BACKGROUND:
BCR handles the hauling and disposal of all biosolids generated by CCUA's wastewater treatment
plants. Staff and BCR negotiated contractual modifications to address upgrades to four Wastewater
Treatment Plants currently operating out of date equipment as well as software which is no longer
supported. These upgrades result in less downtime, more efficient operations, reduced costs and
standardization of equipment and operational protocols.
The contract modifications include:
• BCR will retrofit the top of the Process Tanks with Vent Gas Blower to eliminate visible
emissions of the process tank Nitrogen Dioxide (NO2) and improve safety to operators.
• BCR will retrofit the chemical skids with mag drive gear pumps from the existing
diaphragm dosing pumps and upgrade the current Powerflex 40 Variable Frequency Drives
(VFDs) to the Powerflex 525 VFDs. These pumps are quieter, provide more accurate
flowrates, and reduce impact to ancillary equipment within the process room.
• BCR will replace the existing peristaltic type polymer pump skids with progressive cavity
pump skids. The progressive cavity pumps can supply a steadier flow of polymer and are
able to target a specific flowrate more effectively with little maintenance.
• BCR will replace the existing Process Logic Controller (PLC) program to the new PLC
program. The newer PLC program uses a ladder logic structure which makes for simple
sequencing of devices and easier troubleshooting.
BUDGET:
Staff determined the fee of $412,900.00 is fair, competitive, and reasonable. Staff budgeted
$426,400.00 for upgrades to the Biosolids Treatment System in the Capital Improvement Program
(CIP).
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors' approval of the Proposed Change Order
No. 12 with BCR Environmental Corporation.

CHANGE ORDER#12
This Change Order#12 ("Change Order"),dated as of ,2024, is by and between BCR
Environmental Corporation, a Delaware corporation whose address is 100 N. Laura Street, Jacksonville,
Florida 32202("BCR"),and Clay County Utility Authority, a local governmental body, corporate and
politic,with its principal office at 3176 Old Jennings Road,Middleburg,Florida 32068-3907 (the
"Authority").
RECITALS
WHEREAS,BCR has provided the Authority with certain design, equipment, and operational services
for BCR Neutralizer systems and CleanB systems (each a"System"and collectively,the"Systems") at its
wastewater treatment plants under the"Bio-solid Treatment Agreement"dated June 6,2006.
WHEREAS,the Authority desires to exercise an Operational improvement per Section 7 of Change
Order#7 to upgrade CCUA legacy sites, and BCR desires to provide the Authority with services in
accordance with the conditions,provisions, and terms of this Change Order; and,
WHEREAS,Authority desires to exercise it direct purchase procedures to purchase equipment and
services from BCR.
NOW THEREFORE,in consideration of the mutual agreements, covenants,representations and
warranties contained in this Change Order, and for other good and valuable consideration,the receipt and
sufficiency of which the Parties acknowledge,the Parties agree as follows:
1. BCR and Authority have reached agreement whereby BCR will provide a turn-key upgrade at the
Fleming Island WWTP,Miller Street WWTP, and Ridaught WWTP as outlines in Appendix A-
BCR Proposal to Upgrade CCUA Legacy Sites as set forth therein.

Appendix A- BCR Proposal to Upgrade CCUA Legacy
Sites
Summary: BCRs goal is to keep CCUA WWTPs producing quality Class AA biosolids as efficiently as
possible. We strive to make our systems as close to a "push the button and walk away" product as we
can with minimal operator checks and inputs. Through years of further engineering, we believe we
have got very close to that model with the Mid-Clay BCR facility and soon to be Fleming II BCR facility.
BCR is proposing several changes and upgrades to the four other CCUA WWTP sites to bring them up to
a similar standard as the Mid-Clay site. This will lead to less downtime, but also more standardized
replacement parts between the sites.
1. Process Tank Vent Gas Blowers: BCR is proposing to retrofit the top of the Process Tanks with
Vent Gas Blowers. This change would eliminate visible emissions of the process tank nitrogen
Dioxide NO2 and improve safety to operators.
a. Locations included are Fleming Island WWTP, Miller St. WWTP, and Ridaught WWTP
b. Removal of existing tank venting hardware
c. Installation of new orifice plate and MOV 3-way valve
d. Installation of blowers and hardware/plumbing
e. Configure MOV 3-way valve

2. Chemical Pumps Et VFDs: BCR is proposing the retrofit of the chemical skids with mag drive gear
pumps from the existing diaphragm dosing pumps. These pumps are much quieter, easier to dial
in a specific flowrate, and do not cause any shock to the chemical skid. Also, in this proposal is
to upgrade all the current Poweflex 40 VFDs to the Powerflex 525 VFDs at the same time. The
Powerflex 40 VFDs have been discontinued and there have been several issues with them in the
past especially with their separate communication cards. In the Powerflex 525 VFDs, they are
more compact, and the communication card is built into it.

removed, so new VFD wires will have to be ran from electrical room to the pumps),
Miller St.WWTP, and Ridaught WWTP

3. Polymer Skids: BCR is proposing to replace the existing peristaltic type of polymer pump skids
with progressive cavity pump skids. There have been many issues with the peristaltic pumps at
the current sites and some are having to be run manually outside of the program. One other issue
with the peristaltic pumps is that the internal tubing becomes brittle, eventually resulting in
cracks and/or collapses causing a polymer restriction and/or leak. The progressive cavity pumps
can supply a steadier flow of polymer and are able to target a specific flowrate more effectively
with little maintenance.

c. Fabrication of skid riser legs
d. Installation of progressive cavity type polymer skid
e. Installation of plumbing for polymer and water

4. Program and HMI: BCR is proposing to replace the existing PLC logic program to the new PLC
program. The existing PLC logic uses a structured text language which can be good for
complicated equations but falls short when used in sequencing unless being very specific. Many
times the program will look at a piece of data and then move on from it without being able to
look back at it causing things to come out of sequence at times or get hung up. The newer PLC
logic utilizes a ladder logic structure which makes for better for simple sequencing of devices
and easier troubleshooting. This proposal also includes updating the HMI at all the CCUA sites
from Allen Bradley Factory Talk View to Inductive Automation Ignition. This would include

replacement of the exiting HMI pedestal and software at three of the legacy sites and only just
the software change at the other two sites.
Mostly all the proposals in the above sections will require program changes to some extent. BCR
is proposing to make all the changes/upgrades at one time and have the all the programming
done at that time. Each site still has some slight differences, and the program will be tailored to
them.
f. Locations for programming and HMI replacement are Fleming Island WWTP, Miller St.
WWTP, and Ridaught WWTP
g. Locations for just HMI software is Spencer WWTP and Mid-Clay WWTP
h. In depth review of drawings and on-site verifications to ensure proper input/output
configurations
