Dear Ms. Kurz,
Thank you for taking the time to contact us regarding the water bill for 2169 Carter Braxton Rd. We
understand how upsetting and unexpected this situation has been for your family, and we truly
sympathize with your concern.
As discussed during your recent conversations with our staff, we have reviewed the account and
offered the available support permitted under our current policies. This included setting up a payment
plan to help manage the balance and providing information about local assistance agencies that may
be able to offer additional financial relief.
While we can offer adjustments for metered usage resulting from a verified and repaired leak, we are
not permitted to adjust charges when water is used—even unintentionally—and does not meet the
criteria for a leak adjustment. In this case, we have done everything within our administrative authority
to assist.
That said, you are welcome to bring your concerns directly before the Clay County Utility Authority
Board of Supervisors. The Board has the discretion to consider requests that fall outside of standard
policy.
The next public Board meetings will be held at our administrative office located at 3176 Old Jennings
Road, Middleburg, FL 32068 on:
• Monday, July 1, 2025, at 2:00 p.m.
• Monday, July 15, 2025, at 2:00 p.m.
You are welcome to attend and speak during the public comment portion of the meeting. If you would
like assistance with the process or have questions in advance, our Customer Service team is

My mother Sylvia Kurz (John Kurz) has been living at 2169 Carter Braxton Rd since 1980.
CCU has always been her service provider for water. She has always paid her bill on
time. She is now 88 years old and lives full time with me, her daughter,Tracy Kurz. My
father passed away in 2010. She lives on a fixed income of only her social security. On
May 22, 2025 the gentleman who cuts her lawn every two weeks discovered that
someone had vandalized her home by turning on the water spigot on the side of her
home and just left it running. Her water bill that month was $1453.00. I called CCU and
talked with two different people. They stated there was nothing that could be done

months. They didn't care she was elderly and on a fixed income,they didn't care it was
vandalism, they didn't care she had been a loyal customer for 45 years and paid her bill
and their response was "what did we expect them to do,just write it off". It was also
stated to me if it was a leak then something could be done about the bill. I just can't
believe that CCU cannot adjust her bill this one time. I have installed locks on the
spigots now to hopefully prevent this vandalism in the future. I am going to post this on
