HomeMy WebLinkAbout05.b.01.b CA Sanitary Sewer Rehab Third Renewal EXECUTIVE SUMMARY AGENDA ITEM: Proposed Approval of Continuing Contracts Renewal for the Sewer, Wetwell and/or Manhole Rehabilitation Services (Parts B and C), ITB#2018/2019-A7 Date: May 30, 2024 BACKGROUND: The Sewer, Wetwell and Manhole Rehabilitation Services Continuing Contract with Vortex Services, LLC (Part B)and Insituform Technologies,LLC (Part C) expires on June 18, 2024. The terms of each contract allow an additional twenty-four (24) month period renewal, contingent upon mutual agreement of both parties. Both firms agreed to renew the contracts with a requested rate increase. Per the contract, CCUA may consider a rate increase in either of the renewal years based on verifiable changes in the marketplace and Consumer Price Index (CPI). Clay County Utility Authority(CCUA) staff compared the rates and have determined the rates to be consistent with market conditions. The Distribution & Collection Department routinely uses the contracts to rehabilitate aging infrastructure.Insituform's Cured-in-place Pipe(CIPP)process extends the life of gravity sewer mains, while Vortex's manhole repair and lining extends the life of sewer manholes. CCUA typically line 20,000 linear feet of gravity sewer pipe and 150 gravity sewer manholes. BUDGET IMPACT: Staff budgeted $1,000,000.00 for this fiscal year and $1,150,000.00 next fiscal year. To date, staff spent $349,945.40 of the funds budgeted for this fiscal year. Staff is evaluating if funds budgeted for next fiscal year are sufficient or whether they need to be adjusted. RECOMMENDATION: Staff respectfully requests the Board of Supervisors approve the CIPP Sanitary Sewer Lining System Continuing Contracts renewal for the Sanitary Sewer, Wetwell and/or Manhole Rehabilitation Services, ITB#18/19-A7 to be extended for an additional twenty-four(24)month term. Parker Contract & Procurement Specialist 3176 Old Jennings Road Middleburg, FL 32068 Re: Part C — CIPP Sanitary Sewer Lining System No. 18/19-A7 — Requested Price Increases Darrin, It is important that we continue to communicate with our key customers on the impact that global raw material cost increases are having on cured-in-place pipe "CIPP", including Insituform. While 2024 brings hope for the leveling and eventual decrease in costs for key raw materials such as resin and felt, we continue to face significant headwinds. Insituform and its parent company, Azuria Water Solutions (formerly Aegion), have been in constant communication with all suppliers over the past twenty-five months to keep our material costs as low as possible and forecast price changes as accurately and as far in advance as possible. However, we have not been able to prevent significant increases during this time disruptions to the supply chain amidst continued global instability. These increases are especially challenging for term contract projects where the time between bid and installation can be several months or even over several years in some cases, such as our current annual contract. Our pricing is updated from our suppliers on a quarterly basis, and we are not able to lock pricing in advance or take early possession of these very large quantities of resin. Storage of large quantities of resin has never been practical and does not exist at any point in the resin supply chain across all industries that utilize it. While we do our best to forecast the future price of resin for all of our jobs and include those estimates in our bid package, there continues to be significant risk to the actual price that will need to be paid for resin at the time of installation in these highly volatile markets. Our CIPP tubes are comprised of dry felt and extruded plastic materials, as well as filled resins. All facets of these components have seen significant increases since the time this contract was bid in 2019 and have increased further since our last renewal in 2022. Attached herein is a letter from our Manufacturing Division regarding the continually rising costs of manufacturing Insituform CIPP products. To date, dry tube materials have seen increases over 5%, and filled resin has increased an average of over$0.27/per pound representing a 24% increase. In most cases, the cost of our raw materials are far outpacing government indexes such as the Consumer Price Index (CPI) and the ENR's Construction Cost Index (CCI) and Building Cost Index (BCI). These indexes are only showing between 3-6% increases during this time span. In addition, these circumstances have also brought material cost increases to our subcontractors that perform cleaning & televising, chemical grout injection, lateral lining and other ancillary services. Our outreach to you on the pricing increases is needed to recover these higher costs to our operations. This request may not completely offset the increased cost, as we continue to experience adjustments by our suppliers. We are confident that we purchase the highest volume of these raw materials in the CIPP industry and that this position allows us to obtain the best possible pricing for our customers. We will continue to work with all of our suppliers to ensure continued access to supply and the best possible pricing for the clients we serve. As you are aware, the price for commodities has risen to a ten-year high (Bloomberg) and fuel has risen almost a dollar a gallon since January 2021. To make things worse shipping costs are also increasing, and the supply chain cannot keep up with demand. Undoubtedly, your organization is already aware of these issues and struggling just as we are. We were fortunate to get the requested price increase, since then fuel prices have increased which means resin has increased. In just the past year alone the CPI has increased 3.6%, everything costs more. Who knows how much more prices could increase in another year. While we are always grateful for lateral lining work from CCUA, when the work doesn't match the current price structure in the contract, we will request an increase that fits the work that is being released. Vortex is formally requesting a change in our line items that require the use of geopolymer. Also,the Consumer Price Index(CPI)since the contract was executed till now has risen 15.7%.
