HomeMy WebLinkAbout04.a Minutes 071525 MINUTES CLAY COUNTY UTILITY AUTHORITY July 15, 2025 The Board of Supervisors of the Clay County Utility Authority (CCUA) met in Regular Session in the Board meeting room at the Administrative Office of the Clay County Utility Authority, 3176 Old Jennings Road, Middleburg, Florida, on the above-stated date. Item No. 1 —Call to Order Chairman Lebesch called the meeting to order at 2:00 P.M. Item No. 2—Invocation/Pledge of Allegiance Chairman Lebesch offered the Invocation and led those in attendance in the Pledge of Allegiance. Item No. 3—Roll Call Roll Call was taken with Chairman Lebesch, Vice-Chairman McNees, Mr. Bourre, Mr. McCall, and Mrs. Taylor in attendance. Also present at the meeting were Executive Director Jeremy Johnston, Chief Operations Officer Darryl Muse, Chief Financial Officer Karen Osbourne, Chief Engineer Paul Steinbrecher, Chief Human Resource Officer Kim Richardson, Assistant Chief Operations Officer, General Superintendent Distribution & Collection David Rawlins, Procurement Manager Angelia Wilson, Service Availability Manager Melisa Blaney, Customer Service & Billing Manager Diana Strickland, Communication & Public Relations Specialist Ashley Taliaferro, Administrative Assistant Operations Alicia Ellis, Administrative Assistant Engineering Annecia Asberry, Buyer 1 Claire Smith, Courtney Hinson, and Grady H. Williams, Jr., legal counsel to the CCUA. Item No. 4—Employee Recognition a. Annecia Asberry—5 years b. TJ McLendon— 10 years c. Melisa Blaney—20 years d. Gary Church- 50 years Executive Director Jeremy Johnston introduced and presented a certificate to Administrative Assistant Engineering Annecia Asberry, Chief Operator Wastewater TJ McLendon, and Service Availability Manager Melisa Blaney acknowledging their years of service with CCUA. Mr. Johnston also presented a plaque to Chief Water/Wastewater Maintenance Coordinator Gary Church who has been employed by CCUA and its predecessors for fifty years. A reception in Mr. Church's honor was held after the meeting with members of the Board, coworkers, family, and friends in attendance. Item No. 5 - Proclamation recognizing and commemorating the dedicated professionals of Clay County Utility Authority who have served 25 years or more Communication & Public Relations Specialist Ashley Taliaferro read the Proclamation recognizing and commemorating the dedicated professionals of the Clay County Utility Authority who served twenty-five years or more. A plaque with the names of former employees who have achieved at least twenty-five years of service will be placed in the Administrative office and Maintenance Facility. After discussion, Mr. Bourre moved, seconded by Mr. McCall, and carried 5-0, to approve execution of the Proclamation, as presented. July 15, 2025 Item No. 6—Approval of Minutes a. Joint Audit/Finance &Personnel Committee Meeting, July 1, 2025 b. Board of Supervisors Regular Meeting, July 1, 2025 After discussion, Vice-Chairman McNees moved, seconded by Mrs. Taylor, and carried 5-0, to approve the minutes of the July 1, 2025, Joint Audit/Finance & Personnel Committee Meeting and Regular Meeting. Item No. 7—Approval of Consent Agenda After discussion, Mrs. Taylor moved, seconded by Vice-Chairman McNees, and carried 5-0, to approve the Consent Agenda as follows; a. Approval of Financial and Operational Activities 1) Approval of Payment of Warrants Warrants totaling $3,671,168.79 a. Schedule of payments to Sole Sources—None b. Schedule of Emergency Repairs/Purchases—None c. Schedule of items initiated under Emergency Contract-None d. Schedule of payments from the Emergency Account—None e. Schedule of claims paid under the Sewage Backup Response Policy-None 2) Request for Asset Disposal Authorization—None 3) Sole Source Designation—None b. Approval of Capital Budget Activities 1) Requests for Award of Procurement Contracts and/or Ratification of Procurement/Construction Contracts or Contract Renewals—None 2) Approval of Supplemental Agreements and Change Orders a. Proposed Supplemental Agreement No. 4 to Continuing Services Contract RFQ 2023/2024-A07 with Armstrong Fence Company for Fencing Supplies and Installation at the Administration Building c. Approval of Developer Agreements, Warranty Deeds &Easements 1) Developer Agreement CU24/25-22 — Water Service to 2713 County Road 220 (Iglesia De Dios Evangelio Completo Jacksonville, FL Inc.)