BACKGROUND:
CCUA staff requests approval of SA No. 1 with CDM to provide Professional Engineering
Services for Saratoga Springs Water Treatment Plant Wells SS-1 and SS-2 Investigation Support.
CCUA recently built and commissioned a new water treatment plant along with a reclaimed water
storage and pumping facility on a five-acre property in the Saratoga Springs area to serve the
growing area. This facility features two new production wells, SS-1 and SS-2, and a reclaimed
water supplemental well, J-SS. During initial startup, there was an occurrence of orange-colored
discharge containing orange to grayish sediment or precipitant, especially from SS-1, during the
first few minutes the pump was put into service. The discharge tends to clear up after
approximately five minutes of operation but has persisted on startup after being off for some time.
This precipitate material(rust material) is unusual from a well, and not typically noted by our staff,
our consultant, or the well driller at other sites.
SCOPE OF WORK:
CCUA staff have consulted with the well driller Complete Services and the Engineer of Record,
CDM. The cause is thought to be chlorinated lube line water travelling down the well and rusting
the casing during low demand periods — i.e. when the well is off for extended periods. Both
recommended a limited operational and biological sampling investigation to determine the root
cause of the issue. Staff worked with CDM on the resulting scope of work that focuses on limited
sampling, operational modifications to isolate the lube line as a potential issue, and sampling to
indicate if there are biological or chemical factors deep in the aquifer formation that are
contributing to the issue.
The work can be completed in less than 3 months.The CDM hydrogeologist will meet with CCUA
staff twice during the investigation and will prepare a summary technical memorandum. Should
this initial plan fail to identify and resolve the issue, CDM will expand the scope and budget
systematically with enhanced measures that could include specialized water quality sampling for
bacteria, extracting pumps to add foot valves and replace bushings on the shaft(if needed), video
logging the wells, and disinfecting the wells. At this time, the well driller and the CDM do not
believe these additional measures will be necessary.
BUDGET
Staff negotiated the proposal with CDM. The work will be conducted on a time and materials
basis, for a cost not to exceed $30,000. This work was not expected or budgeted because this
investigation is operational in nature, we intend to use funds budgeted for sub-contractors in the
Water Treatment Department Operations Budget. The Water Treatment Department currently has
$975,200.00 budgeted funds available to complete the project.
CCNA:
CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing services contract.
Staff negotiated this Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the
consultant negotiated this study scope and fee, based on established contract rates, for the
professional services at a compensation which CCUA determines is fair, competitive, and
reasonable. The contract fee for this work is below the CCNA contracting threshold of$500,000
for individual studies.
RECOMMENDATION:
Staff respectfully recommends board approval of SA No. 1 with CDM for a not to exceed amount
of $30,000.00 to provide Saratoga Springs Water Treatment Plant Wells SS-1 and SS-2
Investigation Support.

SUPPLEMENTAL AGREEMENT NO. 1
SARATOGA SPRINGS WELLS SS-1 AND SS-2 INVESTIGATION SUPPORT
This Authorization, when executed, shall be incorporated in, and become part of the Agreement for
Professional Services between Clay County Utility Authority (AUTHORITY), and CDM Smith Inc.
(CONSULTANT), dated August 27, 2024, hereafter referred to as the Contract.
BACKGROUND
The Authority manages and maintains water, wastewater, and reclaimed facilities throughout Clay
County.To address the growing demand from water and reclaimed service customers in this area, the
Authority recently built a new water treatment plant along with a reclaimed water storage and pumping
facility on a five-acre property in the Saratoga Springs area.This facility features two new production
wells, SS-1, and SS-2, each designed for a capacity of 1,800 gallons per minute (gpm). Additionally, a
reclaimed water supplemental well,J-SS, was designed and constructed with a 1,200-gpm capacity.
During initial startup, there was an occurrence of orange-colored discharge containing orange to grayish
sediment or precipitant, especially from SS-1.The discharge tends to clear up after approximately five
minutes of operation.
On August 19, 2024, CONSULTANT and Complete Services, the well driller,visited the WTP site and
discussed the issue with Authority staff. CONSULTANT and others have hypothesized that oxidation
within the well might be converting ferrous iron to ferric iron, resulting in the cloudy and reddish-brown
substances observed.The cause may be related to excessive amounts of chlorinated lube-line water
traveling down the casing during low use periods or may be related to some geochemistry occurring in
the well formation, or to other causes. The Authority has asked CONSULTANT to evaluate the situation
and provide an operations plan to assist in identification of the causes and recommend phased solutions
if needed.
SCOPE OF SERVICES
TASK 1—INVESTIGATIVE SUPPORT
The following tasks describe the scope of services to be performed for the AUTHORITY.
• Consultant will develop a sampling plan to help characterize the forms of bacteria in the cloudy
initial discharge and develop a sampling plan for CCUA to characterize the discharge as wells are
rotated to assist in diagnosing the issue.
• CONSULTANT will develop an operations plan for the wells to identify the causes and provide
solutions for iron oxidation and the resulting discoloration and precipitate. This plan will specify
details such as operational rotation of the wells, when to operate the lube lines, and samples to
be taken when putting a well into rotation.
• CONSULTANT will evaluate available well operational data, including flow rates, duration,
rotation, and near future upcoming demands.
• CONSULTANT will evaluate the pump/shaft bushing design to see if lubrication water is needed
and assess requirements for a foot valve design and/or bearing changeout to eliminate Lube
Water if operational adjustments alone will not resolve the issue.
Should this initial plan fail to identify and resolve the issue, CONSULTANT will expand the scope and
budget systematically with enhanced measures: including specialized water quality sampling for
bacteria, extracting pumps to add foot valves and replace bushings on the shaft (if needed),video
logging the wells, and disinfecting the wells.
TASK 2—PROJECT AND QUALITY MANAGEMENT
Activities performed under this task consist of those general functions required to maintain the project
on schedule, within budget, and that the quality of the work products defined within this scope of
services is consistent with CONSULTANT'S standards and AUTHORITY's requirements.Specific activities
include project quality review of deliverables, and general administration of this Supplemental
Agreement. Conference calls and onsite meetings will be held as needed to discuss the information and
team members to provide feedback on the findings.
ASSUMPTIONS
1. The Authority will provide CONSULTANT with the operational data requested.
2. The operational plan provided by CONSULTANT will be executed and documented by the
Authority staff. Results will be made available to CONSULTANT.
3. CONSULTANT will provide recommendations to the Authority based on the results of the
operational plan, with additional scope added if needed.
TIME OF COMPLETION/SCHEDULE
It is anticipated that the work will take up to 12 weeks to complete, starting within two weeks of receipt
of a formal notice to proceed (NTP). CONSULTANT will meet with AUTHORITY staff virtually or in person
twice during the diagnostic work and will document findings in a Technical Memorandum on completion
of the work.
COMPENSATION AND PAYMENT
CONSULTANT will complete the work described in this Supplemental Agreement on a time and materials
basis not to exceed $30,000. Invoices will be submitted monthly based on labor hours at the contractual
billing rate plus other direct costs, as defined in our agreement for continuing professional services.This
upper limit will not be exceeded without prior written authorization by the AUTHORITY.
