Clay County Utility Authority (CCUA) 3176 Old Jennings Road Middleburg, FL 32068 Subject: CCUA Governors Park RWPS — Proposed Change Order #003 (Time Extension) Dear Paul, This letter is to request a laddered extension to the Substantial Completion date from 12/14/2024 to 12/31/2025. The extension is necessary since the developers reclaim water distribution system will not be in service by the original Substantial Completion date (12/14/2024) and as such, the reclaim water pump station cannot be adequately tested for final acceptance. All equipment is installed at this time and the plant will be functional for its intended purpose by December 31, 2024. This request is to ensure the ability to test the high service pumps under realistic conditions, which will not occur until the developer completes a phase or partial phase of development which is expected in 2025. Accordingly, Sawcross requests an initial substantial completion to demonstrate the plant is available for its intended purpose by 12/31/2024. A second partial substantial completion date is requested on 4/30/2025 for building components, sitework and punchlist items. Please see this letter as a request for an additional four hundred nineteen (419) day(s). Revised Substantial Completion date is Wednesday 4/30/2025 and Final Completion date is Wednesday 12/31/2025. Clay County Utility Authority (CCUA) can withhold 2.50% of retainage from this contract until final acceptance is complete.
