HomeMy WebLinkAbout09.b EDB ITB# 2024-25-A01 North Campus Driveway Project EXECUTIVE SUMMARY AGENDA ITEM: Proposed award of contract to Warden Contracting Corporation for the North Campus Driveway Project CCUA Bid No.: 2024/2025-A01 CCUA Project No.: 2022-140 CCUA Financial Job No.: 22010AD Date: February 14, 2025 BACKGROUND: Staff seeks Board of Supervisors approval to execute a contract with Warden Contracting Corporation to construct the North Campus Driveway Project.This project aims to provide an alternative means of ingress and egress to mitigate safety concerns with the traffic on Old Jennings Road. Staff continues to experience safety concerns when exiting the existing CCUA administration campus driveway onto Old Jennings Road. CCUA engaged Jones Edmunds & Associates, Inc. (Jones Edmunds) to evaluate the feasibility of three(3)alternate driveway routes.Based on this evaluation,staff selected the most economical alternative that minimized the impact on the surrounding community. The new driveway route will begin along the south side of the new CCUA maintenance building and extend west along a newly acquired 40-foot wide easement connecting to Brannan Mill Boulevard. Staff successfully negotiated the acquisition of this easement from the Brannan Mill HOA, which is necessary for constructing the driveway. Jones Edmunds&Associates, Inc., has completed the design and construction documents for the North Campus Driveway. On January 6, 2025, staff publicly advertised the above-referenced project on CCUA's OpenGov Procurement Portal and in the Florida Times-Union. During the bid opening on January 30,2025, CCUA received three(3)bids.However,two (2)bidders,DB Civil Construction,LLC and Besch and Smith Civil Group, Inc., did not meet the minimum requirements outlined in the solicitation,which states: The Bidder must be a licensed Florida General Contractor, verifiable on http://www.myfloridalicense.com/dbpr/. As a result, staff and Jones Edmunds recommend awarding the project to the qualified and responsive Bidder Warden Contracting Corporation despite being the highest bidder. Jones Edmunds provided an updated OPCC of$635,000.00 in August 2024.Engineering design and construction administration services for the project total $183,732.00. Staff requests a budget increase of$270,000.00 from the FY2024/2025 CIP management reserve account to cover the project costs and allow for an approximately 10%project contingency.A summary of the budget status and recommended funds needed is shown in the following table. Staff also requests approval to transfer $270,000.00 from the FY2024/2025 CIP management reserve account to fund the remaining project costs. Staff also request the Board of Supervisors' approval of deductive change orders and owner-direct purchase orders to save sales taxes on major materials and equipment, as authorized by the Executive Director or his designee and as recommended by the Chief Engineer. In addition, staff also requests approval of the attached Bid Documents. Wilson Procurement Manager Clay County Utility Authority 3176 Old Jennings Road Middleburg, Florida 32068 RE: Clay County Utility Authority CCUA Admin Building Driveway CCUA Bid No.: 2024/2025-A03 Jones Edmunds Project No.: 03742-012-01 Bid Review and Evaluation of Findings Dear Ms. Wilson, This letter summarizes the construction contract bids received for the CCUA Administration Driveway Project. Clay County Utility Authority (CCUA) opened the project on the OpenGov Platform on January 30, 2025. Three bids were uploaded to the OpenGov Platform on January 30, 2025, at 2:00 pm. Based on the interest from three contractors, Jones Edmunds believes the project was well advertised. The three base bids ranged from $564,950.00 to $662,582.65. The bid tabulation form is attached. The low bidder for this project is DB Civil Construction, Inc.; however, upon further investigation by CCUA and Jones Edmunds it was determined that both DB Civil Construction and the second low bidder Besch and Smith Civil Group do not have a registered General Contracting license which was a required bidding qualification. The remaining bidder, Warden Construction Corporation, submitted a bid for $662,583.65. Jones Edmunds has reviewed the Warden Construction Corporation bid packet provided by CCUA with the following findings: • The Addendums were acknowledged on the Bid Form. • The Bid Bond was provided, and the Bid Bond surety is licensed in Florida. • Warden Construction Corp is not a federally debarred contractor. • Jones Edmunds ran a Dunn & Bradstreet report on Warden Construction Corp which indicated them as a low risk. • Similar past project references were included to investigate the Contractor's experience, reputation, and performance. At this time, these references are being contacted; however, with the scope details provided on the past projects performed by Warden Construction Corp., Jones Edmunds finds the Contractor capable of 800.237.1053 JONESEDMUNDS.COM Angelia C.Wilson February 12,2025 Page 2 performing the scope of work for this project. Jones Edmunds will alert CCUA immediately if any negative feedback is provided from the references contacted. While the final determination of which contractor will be awarded this project will be made by Clay County Utility Authority (CCUA), Jones Edmunds believes the bid to be responsive and, based on the findings above, does not take exception to awarding the project to the Warden Construction Corporation for the bid amount of $662,583.65.
