HomeMy WebLinkAbout05.c.01 CA Financing Request.Kennelly EXECUTIVE SUMMARY AGENDA ITEM: Request for financing of the Developer Agreement charges for a water service to 923 Washington Avenue, Clay County, Florida. BACKGROUND: On July 16, 2025, CCUA staff received the attached financing request from Mr. John Kennelly. He is requesting approval from the Board of Supervisors to finance the Developer Agreement charges totaling$10,249.68 for the installation of water service to his property at 923 Washington Avenue. The request is made under CCUA's standard 10-year financing terms. To provide service to this property, CCUA must install approximately 600 feet of new water main. Mr. Kennelly has stated that his existing well is unreliable, requiring him to rely on bottled water for drinking and cooking. At this time,he is unable to pay the full cost of the water connection and is seeking financial assistance through CCUA's financing program. RECOMMENDATION: Given the limited financial risk, staff respectfully recommends Board approval of Mr. Kennelly's request to finance the Developer Agreement charges in the amount of $10,249.68. CCUA has approved similar financing arrangements for other property owners in the past. Furthermore, as Mr. Kennelly holds title to the property, CCUA maintains lien rights, ensuring recovery of both the principal and accrued interest in the event of default. ATTACHMENTS: 1. " To date, we've received only three affirmative responses out of the ten surveys sent. As you may recall, at least seven were needed to move forward with the project as a CCUA funded in-fill project. Since that threshold was not met, CCUA will not be pursuing this as a shared cost project. Instead, I will begin preparing a Developer Agreement for you to move forward with the installation of the water main to serve your property. As discussed, you will be responsible for the full cost of the installation. However, your agreement will include a refund clause: if any of the following properties-938, 937, 929, or 924 Washington Avenue—connect to the water main in the future, you will be eligible for a refund of$1 ,677.42 per ERC, for a potential total refund of $6,709.68. If you are interested in financing the cost of this installation, please reply to this email with your request, the desired financing term (up to 10 years), and a brief explanation of your reason for financing.
