We complete these inspections on 5-years intervals as required by the Florida Depailment of Environmental Protection (FDEP). The contractors identify material and equipment needing repair or maintenance. Based upon this information, staff schedules the recommended repair and maintenance work. Staff and our contractors recently inspected GSTs at the Ridgecrest WTP. From a recent tank cleaning and inspection, staff and the contractor recommended immediate repair of the GST due to deteriorating conditions. The Ridgecrest WTP drives the water system for the Orange Park grid. Having a GST down for the time to procure contractor services presents a risk to public health and safety. CCUA finds itself with a risk to public health and safety with a Ridgecrest GST out of service for repair and maintenance. Under the emergency declaration, staff engaged TankRehab to repair the tank immediately. The attached inspection report, letter, and scope/fee outline the work to be done under this emergency repair. RECOMMENDATION: Staff respectfully requests the Board of Supervisors ratify the Executive Director's actions under the Declaration of Emergency Repair on Ridgecrest WTP GST Number 1, including the engagement of TankRehab for the emergency repair. RECOMMENDATIONS • Remove all existing protective lining and corrosion and install thick mill protective lining system and sealant to preserve substrate. • Budgetary Consideration: $100,000.00 Page 4 of 25 Ridgecrest WTP GST#1 CCUA Safety/Sanitation/Structure/Security Conditions SAFETY Ladders Exterior ladder equipped with a safety climbing cage. Recommend a cable type safety climb for the interior and exterior ladders. Roof Recommend a cable type safety climb for the roof. Shell Access Hatch The tank is equipped with a sidewall hatch in good and workable condition. SANITATION Roof Hatch This tank is equipped with a roof access hatch which is lockable and in good condition. The hatch does seal and is of a style that meets FL DEP standards. Center Roof Vent The roof vent screen needs to be replaced to keep contaminants out. Roof Fan Vent The roof fan vent screen needs replaced to keep contaminants out. Overflow There is internal overflow that runs to grade. The screen was found to be in good condition. SECURITY Site The tank is located within a fenced area and is secure. SUMMARY AND RECOMMENDATIONS SUMMARY Overall,this water storage tank is in poor condition and can be put back into service after screens are replaced. The exterior coating system should be monitored for corrosion. The interior coating system should be replaced to remove corrosion and install protective coating system and sealant as soon as feasible. Metal loss is occurring and substantial cost due to substrate repair/replacement will be required if not corrected in a timely manner. RECOMMENDATIONS • Add safety climb equipment. • Replace screen on vents. • Renovate interior to stop corrosion and metal loss. DRAWINGS, SPECIFICATIONS, AND OTHER REQUIRED DATA Prior to starting work, TankRehab will gather all data required for submittal purposes for the repair to the afore mentioned storage tank including any available computations, detailed drawings, and specifications. 2. COMMENCEMENT AND COMPLETION Upon your execution of this proposal, we will be prepared to start work 5 days after approval of our submittal information; and will undertake to furnish sufficient labor, materials, and equipment to complete the work in approximately 30 days working time thereafter. In the event that we cannot start the job by December 1, 2024 because of delays of any nature which are caused by the owner or other contractor employed by him or other circumstances over which we have no control, then the contract price may be renegotiated to reflect any increased costs. 3. SERVICES TO BE FURNISHED BY TANKREHAB. We propose to furnish all supervision, labor, material, and equipment required to complete the work, except as noted in Paragraph 5. The services to be furnished by TankRehab are specifically: • Surface Preparation Pressure Clean with a minimum 3,500 psi to remove all surface contaminants. Abrasive Blast Clean in accordance with SSPC-SP10/NACE No.2 Near- White Blast Cleaning. Prime coat shall be applied the same day as surface preparation to avoid flash rusting. • Coating System Prime Coat: Apply (1) coat of Tnemec Series 94-H20 Hydro-Zinc @ a rate of 2.5 —3.5 mils DFT. Stripe Coat: By brush, apply Tnemec Series 22 Epoxoline to all welds, edges, corners, nuts, bolts, etc... Finish Coat: Apply (1) coat of Tnemec Series 22 Epoxoline @ a rate of 25.0—35.0 mils DFT. • Seal Chime Seal chime with non-shrink grout. TOTAL: $108,500.00 • Patch Plate and Seam Welding (As ordered) Complete specified work to patch plate(75)corrosion pits on floor. Material to be used: A36 carbon steel to replace/repair existing water tank items. MATERIALS AND SERVICES FURNISHED BY OTHERS It is understood that the following services shall be provided by others without expense to TankRehab. a. Adequate access to the tank site including open storage space for our vehicles, equipment and materials, conveniently located near the tank to be repaired. b. Any permit or other governmental fees as may be required for the work. c. Removing and placing tank back in service. 6. BACK CHARGES AND CLAIMS FOR EXTRAS No claim for extra services rendered or materials furnished will be valid by either party unless written notice by owner change order within ten business days of when claim originated. TankRehab claims for extras shall carry 30%for overhead and 10%for profit. 7. DELAYS It is agreed that we shall be permitted to prosecute our work without interruption. If delayed at any time for a period of 24 hours or more by an act or neglect of the owner, his representative, or other contractor employed by him, or by reason of any changes ordered in the work, we shall be reimbursed for our actual additional expense caused by such delay, including loss of use of our equipment, plus 30%for overhead. 8. LABOR This proposal is predicated on open-shop labor conditions, using our own personnel. If we are required to employ persons of an affiliation desirable to the owner or other contractor employed by him or the general contractor thereby resulting in increased costs to us, the contract price shall be adjusted accordingly. Such requirement shall not provide that TankRehab sign a contract with any labor organization. In the event of a labor stoppage, we shall not be in default or be deemed responsible for delay of the progress of this contract or damage to the owner or the contractor so long as TankRehab has sufficient qualified employees available to perform the work. Page 3 of 5 Ridgecrest#1 GST Tank May 16, 2024 CCUA 9. QUOTATION We are prepared to carry out this work in accordance with the following lump sum pricing: PER THE SCHEDULE ON PAGE 2. Final payment, including any retention, shall be made within 30 days from the time work is completed or the billing is received, and is to be received by us in our accounting office at 2030 E. ADAMS ST. JACKSONVILLE, FLORIDA 32202. Final payment shall not be held up because of delays in testing. Owner shall pay TankRehab interest at 12% per annum on any overdue amounts. 10. CONSULTATION AND LIMITATIONS If the Owner wishes to have TankRehab to perform any additional repairs or remediation of the tank or accessories, it shall authorize such work in writing and pay TankRehab its standard charges for such work. It is agreed that TankRehab shall not be responsible for any consequential, special or delay damages. It is agreed that the venue for any litigation under this Agreement shall be in county where the project takes place. If TankRehab engages an attorney for the collection of the amounts due from the Owner, the prevailing party can recoup reasonable attorney's fees and costs through any appeal. 11. GUARANTEE TankRehab will guarantee its workmanship and materials on its work covered in this Proposal for a period of one year after completion of its work. Prior to leaving the location, TankRehab personnel will perform a walk through with the responsible party overseeing our work for the Owner or Contractor. In case any defects in TankRehab's workmanship or materials appear within the one-year period after completion of TankRehab's work, TankRehab shall promptly make repairs at its own expense upon written notice by the Owner or Contractor that such defects have been found. TankRehab's guaranty is limited to defects in TankRehab's workmanship and materials and TankRehab is not responsible for ordinary wear and tear or for damage resulting from negligent or inappropriate use. We reserve the right after that period to amend our bid to reflect our changing construction schedules and materials and labor rate changes.
