BACKGROUND:
This proposal seeks the Board's approval of a new policy governing the acquisition of required
operational experience for employees of the Clay County Utility Authority (CCUA) pursuing
Water Treatment Plant and Domestic Wastewater Treatment Plant Operator Licenses. The policy
aligns with Florida Administrative Code (FAC) 62-602.50 and establishes a clear framework for
employees to gain practical experience in CCUA-owned and operated facilities.
POLICY OVERVIEW:
The proposed policy emphasizes the necessity of'on-site' or 'hands-on' operational activities to
accumulate the required hours for licensing. It specifies the following key points:
1. Experience Verification: All operational hours must be verified by a supervisor or
licensed operator.
2. Specific Facility Requirements: Experience must be obtained in designated drinking
water and wastewater treatment plants, including compliance with solid control systems.
3. Application Process: Employees not in an Operator Trainee position must formally
request approval to gain experience, detailing the objectives and scheduling.
In conclusion, the proposed policy will facilitate the professional development of CCUA
employees, enhance operational competencies, and ensure compliance with state regulations. By
investing in our workforce's training and certification, CCUA will promote a culture of safety and
operational excellence.

We respectfully request the Board's approval to implement this policy, enabling CCUA employees

PURPOSE
This policy governs the acquisition of required operational experience under FAC 62-602.50 and
establishes guidelines for Clay County Utility Authority(CCUA) employees seeking to earn hours
towards obtaining Water Treatment Plant and Domestic Wastewater Treatment Plant Operators
Licenses through practical experience at CCUA-owned and operated plants and facilities.
POLICY
Employees seeking required experience must engage in 'on-site' or 'hands-on' operational
activities. All experience must be verified by the signature of a supervisor and/or a licensed
operator as specified in FAC62-602.50.
• Wastewater treatment plants must have a system for solids control.
• Water plant experience must be obtained in drinking water plants.
Employees who are not assigned to an Operator Trainee position must express interest by
submitting a formal request to CCUA management outlining the following:
• The purpose and objectives of the practical experience.
• The specific license for which hours are sought.
• The anticipated duration and scheduling feasibility.
All requests must be approved by the Training and Development Coordinator.
ELIGIBILITY
Individuals who seek to utilize plants and/or facilities owned by CCUA to gain operational
experience:
1. Actively Employed Operator Trainees:
• Individuals must be employed by CCUA and specifically assigned to an Operator Trainee
position.
• They should be seeking license hours under supervision as part of their training.
2. Licensed Operators Seeking Additional Hours:
• Individuals who already hold a current water or wastewater operator license.
• They must be seeking additional hours to fulfill license renewal requirements.
3. Approval by the Training and Development Coordinator:
• Individuals who do not fall under the above categories must receive prior approval from
the Training and Development Coordinator.
• This approval should be documented in the employee's personnel file.

4. Experience Requirements:
• Regardless of the category, the actual experience gained must meet the specific
requirements outlined in FAC 62-602.50.
These criteria ensure that individuals seeking to utilize CCUA plants or facilities for operational
experience meet either specific employment and training criteria or have obtained appropriate
authorization to do so.
SUPERVISION& RESONSIBILITIES
Employees earning hours towards a license must work under the direct supervision of qualified
personnel designated by Clay County Utility Authority management. Time shall be designated to
the following task code in the employees' time card:
• Operational Maintenance
• Plant Operations
• Sampling
• Disinfection
• Solids Handling
• Process Control
• Safety
Chief Operators will provide guidance, instruction,and oversight to ensure compliance with safety
protocols, operational standards, and FAC 62-602.250.
The Training and Development Coordinator will maintain the hours reports and provide upon
request.
