BACKGROUND:
CCUA staff requests approval from the Board of Supervisors to execute Supplemental Agreement No. 1
(SA1)with Tetra Tech to provide professional services for the design,bid,and construction administration
services for the"North Clay Reclaimed Transmission Mains"project.
Efficient operation of the reclaimed water system is central to CCUA's strategy to eliminate surface water
discharges by 2032 to achieve compliance with Florida Senate Bill 64(2021). Senate Bill 64 mandated the
elimination of"non-beneficial"surface water discharges from domestic wastewater utilities.In April 2022,
CCUA's Board of Supervisors authorized the execution of Supplemental Agreement No. 8 with Jacobs
Engineering (JE) to evaluate the operation and performance of the Utility's reclaimed water transmission
and distribution systems, as well as the Supervisory Control and Data Acquisition(SCADA) system. With
five (5) interconnected and one (1) independent reclaimed water facilities, CCUA can distribute sixty to
seventy percent of the reclaimed water produced through its extensive public-access reuse system. By
implementing the projects identified in JE's final report,CCUA will optimize its water resource system and
achieve 100% beneficial reuse. Under SA1, Tetra Tech and their subconsultants will provide design
services for three (3) reclaimed main extensions critical to meeting that goal. The design, survey,
geotechnical, and environmental services are described in detail in the attached Scope and Fee Proposal.
In March of this year, Florida Governor Ron DeSantis announced over $389 million in grants to improve
water quality and quantity across Florida. The list of projects receiving grant funding included$6,000,000
for CCUA's reclaimed water optimization program. The board approved the grant agreement at the
November 18,2025,board meeting.The services to be provided by Tetra Tech under SA1 are reimbursable
under the grant funding.
BUDGET:
Staff budgeted $8.3M for this project within CCUA's Capital Improvements Program. The professional
services fee of$698,844.00 proposed here is within this budget. Staff believe these fees are reasonable
given the scope of services under this supplemental agreement.
CCNA:
CCNA, F.S. 287.055, does apply to the use of a consultant under a continuing contract. The anticipated
construction cost of the project,including contingency,is$7,461,300.00.This does not exceed the statutory
limit, $7,702,500.00, which includes the 2025 CPI adjustment. Staff negotiated the Supplemental
Agreement in compliance with F.S. s.287.055. Staff and the consultant negotiated the scope and fee for the
professional services at a compensation that CCUA determines is fair,competitive, and reasonable.
RECOMMENDATION:
Staff respectfully recommend that the Board of Supervisors approve the attached Supplemental Agreement
No. 1 with Tetra Tech to provide Professional Engineering Services in the amount of$698,844.00

NORTH CLAY RECLAIMED WATER TRANSMISSION PIPELINES
SCOPE OF SERVICES
I. PROJECT DESCRIPTION
Clay County Utility Authority (CCUA) intends to make reclaimed water transmission pipeline
improvements as part of the North Clay Reclaimed Transmission Pipelines Project. To meet the growing
demand for reclaimed water in the southern service area, CCUA must transfer an excess of reclaimed
water from the northern service area. To do so, three pipeline segments are planned to parallel the
existing transmission pipeline system where it is interconnected into the distribution system. This will
create an uninterrupted transmission system that can maintain the pressures and needs of the system.
• Segment 1 consists of 6,500 LF 20" reclaimed water main from the Spencer's Crossing Water
Reclamation Facility (WRF)to a connection along Oakleaf Village Parkway.
• Segment 2 consists of 2,800 LF 12" reclaimed water main paralleling Challenger Drive from
Kindlewood Drive to the First Coast Expressway(SR 23)to connect to the Oakleaf system.
• Segment 3 consists of 4,300 LF 12" reclaimed water main from White Bark Plantation Drive and
Brannon Mill Blvd.,traversing the unimproved right of way(R/W)of Brannon Mill Blvd to Whisper
Creek Blvd, continuing West to a CCUA held property East of Challenger Drive.
This scope of services is for the design of all three segments, a combined length of approximately 13,600
linear feet (Project Limits). A figure of the three segments is included as Attachment B. The proposed
pipeline routes are planned within existing R/W,CCUA property,and easements.No additional easements
are anticipated for the project and therefore no land acquisition assistance has been included.
In order to provide logical, orderly completion of this assignment,the project has been broken down into
eight (8) tasks. Tasks to be completed are further described herein. This proposal is for professional
engineering services associated with project coordination, field services, preliminary engineering, final
design, permitting, bid support, construction administration, construction engineering inspection, and
public relations services.
II. SCOPE OF SERVICES
001. Project Coordination Services:
Tetra Tech will provide project coordination and administration activities such as staffing,
budget management, schedule management, and coordination with CCUA as required. This is
based upon an assumed project schedule as identified in Section V.

