HomeMy WebLinkAbout08.b EDB Request to add St Lukes To LAHH EXECUTIVE SUMMARY AGENDA ITEM: Request for approval of policy to allow St. Lukes Catholic Church to provide needs assessments to CCUA customers living within their service area for eligibility to use Lend a Helping Hand Funds to pay their utility bill. Date: November 4, 2024 BACKGROUND: Current CCUA policy allows customers to utilize Lend a Helping Hand(LAHH) Funds to pay their past due utility bill. Eligible customers may use these funds to pay their utility account 1 time in a 12-month period. 1 Eligibility is assessed by staff at St_Catherine's Catholic Church. St. Catherine's Catholic Church may also offer additional assistance for rate payers that live within their area at the time of the needs assessment. Some examples of additional assistance may include payment of electricity bills,rent,etc.If a customer lives outside of their area, St Catherine's Catholic Church processes the eligibility for LAHH and the customer must then make a separate appointment with the church in that service area if they choose to be considered for additional assistance. Expanding access to St. Lukes Catholic Church would allow them to conduct the needs assessment for rate payers that live within their service area. This will eliminate the need for rate payers to schedule separate appointments. RECOMMENDATION: Staff recommends the policy be expanded to allow St. Lukes Catholic Church to conduct needs assessments for customer eligibility of LAHH funds to pay their water utility bill with CCUA. REQUEST: Staff respectfully requests the Board approve staff's recommendation to expand their existing policy regarding LAHH needs assessments to allow St. Luke's Catholic Church to conduct the assessment for rate payers that live within their service area and St. Catherine's Catholic Church to conduct the assessment for rate payers that live within their service area. Diana, Thank you for speaking with me this morning. We are excited about the possibility that we can help reach Middleburg residents needing assistance with water utilities. I have attached our area map that shows the dividing lines that have always been used to delineate the area that is reached by St Luke and St Catherine, ensuring that we only serve the residents one time with their request. Our rules are that a resident can be served one time a year and only three times in their lifetime. We can drop the three times per lifetime if that is not what Clay Utility requests. Our Process overview: 1)the client will reach out to St Luke's and be routed to our Catholic Charities office. This office operates under Catholic charities umbrella with funding with some Catholic charities monies, (today only electric till December) but also the Social Ministry monies donated by St Luke's. 2)the client is asked about their need, What caused the need, told to bring in social security cards, for all residents at the home, bring in their past two months pay stub, bring in their delinquent bill (we do not pay current bills) and any other income source documents. 3)they call us back, or set up the appointment at that time (some need time to find their information) 4)they are seen in our Catholic charities office, once needs assessed and all documentation validated, we have the client sign a partial payment acknowledgment and send the vendor a partial payment promise. The vendor returns the partial payment process acceptance.. 5) currently we ask for a check from our Finance office and then mail to the vendor. We would need to understand how we communicate with you and what documentation you require.
