HomeMy WebLinkAbout10.b EDB Affidavit of Federal Government Employment and Income Interruption EXECUTIVE SUMMARY AGENDA ITEM: Temporary Water Bill Penalty and Service Disconnection Exemption Policy Due to Government Shutdown Date: October 21,2025 BACKGROUND: Staff recently began receiving calls from customers who have been furloughed due to the federal government shut down. All the customers expressed concern about their ability to pay the CCUA utility bill given the uncertainty when they might return to work and get paid. In response to the customer concerns and the ongoing federal government shutdown, staff proposes implementing a temporary exemption policy to assist customers directly impacted by the suspension of federal government operations. This proposed policy provides financial relief from penalties and service protection for qualifying customers unable to make timely bill payments due to the temporary loss of income. Proposed Policy: Eligible customers—defined as individuals employed by the federal government who are currently not receiving pay due to the shutdown—may apply for: • A temporary waiver of late payment penalties, and • A temporary exemption from water service disconnection due to non-payment. • A flexible payment plan to bring accounts current once the shutdown ends. Eligibility Requirements: To qualify, customers must submit the following: 1. A signed affidavit affirming their current employment with the federal government and loss of income due to the shutdown. 2. Proof of federal employment, such as a recent pay stub, federal employee ID, or other acceptable verification documents. 3. Federal agencies will automatically be exempt. Application Process: Customers may submit applications through the Customer Service Department by email, mail, or in-person at the office. Staff will review and verify eligibility documentation within five(5)business days of receipt. Duration: This exemption will be available for the duration of the federal government shutdown and will include a reasonable grace period following the reopening of government operations to allow impacted customers time to recover financially and bring their accounts to current. Impact and Justification: This policy aligns with our commitment to maintain essential services while supporting the community during times of crisis. The temporary waiver may result in a short-term delay in collections; however, repayment plans will ensure recovery of outstanding balances once the shutdown concludes. The overall fiscal impact is expected to be minimal and temporary. REQUEST: Staff respectfully request the Board of Supervisors' approval to implement this temporary exemption policy, effective immediately and continuing through the duration of the federal government shutdown. I understand that this exemption is temporary and agree to make arrangements to bring my account current once regular pay resumes.