Tetra Tech will provide the following Project Coordination services:
A. Kickoff Meeting and Site Visit:
• Tetra Tech will attend an in-person kickoff meeting with CCUA to discuss the proposed
improvements and various design considerations, identify key team members, review
the project scope and schedule, and determine available information. Tetra Tech will
prepare a meeting agenda and meeting minutes for distribution to meeting attendees.
The agenda will include applicable site figures to aid in the discussions.
• Tetra Tech will perform a site visit to observe surficial conditions of the project corridor.
This site visit will be conducted following the kick-off meeting.
B. Tetra Tech will prepare a data request to gather existing available data from CCUA and other
stakeholders, including any record drawings of existing utilities, including reclaimed water,
potable water, gravity sewer, and sewer force mains, any planned improvements along the
project limits, existing easement information, GIS maps and other information to help
facilitate this project.
C. Tetra Tech assumes up to three (3) additional field visits during the preliminary engineering
and design phases to observe specific field conditions.
D. Tetra Tech will provide the following additional project coordination services:
• Tetra Tech will develop a project schedule to identify key project milestones for project
tasks. The project schedule will include a work breakdown structure that provides an
organized approach to project delivery, defined milestones, progress/workshop
meetings, deliverables, and deliverable reviews. The schedule will be prepared using
MS Project and updated at major project milestones.
• Tetra Tech will prepare a project status report on a monthly basis throughout the design
and bidding phase. Each monthly report will include a summary of the ongoing project
activities as well as status updates for the schedule and budget. Specific topics to be
addressed in each monthly report consist of the following: description of work-to-date,
description of 30-day look-ahead, updated project schedule, pending action items, and
budget summary.
• Coordinate and document Quality Assurance and Quality Control (QA/QC)coordination
reviews for the project.
• General project coordination between CCUA,Tetra Tech, and subconsultants necessary
to help facilitate this project.

002. Field Services:
All field services will be coordinated with CCUA, and will consist of the following:
A. Topographic Surveying Services:
Topographic surveying services are proposed to be performed by Degrove Surveying, LLC,
and will consist of the following:
• Topographic surveying will consist of(1) foot topography, surface utilities, stormwater
culverts, R/W and easement boundaries, and above ground features within the route
limits, with cross sections every 100'. In addition, topographic survey will include 10
feet outside, but contiguous to, the R/W on each side of the R/W. Will include picking
up existing fence locations and fence types (field fence, barbed wire, etc.).
• Subsurface Utility Engineering(SUE)in accordance with ASCE 38-02 Quality level B along
the three project routes.
• Once the proposed routing is confirmed by CCUA,SUE will be performed in accordance
with ASCE 38-02 Quality level A. Up to 35 test holes will be included.
• A tree survey will be included where applicable. Trees larger than 6-inch diameter at
breast height(DBH) will be collected,with species identified.
• Coordinate with the Ecological and Geotechnical Engineering services as identified in
Tasks 002.E and 002.0 to collect the wetland flags, endangered species flags, and
geotechnical boring locations.
• Vertical control data shall be based on the North American Vertical Datum 1988.
Benchmarks will be provided in the project site as needed for the various areas provided
above.
• Horizontal control data shall be relative to the Florida State Plane Coordinate System,
North American Datum of 1983/1990 adjustment.
• All work will be completed under the direct supervision of a professional surveyor and
mapper licensed to practice in the State of Florida and work will be in accordance with
the Standards of Practice set forth by the Florida Administrative Code 5J-17.051 for
Surveyors & Mappers, pursuant to Section 472.027 Florida Statutes.
B. Ecological Services:
Ecological services will consist of the following:
• Tetra Tech will delineate the extent of Florida Department of Environmental Protection
(FDEP) state wetlands and USACE federal wetlands, including Waters of the U.S.
(WOTUS), and other surface waters according to the current ( regulations,

