CLAY COUNTY UTILITY AUTHORITY
WORKSHOP SESSION
January 10, 2025
The Board of Supervisors of the Clay County Utility Authority (CCUA) met in a Workshop Session at the Ray O.
Avery Administrative Complex located at 3176 Old Jennings Road at 8:00 A.M. for the purpose of an informational
tour.
Item No. 1 —Tour
The tour began at 8:00 A.M.
Vice-Chairman McNees and Supervisors Hingst, McCall, Petty, and Taylor were in attendance. Also present on the
tour were the following members of CCUA's staff; Executive Director Jeremy Johnston, Chief Operations Officer
Darryl Muse, Chief Engineer Paul Steinbrecher, Chief Human Resources Officer Kimberly Richardson, Assistant
COO/Distribution& Collection Depth tiuent Superintendent David Rawlins, Water Department Superintendent Jason
McLain, Wastewater Superintendent David McDonald, Communication and Public Relations Specialist Kassandra
Ortiz, Administrative Assistant Operations Alicia Ellis, Administrative Assistant Engineering Annecia Asberry,
Grady H. Williams, Jr., legal counsel to the CCUA. Clay County Commissioners Betsy Condon and John
Sgromolo, County Manager Howard Wanamaker, Clay County Director of Facilities Gene Price, and other
distinguished guests also participated in the tour.
Attendees viewed presentations regarding CCUA's Enterprise Resource Platform presented by Customer Service &
Billing Manager Diana Strickland and Geographic Information System & Asset Management-Predictive
Maintenance Approach presented by GIS Manager Ben Freeman.
A tour was also conducted of CCUA's Maintenance Building and Warehouse Facility.
The Workshop Session was recessed at 9:15 A.M. and reconvened at 10:00 A.M. at the Peter's Creek Water
Reclamation Facility. Mr. Johnston, David Rasmussen of Ardurra, and Michael Alexakis of Wharton Smith provided
information about the project and the facility which is currently in the final stages of construction. A brief tour was
conducted of the facility and of CCUA's Vac-con and Cues TV truck for members of the Board and other guests.
The Session was recessed at 11:00 A.M. and reconvened at 11:40 A.M. at the Potable Reuse Pilot Project. Mr.
Johnston, Pranjali Kumar of Carollo, Michael Alexakis of Wharton Smith, and Mike Register of the St. Johns River
Water Management District provided information about the project. A ribbon cutting ceremony was held and lunch
was provided for those in attendance. A tour of the facility was presented for members of the Board and other guests.
No action was taken during the Workshop Session. The tour was conducted to familiarize the attendees with
CCUA's daily operations and plant functions.
The Workshop Session ended at approximately 12:45 P.M.
