Ratification of Executive Director actions for the Emergency Repair and Related Purchases
Declaration at Old Jennings Road and Knight Boxx Road

BACKGROUND:
On August 24, 2024, CCUA received information regarding a force main leak at the intersection
of Old Jennings Road and Knight Boxx Road. Upon investigation, it was discovered the force
main had been damaged by an underground utility company. The company acknowledged the
damage was due to work they were performing within the intersection.
Staff setup a temporary bypass of the broken 4" sanitary sewer force main. The best approach to
protect staff and public health was to drill a new sanitary sewer force main in lieu of repairing the
existing main due to the depth and age of the broken main.
Darryl Muse,Chief Operations Officer and David Rawlins, General Superintendent of Distribution
and Collection, Assistant Chief Operations Officer, coordinated the repair activities at the site.
Staff engaged TB Landmark Construction, Inc., through an existing Horizontal Directional
Drilling Continuing Contract to drill the new sanitary sewer force main. To maintain public safety
in the affected area, staff also engaged Roche's, Inc., to rebuild the road and sidewalks to County
standards. This work will be performed in a responsive and timely manner. The costs of these
repairs will be submitted for reimbursement from the underground utility company.
RECOMMENDATION:
We respectfully request the Board of Supervisors' ratification of the Executive Director's actions
under the Emergency Repairs and Related Purchases Declaration.

Certificate of Executive Director for Emergency Repairs and Related Purchases
I, Jeremy D. Johnston, Executive Director of the Clay County Utility Authority, hereby
certify that the action taken as described below, in conjunction with the attached purchase
order and supporting documentation, is necessary to be taken by the Clay County Utility
Authority, an Independent Special District of the State of Florida, to protect public health,
safety and welfare. CCUA Resolution No. 2013/2014-07, Section 6, Paragraph B,
authorizes such emergency purchases.

Emergency Repair Operations at Old Jennings Road and Knight Boxx Road
On August 24, 2024, CCUA received information related to a force main leak at the
intersection of Old Jennings Road and Knight Boxx Road. Staff responded to the report,
closed the roadway and the repair crew shut the valves to isolate the damaged pipe. Our
team temporarily bypassed the broken 4" sanitary sewer force main.
CCUA staff made the decision to drill a new force main in lieu of repairing the existing
main due to the depth and age of the main. CCUA engaged TB Landmark (TBL)
Construction, Inc., to drill the new main under an existing Horizontal Directional Drilling
(HDD) Continuing Contract. TBL possesses the experience, staff, and equipment to
execute this emergency repair safely and quickly. CCUA's repair crew will complete
necessary connections to put the main back in service upon the completion of the HDD
work.
The emergency repair work to the sanitary sewer force main results in an extensive area
of site restoration. Due to the location with a significant amount of pedestrian and
vehicular traffic, CCUA cannot delay restoring the area. Therefore, CCUA must engage
an outside contractor to complete the work immediately and reopen the roadway and
adjacent sidewalk to maintain public safety. Roche's, Inc., will rebuild the road and
sidewalk to County standards in a responsive and timely manner. CCUA's positive
experience with Roche's, Inc. proves to be quality work.
