HomeMy WebLinkAbout05.c Minutes 090825 Public Rate Hearing MINUTES CLAY COUNTY UTILITY AUTHORITY PUBLIC RATE HEARING September 8, 2025 Item No. 1 —Call to Order Chairman Lebesch called the meeting to order at 7:00 P.M. Item No. 2—Invocation and Pledge Chairman Lebesch offered the Invocation and led those in attendance in the Pledge of Allegiance. Item No. 3 —Roll Call Roll Call was taken with Chairman Lebesch, Vice-Chairman McNees, Mr. Hingst, Mr. McCall, Mr. Petty, and Mrs. Taylor in attendance. Also present at the meeting were Executive Director Jeremy Johnston, Chief Operations Officer Darryl Muse, Chief Financial Officer Karen Osbourne, Chief Human Resource Officer Kim Richardson, Chief Engineer Darrell Damrow, Asst. Chief Operations Officer/General Superintendent Distribution & Collection David Rawlins, Customer Service and Billing Manager Diane Strickland, and Grady H. Williams, Jr., legal counsel to the CCUA. Item No. 4—Staff Comments Mr. Johnston Shared the budget remains unchanged from what was submitted to the Board previously. He also reviewed the proposed 3.75% rate increase and outlined how the proposed rate increase will affect customers based on their usage. Item No. 5 —Open Public Hearing Chairman Lebesch opened the Public Hearing at 7:02 P.M. Item No. 6—Public Comments Mr. David Teresinski of 1717 County Road 220, Fleming Island, Florida addressed the Board regarding increases in property taxes, insurance rates, and other costs which include the proposed increase in water and wastewater rates. He asked for compassion and requested the Board not raise the rates as proposed. Item No.7—Comments from customers unable to attend the Public Hearing Mr. Scott Binder sent an email in opposition to the proposed rate increase that was addressed by staff at a prior meeting. September 8, 2025 Public Rate Hearing Item No. 8—Close Public Hearing Chairman Lebesch closed the Public Hearing at 7:06 P.M. Item No. 9—Board Discussion-None Item No. 10 -Adjourn Chairman Lebesch adjourned the meeting at 7:07 P.M.
