BACKGROUND:
CCUA continuously invests in rehabilitating aging infrastructure, that includes reducing inflow
and infiltration into old gravity sewer systems. Staff identified the need for additional gravity lining
rehab as part of the Grove Park project included in CCUA's 5-year Capital Improvement Plan
(CIP).
On June 4, 2019, the Board of Supervisors awarded Part C of the Sewer, Wetwell, and Manhole
Rehabilitation Services contract to Insituform and approved Task Order No. 41 during the meeting
on January 21, 2025. Staff requests authorization to engage Insituform for the cleaning and lining
of the specified pipes.
With this project, Insituform will clean, inspect, and install over 6,318 feet of CIPP inside of
existing gravity mains. CIPP is a trenchless rehabilitation method used to repair existing pipelines
and minimize disruption to customers.
BUDGET:
CCUA has $339,925.48 remaining in this fund from previous budget years. Staff reviewed
Insituform's proposal and determined the fee of$299,888.10 to be reasonable.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors approval of Task Order No. 42 with
Insituform Technologies, LLC for the Grove Park project Cured in Place Pipe Lining.

Grove Park Rehab Project
A) Perform all requested contract services as detailed below.
B) Coordinate construction schedule with Mr. Steve Rencarge at 272-5999, extension 2433.
C) CCUA staff must be given a MINIMUM of five (5) working days' notice before construction
commences.
D) Contractor agrees to abide by all federal, state, and local safety regulations as well as CCUA safety
policies.
E) Contractor must provide a project specific payment and performance bond before construction
commences.
F) This document, along with any attachments, shall become an amendment to the Continuing Contract
for Sewer,Wetwell and/or Manhole Rehabilitation Agreement Project No. 18/19-A7—Part C—CIPP
Sanitary Sewer Lining System and all provisions of the Agreement will apply hereto.
G) Task Authorization#42 cost is not to exceed$299,888.10 without prior written authorization from
Mr. Jeremy Johnston, Executive Director, 272-5999, extension 2464.

Dear David,
Insituform Technologies, LLC. (ITLLC) is pleased to provide the following proposal for the rehabilitation of the
sanitary sewer as identified and directed by the Clay County Utility Authority (CCUA). This proposal is based on
the current continuing services contract awarded to ITLLC by CCUA— Contract # 18/19-A7 Part C.

ITLLC's Proposal Pricing is based upon the following assumptions and clarifications:
1. ITLLC assumes the work will be completed during dry weather conditions.
2. Quantities are estimated. Customer shall be invoiced for actual quantities at the above unit prices.
GENERAL TERMS AND CONDITIONS:
ITLLC's Proposal is based on the Continuing Services Agreement with CCUA under Contract #18/19-A7 Part C.
All General Terms and Conditions shall be adhered to as governed by the Contract Documents.
The information contained in this letter is proprietary to Insituform Technologies, LLC. and shall be retained by
the recipient in confidence and shall not be published or otherwise disclosed to third parties without the express
written consent of Insituform Technologies, LLC. The foregoing shall not preclude the use of any data which (i)
was in its possession without restriction as to use prior to receipt as proprietary of the same or similar data from
Insituform Technologies, LLC., (ii) is or becomes available from a public source on or after such receipt from
Insituform Technologies, LLC. or (iii) is obtained by the recipient from a third party not under obligation of
confidentiality or other restriction with respect to use.
