(Petticoat-Schmitt)for the Meadowbrook Water Treatment Plant(WTP) Improvements Project CCUA Bid No.: 2024/2025-A 10 CCUA Project No: 1101-0062 CCUA Finance No. 21029RR Date: August 28, 2025 BACKGROUND: CCUA is seeking approval to enter into a contract with Petticoat-Schmitt to complete the Meadowbrook WTP Improvements Project. Meadowbrook Water Treatment is one of our oldest WTPs serving the Orange Park area of our service area. The WTP has experienced sulfur deposits on downstream infrastructure, primarily on our water meters. The design and construction of the WTP improvements will address this condition. The construction of the improvements needed is listed below. • Demolition of three (3) existing ground storage tanks, hydropneumatic tanks, five (5) high service pumps and motors, and select yard piping. • Construction of two (2)0.5-million-gallon ground storage tanks and associated yard piping. • Construction of a sodium hypochlorite injection assembly and magnetic flow meter assembly. • Installation of five (5)horizontal split-case high service pumps and motors. • Repair and reconstruction of existing improvements affected by the work, and incidentals for a complete and usable facility. • Temporary piping and facilities as required for maintenance of plant operations • Commissioning of the work. On July 7, 2025, staff publicly advertised the above-referenced project on CCUA's OpenGov Procurement Portal and in the Florida Times-Union. During the bid opening on August 14, 2025, CCUA received seven(7)bids. The Engineer of Record(EOR),Carollo Engineers,Inc.,reviewed references and submitted information from the lowest bidder and recommended awarding the project to the qualified, responsive, and responsible lowest bidder, Petticoat-Schmitt. //DP(Author) //AW,JP,AE(Review) //PS(Final) BUDGET: Bid Tabulation Summary Petticoat-Schmitt Civil Contractors, Inc. $5,197,000.00 Sawcross, Inc. $5.338.000.00 Ferreira Construction Company, Inc. $5,946,000.00 SGS Contracting Services, Inc. $6,426,700.00 R2T, Inc. $6,920,500.00 Gamey Companies $7,145,000.00 Razorback LLC $7,414,286.00 Staff developed the project budget for the Meadowbrook WTP Improvements in 2021 at $7,100.000.00. The property adjacent to the WTP became available in 2023, and the board approved the purchase of the property for $173,266.08. Staff contracted with Carollo Engineers to conduct a preliminary study, final design, and services during construction of the WTP Improvements for $497,36.77. The funds remaining for the construction of the WTP improvements are $6,429,364.77. These remaining funds are sufficient to cover Petticoat Schmitt's construction bid in the amount of $5,179,000.00. Any remaining funds after construction is complete will be returned to the CIP Management Reserve account. Staff also request the Board of Supervisors' approval of deductive change orders and owner-direct purchase orders to save sales taxes on major materials and equipment, as authorized by the Executive Director or his designee and as recommended by the Chief Engineer. In addition, staff also requests approval of the attached Bid Documents. Clay County Utility Authority(CCUA) received bid responses from seven firms.The lowest bid received was $5,197,000.00 from Petticoat-Schmitt Civil Contractors, Inc. Carollo Engineers, Inc. (Carollo) has reviewed the Response Document Report from the low bidder. The low bidder submitted and signed the appropriate bid forms, and all required licenses appear to be current and active. The forms submitted appear to be complete and meet the project requirements.The submitted resumes for the project manager and superintendent as well as the three reference projects meet the project requirements.
