(Kimley-Horn) for Corrosivity Water Sampling at Ravines Water Treatment Plant(WTP) and Orange Park Grid. Date: February 27, 2025 BACKGROUND: The Florida Department of Environmental Protection requires new connecting Public Water Systems to conduct initial lead and copper tap sampling or complete a corrosivity study showing the new source(i.e., wells) will not increase the corrosivity of the current water supply. Staff will be required to conduct this sampling or study at the Lake Asbury Grid due to the connection of the Ravines WTP, and at the Orange Park Grid due to the upcoming connection of the Pace Fleming Grid. Kimley-Horn conducted corrosivity studies for Clay County Utility Authority (CCUA) when both the Peters Creek WTP and the Saratoga Springs WTP were tied into the Lake Asbury Grid Public Water System. The completion of the study allowed CCUA to forgo multiple lead and copper tap sampling events, saving money in laboratory costs and Water Operator staff hours. CCUA has asked Kimley-Horn to conduct the corrosivity studies again for the new connections to eliminate the need for the initial lead and copper tap monitoring that would otherwise be required. Staff considers the Kimley-Horn scope of services and fee to be reasonable. BUDGET: Operations did not budget for this item. Staff plans to use funding from the Environmental Compliance Department's Subcontractors budget for this project. RECOMMENDATION: Staff respectfully request the Board of Supervisors approval of the attached Supplemental Agreement No. 2 to the Continuing Services Contract RFQ 2022/2023-A02 with Kimley-Horn for Corrosivity Water Sampling at Ravines Water Treatment Plant and Orange Park Grid. Accepted by: Date: Owner: Jeremy Johnston, Executive Director Clay County Utility Authority CCUA Hydrogeological & Environmental Professional Engineering Services RFQ 22/23—A02 Contract Ravines Water Treatment Plant and Orange Park Grid Corrosivity Water Sampling Clay County Utility Authority (CCUA) is planning to connect the Ravines Water Treatment Plant (WTP)to the Lake Asbury Grid.The Authority also plans to connect the Orange Park Grid to the Pace Fleming Grid. The Florida Department of Environmental Protection (FDEP) requires that CCUA conduct water quality sampling to demonstrate that the proposed connections will not adversely affect the corrosivity of the water within the Lake Asbury Grid or the Pace Fleming Grid. Kimley-Horn will conduct water quality sampling at the two connection point to evaluate the potential for corrosivity. In addition, we Kimley- Horn will prepare and submit a letter report summarizing the sampling result and corresponding corrosivity analysis. Scope of Services Our scope of services is as follows Phase 1 Water Quality Sampling Kimley-Horn will coordinate and collect water quality samples from both the Ravines WTP/Lake Asbury Grid and Orange Park Grid/Pace Fleming Grid connection points.We will collect up to three water quality samples from each connection point. Kimley-Horn will collect the samples in laboratory provide and preserved containers. Laboratory analysis will be performed by Advanced Environmental Laboratories, Inc. (AEL). AEL will direct bill CCUA for the analytical analyses. This task will consist of the following: A. Coordinate with CCUA staff to collect up to three water quality samples from each connection point. We will rely on CCUA staff to identify the sample collection points at each connection location. B. Coordinate with AEL to analyze the samples for total and dissolved lead and copper; pH; and corrosivity. C. During the collection of the water quality sampling, Kimley-Horn will measure and record field parameters including: temperature, pH, specific conductance, dissolved oxygen, oxidation/reduction potential, and turbidity. D. The water quality samples will be collected in laboratory provided and preserved containers. E. Sampling will be performed in general accordance with FDEP Standard Operating Procedures. F. Deliver samples to AEL for analysis under chain-of-custody protocol. Phase 2 Letter Report Upon receipt of the analytical results, Kimley-Horn will prepare two letter reports; one for the Ravines WTP/Lake Asbury Grid connection and the second for the Orange Park Grid/Pace Fleming Grid connection. Each letter report will include the following: A. Concise summary of the sampling methodology and results. B. Tabular summary of the laboratory data. C. Discussion and interpretation of the analytical data. D. Conclusions and recommendations based on the analytical results. E. Copies of the field sampling logs. F. Copies of the laboratory data sheets. Kimley-Horn will provide CCUA with a draft copy of the letter report to review prior DEP. The final letter report will be issued in electronic (PDF) format and will be signed and sealed by a Professional Geologist (P.G.) licensed in the State of Florida. Hard copies of the letter reports will be issued upon request. Fee The attached table provides our fee for the project.
