BACKGROUND:
CCUA staff requests approval of CO No. 1 to the contract with TB Landmark Construction, Inc.
to reconcile the final contract price to reflect work completed prior to project closeout.
CCUA serves the Fleming Island area from two (2) water treatment facilities, Pace Island and
Fleming Oaks. A 2020 Risk and Resiliency Assessment of CCUA's potable water system by Reiss
Engineering identified vulnerabilities of the Fleming Island water service area, including flooding
and other extreme weather events. The report identified the interconnection of the Fleming Island
system with CCUA's mainland plants by interconnecting the systems across Swimming Pen Creek
on County Rd.220(CR220)as a valuable countermeasure to mitigate the possibility of disruptions
to the homes and businesses within the service area. The Swimming Pen WM Extension project
was designed to rectify this vulnerability. The project was competitively bid and awarded to TB
Landmark Construction, Inc. (TBL).
The final project design required that one lane of CR 220 be closed for multiple months. Due to
the high traffic volume on CR220, CCUA elected to install a temporary driving lane to minimize
disruption to local drivers and maximize the safety of the contractor and the public at large. Clay
County's Engineering Director, Richard Smith, contacted staff during the project to inquire about
the possibility of leaving the temporary asphalt in place following completion of the project to be
used as an emergency pull-off area. Because hundreds of yards of asphalt did not require removal
and the site restoration was greatly reduced, a net savings of$255,198.95 has been realized. CO
No. 1 also includes the replacement of an existing defective 10-inch gate valve for $6,500.00
bringing the total contract reduction to $248,698.95. Construction of the Swimming Pen Creek
WM Extension project is now complete.
BUDGET:
The project budget is $6,660,000. To date $5,495,516.43 has been spent on engineering services,
construction, and construction inspection. There is a current balance of$646,922.81 on existing
engineering and construction contracts as final invoices have not been received. CO No.1 will
reduce the balance by $248,698.95 to $398,223.86 and the project will be completed within the
allocated budget.
BOARD ACTION:
No Board action is required. The Board of Supervisors empowers the executive director to execute
change orders increasing the value of a construction contract by $50,000 or 5% of the contract
(whichever is lower) without Board action being required. CO No. 1 is deductive.