— 1.5 ERC's water, 1.5 ERC's AWS, 1.5 ERC's SJRWMD, 1.5 ERC's debt service - $4,984.46 2) Developer Agreement KU24/25-33 — Water Service to 3416 Peoria Road (Lona Wilkes Behannon) — 1 ERC water, 1 ERC AWS, 1 ERC SJRWMD, 1 ERC debt service - $5,889.35 3) Developer Agreement MU24/25-17 — Hyland Trail Amenity Center — 3905 Verbena Parkway (Creekview GP, LLC) — 11.50 ERC's water, 4.50 ERC's wastewater, 7.50 ERC's reclaimed, 11.50 ERC's AWS, 11.50 ERC's SJRWMD, 4.50 ERC's debt service - $54,880.15 July 15, 2025 Item No. 8—Customer Account Adjustments -None Item No. 9—Business discussed at Committee Meetings -None Item No. 10—Executive Director's Business a. Proposed Professional Service Agreement with Savvy Partner, LLC, DBA Fisher Agency for the Redesign of our Public Website and the Development of a new Internal Intranet Mrs. Taliaferro and Procurement Manager Angelia Wilson presented a proposed Professional Service Agreement (PSA) with Savvy Partner, LLC, DBA Fisher Agency for the Redesign of CCUA's Public Website and the Development of a new Internal Intranet. Staff conducted an in-depth evaluation of qualified vendors for the redesign of the public facing website and the development of a new internal intranet. The current website is outdated and does not meet modern standards for accessibility, usability, or customer service. After careful consideration, staff selected Fisher Advertising as the vendor that best aligns with CCUA's goals. Their proposal offers a strong combination of features, relevant experience in the public sector, and cost-effective value, making them a clear choice to lead our digital transformation efforts. The proposed fees for services will be paid for using $80,000 in reallocated funds from the FY 2024/2025 budget. After discussion, Mrs. Taylor moved, seconded by Vice-Chairman McNees, and carried 5-0, to approve execution of the PSA, as presented. b. Public Outreach: 2025 Highlights &Future Strategy Mrs. Taliaferro provided a report on CCUA's Public Outreach: 2025 Highlights & Future Strategy. This report was for the Board's information, no action was requested or required on this item. c. Other Mr. Johnston informed the members staff will be hosting a tour of CCUA's facilities for the Suwannee River Water Management District's Governing Board on August 19, 2025, at 9:00 A.M. Item No. 11 —Legal Business a. Memorandum—Leopard and Wilson IRMA Related Backflow Claims b. Mediation Settlement Agreement—Andrew Leopard vs Clay County Utility Authority c. Mediation Settlement Agreement—Jimmy Wilson vs Clay County Utility Authority CCUA's General Counsel Grady Williams introduced Mark Husley, IV, Esq., Partner with the firm of Ludwig & Hulsey PA, who addressed the Board regarding the history of these two claims and the proposed mediated settlement of$85,000, each to be paid from CCUA's Self-Insurance Backflow Fund to satisfy and conclude the litigation. After discussion, Vice-Chairman McNees moved, seconded by Mrs. Taylor, and carried 5-0, to approve the Mediation Settlement Agreements for Andrew Leopard vs Clay County Utility Authority and Jimmy Wilson vs Clay County Utility Authority, as presented. d. Other-None Item No. 12—Old Business/New Business Chief Operations Officer Daryl Muse provided an update on the Administrative Office Expansion project. Item No. 13 —Public Comment-None July 15, 2025 Item No. 14— Supervisor Comments Chairman Lebesch congratulated staff on their service milestones which were acknowledged today.
