BACKGROUND:
On May 17,2022,the Board of Supervisors approved the selection of general contractors that specialize in
tank inspection, cleaning, and repairs.
With this project, TankRehab.com LLC will provide interior and exterior repair to the hydro-pneumatic
tanks at Keystone Heights WTP,Peach St and Postmaster Village as stated in the attached proposals. These
repairs will extend the tank's lifespan, ensuring reliable service for the facility and community, all while
minimal disruption during the process.
Staff requested quotes from the two (2) qualified contractors under the continuing contract on March 24,
2025.
EVALUATION:
On April 22,2025,staff received responses to the requests.Listed below is the overall pricing.Staff requests
authorization to engage TankRehab.com LLC,the lowest bidder, to complete the necessary repairs.

BUDGET:
Staff budgeted$225,000 for subcontractors in the operations renewal&replacement for FY2024/2025.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors approval of Supplemental Agreement No. 5 to
Master Contract RFP No. 2021/2022-A05 for TankRehab.com LLC to provide Tank Repairs at Keystone
Heights Water Treatment Plants,Peach St&Postmaster Village ITB No. 2021/2022-A28.

Weld Repair and Certify Tanks $12,300
Total(Price Not to Exceed Without Prior Authorization) $32,000
The Contract time shall commence on May 20, 2025. This document, along with the Scope and Fee Proposal
dated March 24, 2025, shall become an amendment to ITB No. 2021/2022-A28 and all provisions of the
Agreement will apply hereto.

Pressure Wash Clean with a minimum 3,500 psi to remove all surface
contaminants.
Abrasive Blast Clean in accordance with SSPC-SP1O/NACE No.2 Near-
White Blast Cleaning.
• Coating System
Stripe Coat: By brush, apply Tnemec Series 22 Epoxoline to all welds,
edges, corners,nuts,bolts, etc...
Finish Coat: Apply (1) coat of Tnemec Series 22 Epoxoline @ a rate of
25.0—35.0 mils DFT.

• Weld Repair and Certify Tank
Complete work per: Dixie Industrial quote 3-24-2025
• Order U 1 A data report
•Write up a weld repair procedure per AI
•Field check existing tank thickness and compare to designed tank thickness
•If tank is within thickness tolerance locate leaks while still under pressure with soap
water
'Drain pressure off tank and make necessary weld repairs
•Repressurize tank and check areas that were repaired
'Bring pressure up and hold for 30 minutes
•Clean up and demobilize from job site
Standard Note: Before each job is quoted, Dixie Industrial LLC reviews the scope
of work with the Project Manager. Prior to performing any work DI obtains the
proper permits &reviews with the crew the job hazards and safety.
After work is complete DI removes any locks and turns equipment back over to
PM. Customer to supply crane, manlift or scaffolding if needed unless otherwise
noted. Any downtime outside of DI control will be billed at T&M. Quote is based
on ST only unless noted in breakdown. If OT is not noted but required, it will be
billed accordingly. Quote is valid for 10 days and based on current material
pricing.
