HomeMy WebLinkAbout08.f EDB Winter Weather Emerg Ratification EXECUTIVE SUMMARY AGENDA ITEM: Requested Ratification of Limited Emergency Declaration Operations Winter Weather Date: January 30, 2025 BACKGROUND: On January 21 sr,based upon information from the National Weather Service and coordination with Clay County officials, I initiated limited emergency operations in response to the evolving information regarding the potential impact of the winter weather event in the Clay County Utility Authority (CCUA) service area. As part of the limited emergency operation, I closed the CCUA office on Wednesday, January 22nd. CCUA returned to normal operations on Thursday, January 23rd. I respectfully request the Board of Supervisors ratify my Limited Emergency Declaration and supporting actions. Our team received information to expect icy roadways and bridges, possible downed limbs and potential power outages. By closing the CCUA office, we were mitigating potential public safety risk of staff traveling in unfamiliar icy conditions. Additionally, the office closure discouraged customers from traveling on hazardous roads to conduct business. Our actions were consistent with the Clay County Board of County Commissioners and the Clay County School District. Darryl Muse, Chief Operations Officer coordinated a list of Essential Operations staff who worked during the winter weather event to meet operational needs and regulatory requirements. Staff began their shifts later in the day to avoid the worst weather conditions. REQUEST: I respectfully request the Board of Supervisors ratify my actions as Executive Director preparing for and responding to the winter weather event. Clay County Emergency Management advised people should stay off the roads due to the likelihood of icy driving conditions. Here in Clay County, we'll start to see the effects of this winter storm around 7:00 pm this evening and lasting through noon Wednesday. Based upon coordination with and information from Clay County officials, CCUA offices will be closed Wednesday, January 22nd. We will have Essential Operations Staff working to meet operational needs and regulatory requirements. We expect icy roadways and bridges, possible downed limbs, and potential power outages. We closed CCUA's offices and directed staff to stay off the roads per the direction of our Clay County Officials. By closing CCUA offices,we are mitigating potential public safety risk of staff traveling in unfamiliar icy conditions. The office closure will also discourage customers to traveling on icy roads to conduct business. In addition to the office closure, our Chief Operations Officer, Darryl Muse, coordinated the list of Essential Operations Staff(attached) who will work during the winter weather event to meet operational needs and regulatory requirements. To mitigate the issue of travel on icy roads, Darryl coordinated with the Essential Operations Staff to start operational shifts later to avoid the worst weather. Darryl and I will coordinate and adapt this strategy as necessary for the safety of staff and to meet our operational requirements. I coordinated this information to the Board of Supervisors and to staff We anticipate reopening the office and resuming normal business operations on Thursday,January 23`d.
