake
WTP is included under Task 102 — Meetings. Prior to the field inspection, the CONSULTANT's
electrical and l&C designer will review available information for these facilities that may be
available. Field notes will be utilized to supplement available information. For plants to be
decommissioned, the requirements for terminating the electrical and l&C service will be
determined. For the plant to be retained in service, the condition of the existing electrical and
l&C service equipment will be noted, and remaining service life estimated.
Report sections in the BODR will document the conditions found. Recommendations for
decommissioning the plants will be made, including the condition of any electrical and l&C
equipment that may be salvageable for use at other facilities. For the plant to be retained in
service, a one-line diagram for the existing equipment shall be provided, with modifications
required for any additional loads for modifications to the facility. A l&C block diagram shall be
prepared for the plant to be retained in service.
Task 205 — Permitting Requirements
CONSULTANT will identify the permits required for the project and the cost of application for
each permit. No permitting services are included.
Task 206 — Grant and Legislative Funding Opportunities and Requirements
CONSULTANT will identify the possibilities of Federal or State grant and/or State legislative
funding opportunities and provide input on the requirements and strategies to obtain this
funding.

Task 207 — Opinion of Cost
CONSULTANT will provide an opinion of probable construction cost (EOPCC), with contingency
appropriate for a 30% design for the pipelines and plant upgrades and decommissioning.
Task 207 — BODR Report
CONSULTANT will provide a draft and final BODR, incorporating the elements of Task 2. This
report will be prepared in electronic format (PDF) and provided to the AUTHORITY for review
and comments. A review meeting is included in Task 102. Upon receiving the AUTHORITY's
comments, the BODR will be finalized and provided in electronic signed and sealed format.
C. Deliverables
The CONSULTANT shall prepare and submit to the AUTHORITY, including electronic format
when applicable, deliverables as identified in the tasks of this scope of services.
D. Schedule
The CONSULTANT will proceed with the services identified herein immediately upon receipt of
an executed copy of this Consultant Purchase Order and a formal Notice-to-Proceed (NTP)
from the AUTHORITY. A preliminary version of the Project schedule in Microsoft Project is
included as Attachment A-2.
E. Compensation
This AGREEMENT establishes a lump sum cost of$70,272.00. Compensation for the services
performed under this Agreement shall include all personnel services, any reimbursable
expenses, which may include, but are not necessarily limited to, such items as reproduction,
travel, communication expenses, and postage and shipping. Attachment A-1 shows the
breakdown by task.
F. The AUTHORITY's Responsibilities
The AUTHORITY will provide the following information for the CONSULTANT and / or perform
the following services related to the Project:
• Allow CONSULTANT scheduled access to the project site.
• Provide one representative by the AUTHORITY to coordinate, schedule, and receive
comments/information related to this project.

• The AUTHORITY will furnish the CONSULTANT with readily available studies, reports,
and other data pertinent to the CONSULTANT's services.
All documents and data provided by the AUTHORITY shall be provided in digital format (e.g.,
PDF, database files, spreadsheet, etc.) to the greatest extent feasible and practical.
G. Services Not Included
Service not specifically described in the tasks above are not included, including:
1. Property acquisition negotiations and cost estimations.
2. Geotechnical services, including Subsurface Utility Exploration (SUE).
3. Environmental field work, including flagging wetlands or identifying listed species
locations.
4. Survey.
H. Assumptions
The Scope of Services and compensation arrangement outlined in this Consultant Purchase
Order are based on the following assumptions:
1. The AUTHORITY will provide review comments on project submittals in accordance with
the draft schedule.
