HomeMy WebLinkAbout09.a LB Resolution 2024 2025 05 Bid Opening and Protest Amendment EXECUTIVE SUMMARY AGENDA ITEM: Proposed Amendment to Resolution No. 2024/2025-05 Bid Opening and Protest Date: November 27, 2024 BACKGROUND: Bonfire Interactive Ltd. (Bonfire) is currently designated as the online procurement portal for CCUA under Resolution No. 2020/2021-06. As the contractual agreement with Bonfire is set to expire on December 31, 2024, staff intends to transition to a different platform. Therefore, it is necessary to amend the resolution removing all references to Bonfire. After concluding the relationship with Bonfire, staff will seek a contract with a suitable,accessible, and efficient online procurement portal specifically designed to meet the ongoing needs of governmental and public entities. BUDGET: The Resolution does not have a monetary component. RECOMMENDATION: Staff respectfully recommends the Board of Supervisors adopt the Amendment to Resolution No. 2024/2025-05. ATTACHMENTS: Resolution No. 2024/2025-05 Bid Opening and Protest //AW(Author) //AW,AB,KO (Review) //KO (Final) CLAY COUNTY UTILITY AUTHORITY RESOLUTION NO. 2024/2025-05 A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE CLAY COUNTY UTILITY AUTHORITY (THE "AUTHORITY") AMENDING RESOLUTION NO. 2020/2021-06; SUBSTITUTING "AUTHORITY'S PROCUREMENT PORTAL" FOR ALL CURRENT REFERENCES TO "AUTHORITY'S BONFIRE PROCUREMENT PORTAL" OR "BONFIRE PROCUREMENT PORTAL"; DELETING SPECIFIED WEB PAGE LINK ADDRESS FOR AUTHORITY'S PROCUREMENT PORTAL IN SECTION 2 THEREOF; SUBSTITUTING "VIRTUAL MEETING" FOR SPECIFIED IDENTIFICATION OF A PROPRIETARY VIRTUAL MEETING PLATFORM IN SECTION 4 THEREOF; PROVIDING AN EFFECTIVE DATE. WHEREAS, on July 6, 2021, the Board of Supervisors ("Board") of Clay County Utility Authority (hereinafter, the "AUTHORITY" or "Utility"), an independent special district of the State of Florida, adopted its then current resolution adopting public bid receipt, opening, award, posting, protest and recording policy and procedures, which also authorized the AUTHORITY to competitively award in accordance with s. 255.20(1), Florida Statutes (the "Bid Policy Resolution"); WHEREAS, the AUTHORITY is completing its contractual relationship with the Bonfire procurement portal, and will contract in the future with other acceptable, accessible, and convenient online and virtual procurement portals designed for regular and continuous use by governmental or public entities; and WHEREAS, it is therefore necessary and appropriate to amend the Bid Policy Resolution to remove any specific proprietary references to the Bonfire procurement portal, any variations thereof, and any related preferences stated in the Bid Policy Resolution specifically related thereto. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE CLAY COUNTY UTILITY AUTHORITY, an independent special district created and existing under Chapter 94-491, Laws of Florida, Special Acts of 1994, as follows: Section 1. The Board does hereby formally substitute use of the term "AUTHORITY's Procurement Portal" for all prior references in the Bid Policy Resolution to the terms "AUTHORITY's Bonfire Procurement Portal", " Bonfire Procurement Portal", or any variations of such terms. Section 2. Section 2 of the Bid Policy Resolution is further amended to delete the current specified web page link address for the AUTHORITY's Procurement Portal. Section 3. Section 4 of the Bid Policy Resolution is further amended to substitute the term "virtual meeting" for the current reference to a specified proprietary virtual meeting platform. 1 CCUA RESOLUTION NO. 2024/2025-05 Section 4.
