AGENDA ITEM:
Request for financing of Developer Agreement charges for a wastewater service to 4971
Lakeshore Drive W, Fleming Island, Clay County, Florida.
BACKGROUND:
CCUA staff received the attached financing request from Mr. Charles Blankenship on August
9, 2024. He is requesting the Board of Supervisors' approval to finance the Developer
Agreement charges of$4,701.00 for a wastewater force main service at the above-referenced
property, under our normal financing arrangements, for a period of ten (10) years. Mr.
Blankenship expressed that due to Clay County's Health Department and Florida Department
of Environmental Protection(FDEP)rules and regulations on not issuing septic tank/drain field
repair permits when a public wastewater system is deemed available was unexpected.He cannot
afford to pay the full cost of the connection up front, and he will need financing arrangements
for the charges associated with the wastewater connection to his property.
RECOMMENDATION:
Due to limited risk, staff respectfully recommends approval of Mr. and Mrs. Blankenship's
request to finance the Developer Agreement charges of$4,701.00. CCUA has granted similar
financing arrangements for other property owners. In addition, CCUA has lien rights as Mr. and
Mrs. Blankenship hold title to the subject property. This ensures that CCUA will recover the
principal and accrued interest in the event of a default.

Good morning Ms Blaney,
Our main residence is this home address 4971 Lakeshore Dr W Fleming Island, FL 32003
-We are homesteaded here since 2000
-Our taxes are up to date
Our home is under contract to sell. We are being required to hook up to city sewer.The cost is a large sum that came
out of nowhere.
I am requesting a hardship for my home. Where we pay our city portion of the bill at the time of close on September 6th
2024 yet have the city complete the hookup prior to so we can complete the sale.
The plumbing company is also deferring their cost to be paid at close.
Please advise if I've requested improperly and I am available for questions if needed.
