BACKGROUND:
CCUA staff requests approval of SA No. 5 with Ardurra to provide engineering and technical
services for the design of a pressure-sustaining valve(PSV)on the potable water lines at the Peters
Creek WRF Reclaimed Water Pump Station and the Governor's Park Reclaimed Water Pump
Station. The purpose of these PSVs is to maintain adequate pressure in the potable water
distribution system during periods of high reclaimed water demand and to improve the reliability
of supplemental reclaimed water to the Peters Creek and Governors Park service areas.
This supplemental agreement includes project management,coordination meetings,and site visits.
Ardurra will develop construction drawings and technical documentation necessary for the
installation of the fill valves at both facilities. The detailed design work encompasses civil yard
piping plans, process mechanical plans and sections, electrical plans, instrumentation and control
plans, conduit and cable schedules, and lighting panel schedules. The scope also covers providing
electrical and instrumentation modifications, coordinating with general contractors currently
mobilized at each site, and providing construction services, including shop drawing reviews, site
visits, and preparation of record drawings.
The attached scope and fee proposal outlines the project specifics, demonstrating Ardurra's
capability to complete the design efficiently and effectively in alignment with the Authority's
operational requirements.
BUDGET:
The existing project contingency will be utilized. The contract amount for the PC WRF and GP
RWPS projects is $88,344,258.08. The project cost outlined in the scope and fee proposal is a
lump sum total of$38,030.00,which covers all services described within Supplemental Agreement
No. 5. The following budget summary shows a remaining contingency of$1,223,631.59.

CCNA:
Staff previously procured this project via a competitive Request for Qualifications, in accordance
with CCNA. Staff negotiated this Supplemental Agreement for the professional services at a
compensation that the agency determines is fair, competitive, and reasonable in compliance with
F.S. s. 287.055.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors' approval of Supplemental Agreement No. 5
with Ardurra Group, Inc., in the amount of$38,030.00, for the design and construction services
associated with the Peters Creek WRF and Governors Park RWPS Supplemental Reclaimed Water
Fill Valve Project.

CLAY COUNTY UTILITY AUTHORITY AND ARDURRA GROUP,INC.WHICH IS INCORPORATED HEREIN BY THIS

Scope of Services
to provide Professional Engineering Services for the
Peters Creek Water Reclamation Facility and Governors Park
Reclaimed Water Pump Station Supplemental Reclaimed
Water Fill Valve
Article A. Purpose:
The purpose of this Task Order is to authorize CONSULTANT (The Ardurra Group, Inc.) to
proceed with professional engineering services for the installation of a pressure sustaining valve
(PSV) on the potable water lines at the Peters Creek WRF and Governors Park Reclaimed Water
Pump Station (GP RWPS) for Clay County Utility Authority (CLIENT). Potable water is used to
supplement reclaimed water during high demands. The PSVs are necessary to maintain potable
water distribution system pressure. The PROJECT generally includes the professional
engineering activities associated with the preparation of documents suitable to install and place
into operation the PSVs. The Scope of Services for this project are included in Article B.
Article B. Scope of Services:
The scope of services for this project includes the design and permitting services for the following
improvements:
• Task 1 -Project Management and Coordination
• Task 2-Design and Construction Services
The design work effort will generally include preparation of construction documents and related
activities to allow improvements outlined above to be constructed by a qualified General
Contractor. The engineering and technical tasks that are proposed for this project are as follows:
TASK 1. Project Management, Coordination Meetings, and Site Visit
Task 1.1:Project Management, Coordination Meetings and Site Visit
A kickoff meeting will be held between OWNER and key members of the CONSULTANT's
project team. The kickoff meeting will include a discussion of the project goals and objectives,
scope of the project,challenges or issues, schedule,and communication protocols.

TASK 2. Design and Construction Services
Task 2.1 Design Services
The following drawings are to be developed for the design of the fill valves:
• PC WRF Drawings
o Civil Yard Piping Plan
o Process Mechanical Plan and Section
o ICP300 I/O Schedule
o Ground Storage Tank Electrical Plan
o Conduit and Cable Schedule
o Lighting Panel Schedules
o GST Fill Valve Electrical Plan
o P&ID Reclaimed Water System
• GP RWPS Drawings
o Civil Yard Piping Plan
o Process Mechanical Plan and Section
o Lighting Panel Schedule
o RTU1000 PLC Panel Details
o Ground Storage Tank Electrical Plan
o Conduit and Cable Schedule
o GST Fill Valve Electrical Plan
The drawings will be submitted as a Design Clarification to the General Contractors that are
mobilized at each project site.
Task 2.2 Construction Services
Construction services will include the following:
• Review shop drawings.
• One (1) site visit to confirm proper installation of the valve,piping and appurtenances
• Incorporation of the PSV modifications into the record drawings
Article C. Compensation Provisions:
As compensation for providing the services described within this Task Order, CLIENT shall pay
CONSULTANT in accordance with the current Agreement, based on the estimated completion
of the Project. The total lump-sum fee proposed for Tasks 1 through 2 is $38,030.00,which shall
not be exceeded without a revision to this Agreement. A breakdown of the proposed fee is
provided as Attachment A.

Article D. Period of Service:
This project will be complete within four (4) weeks from Notice to Proceed.
