EXECUTIVE SUMMARY AGENDA ITEM: Proposed Professional Service Agreement with Savvy Partner, LLC, DBA Fisher Agency (Fisher Agency) for the Redesign of our Public Website and the Development of a new Internal Intranet Date: July 10, 2025 BACKGROUND: The Clay County Utility Authority(CCUA)conducted an in-depth evaluation of qualified vendors for the redesign of our public website and the development of a new internal intranet. Our current website is outdated and does not meet modern standards for accessibility, usability, or customer service. After careful consideration, we selected Fisher Advertising as the vendor that best aligns with CCUA's goals. Their proposal offers a strong combination of features, relevant experience in the public-sector, and cost-effective value, making them a clear choice to lead our digital transformation efforts. CCUA's current purchasing policy Section 7.4 states: "The Authority's Board of Supervisors empowers the Executive Director to seek out and engage professional services necessary to conduct the business of the Authority outside of a competitive procurement process". BUDGET: Staff determined the rates for professional services provided by the Fisher Agency are fair, competitive, and reasonable.
