AGENDA ITEM:
Notice of Severance of Water Service to be issued to 2620 Blanding LLC, tenants of the strip mall located
at 2620 Blanding Boulevard, and Dreamette Ice Cream Middleburg (Dreamette) for violations of Clay
County Utility Authority's (CCUA) Fats, Oils, and Grease (FOG) BMP Policy.

BACKGROUND:
CCUA's FOG BMP Policy requires all food service establishments (FSE) served by CCUA's collection
system to install and maintain properly sized grease separation devices. The size requirements are based
on peak potential flow of the FSE to prevent illicit discharges of pipe-clogging greases into CCUA's
collection system.
Mr. Woodruff, a tenant at 2620 Blanding Boulevard and operator of Dreamette, was first notified that a
grease trap was needed during a routine compliance inspection on May 18, 2023. Email correspondence
received from Mr. Woodruff on June 15, 2023, indicated that a small grease interceptor had been
purchased,but that he was unwilling to connect all sinks to it, as required. Over the next year, CCUA staff
corresponded with Mr.Woodruff many times and made several site visits to assist in achieving compliance
with CCUA's FOG BMP Policy.
Mr. Woodruff installed three (3) under the sink grease traps that CCUA staff conditionally approved on
August 5, 2024, due to the lease expiring in February 2025, assurance the property would be vacant upon
lease expiration, and because the strip mall is master metered. A master metered property has just one (1)
meter that measures and allows water flow to the entire property, meaning all tenants will lose water
service upon severance. As of March 6, 2025, Dreamette was still operating and has not installed a
properly sized grease trap. On March 10, 2025, `Dreamette Ice Cream Middleburg' posted a message on
social media stating, 'We have to be out of our current location by April Pt!'
INTENDED ACTION:
Staff intends to issue the Notice of Severance to 2620 Blanding LLC, the owner of the strip mall and
CCUA customer; Mr. Woodruff, the operator of Dreamette; and to the other tenants of the strip mall
including Denning's Pharmacy, Western Union, Natural Massage, 3 Kings Barbershop, Dollar General,
and Smokey Barrel to ensure they are aware that their businesses will be impacted. The Notice of
Severance will be issued March 19, 2025, with a severance date of April 19, 2025. The Notice of
Severance will not be issued if the FSE is closed on April 1, 2025.

Dear Sirs:
This letter serves as formal notice that the Dreamette Ice Cream establishment at 2620 Blanding Blvd., Suite#1,
Middleburg, Florida 32068, remains non-compliant with the installation requirements for an approved grease
trap, or the alternative option to vacate the premises by the end of lease February 2025, as previously
communicated by owner, Mr. Woodruff. Consequently, the drinking water service will be temporarily
disconnected effective April 19th, 2025 —one month from today. This disconnection will remain in effect until
the property is vacated or a compliant grease trap is installed.
Please note that because your location is served by a master meter, this service interruption will also impact
other businesses on the premises.
