HomeMy WebLinkAbout08.e EDB Manager Training Policy EXECUTIVE SUMMARY AGENDA ITEM: Proposed Approval of Manager Training Policy Date: February 27, 2025 BACKGROUND: Clay County Utility Authority (CCUA) is committed to fostering leadership excellence and aligning managerial capabilities with organizational goals. To strengthen our management team and ensure alignment with CCUA's strategic objectives,we are introducing the Manager Training Program. This policy aims to provide managers with the necessary skills, knowledge, and tools to lead effectively, drive company goals, and maintain a positive workplace culture. Key Benefits: 1. Eligibility: The program applies to all employees in managerial roles, both current and those transitioning into management. All new managers must complete training within six months of assuming their role, while existing managers are required to complete annual refresher courses. 2. Training Content: The program includes leadership skills development, organizational standards, people management, business strategy, legal and ethical responsibilities, and technological proficiency. 3. Training Delivery: Training will be offered through various formats, including in-person sessions, online courses, webinars, and interactive e-learning modules 4. Supervision and Accountability: All managers are responsible for completing the required training and applying learned skills in their daily roles. The Human Resources Department will coordinate with senior leadership to. ensure program requirements align with organizational goals and track training progress. 5. Evaluation and Feedback: All managers shall complete an evaluation at the end of each training session, which will be used to refine and improve future training initiatives and address any additional development needs. In conclusion, the Manager Training Program is key to CCUA's mission. "Develop an environmentally and economically sustainable utility that is focused on protecting the public health, safety, and general welfare by providing clean and safe potable water, wastewater, and reclaimed water services through conservation of natural resources, diversification of the water supply portfolio, and recruitment and retention of highly trained professionals prepared for future challenges". This policy aims to ensure that all managers are equipped with the necessary competencies to succeed in their roles, while also enhancing their leadership and management abilities. Key Components of The Training Program: • Develop Leadership Skills: Equip managers with the tools to lead teams effectively, foster a positive work culture, and inspire high performance. • Reinforce Organizational Standards: Ensure managers understand and commit to accepted standards of practice in their leadership and decision-making. • Enhance People Management Skills: Provide managers with techniques to manage, develop, support, mentor their teams. • Develop Business Acumen: Ensure managers understand CCUA's business goals, strategy, and financial considerations. • Comprehend Legal and Ethical Responsibilities: Ensure managers are knowledgeable about relevant legal and ethical obligations in their role. • Familiarize with Technology and Tools: Equip managers with the technological skills and tools necessary to operate efficiently and effectively. SCOPE This policy applies to all employees who hold or are transitioning into a managerial role within CCUA. CCUA requires all new managers to complete the training within first six months of assuming the position. All existing managers shall complete annual refresher training within 90 days of assignment,or as required by the Training and Development Coordinator.Non-compliance may lead to performance reviews and disciplinary actions. To ensure the effectiveness of the training program, managers will be required to complete evaluations at the end of each training session. Feedback will be used to improve future training programs and to identify any further development needs for managers. Business Acumen Enhancements 5. Legal and Ethical Responsibilities 6. Technology and Tools Updates Training may be delivered through a variety of methods, including: • In-person training • Online courses • Webinars • Interactive e-learning modules SUPERVISION& RESONSIBILITIES • Human Resources Department will be responsible for scheduling, tracking, and managing training programs. • Managers are responsible for attending training sessions as required and for applying learned skills in their daily work. • Senior Leadership will ensure that the training programs are aligned with organizational goals and strategies.
