• Packaging multiple projects together to get a larger project
• Consulting with Neighboring Utilities to avoid bid saturation.
• Communicating with the bidding community well ahead of time.

• Explore working directly with equipment manufacturers to conduct
equipment upgrades and replacements (bypass contractors)