interpretations, and guidelines where the project limits encroach upon said
waters/wetlands.
• During the wetland delineation, Tetra Tech will conduct a preliminary assessment of
protected species and their habitats within the project limits and bordering areas.
• Tetra Tech will prepare a Wetlands and Listed Wildlife and Habitat Assessment Report
with shapefiles to support the engineering drawings for planning, design, and local,
state, and federal permitting purposes.
C. Geotechnical Engineering Services:
Geotechnical engineering services are proposed to be performed by Ardaman &Associates,
Inc., and will consist of the following:
• Perform thirty-seven (37) auger borings to a maximum depth of 10-feet, for the
proposed open cut pipeline, at an approximate spacing of 400-ft.Three (3) SPT borings
to a maximum depth of 40-feet are also included as an allowance to accommodate the
potential trenchless installation in pipeline segment 3. Otherwise, all other pipelines
are assumed to utilize open-cut installation.
• Evaluate general subsurface conditions and develop engineering recommendations to
guide earthwork, site preparation and foundation support for the cut and cover of
proposed pipeline and unpaved access roadway.
• Estimate the normal seasonal high groundwater level (SHGWL) at the boring locations.
• Prepare a Geotechnical Evaluation Report summarizing the data compiled during the
exploration.

003. Preliminary Engineering Services:
A. The conceptual design phase will confirm the pipeline routing prior to development of
construction documents. Tetra Tech will finalize the detailed reclaimed water main
installation technique during this phase.Tetra Tech shall review all aerial,topographic, GIS,
property and utility maps within the reclaimed water main corridor as well as conduct
surface reconnaissance field trips as needed to determine a preliminary alignment that
conforms to the scope.A proposed reclaimed water main route shall be developed by Tetra
Tech in AutoCAD format. The proposed route will be based on record drawings and
information provided by CCUA.The route shall show the following information:
• Locations of major underground infrastructure. (�

• Locations of above ground infrastructure.
• Identify areas of concern for subsurface exploration.
• Route evaluation and method of construction (open-cut or trenchless).
• Site access (ingress/egress) and construction easements, if required.
• Preliminary Maintenance of Traffic (MOT) considerations.
• Include a 30% level EOPCC(A.A.C.E. Class 3)
B. Tetra Tech will prepare 30% concept drawings for the proposed pipeline route and access
roadway.This is anticipated to include a cover sheet,general notes, key map and reclaimed
water plan views of the pipeline at a 1"=20' scale. This is anticipated to be approximately
30 plan sheet figures on aerial imagery. These concept drawings will include topographic
survey and wetlands delineated in Task 002.
C. Tetra Tech will attend one (1) in-person review meeting to discuss CCUA's comments.
004. Final Design Services:
Tetra Tech will prepare and submit construction documents, including engineering drawings,
technical specifications, and an engineer's opinion of probable construction cost(EOPCC) at the
75% and 100% design completion levels for CCUA review. The final design services will consist
of the following:
A. Engineering Drawings will be provided at the 75% and 100% design completion levels and
prepared utilizing AutoCAD Civil 3D and provided to CCUA as a PDF document.A preliminary
list of engineering drawings is presented below:

B. Technical Specifications:
Technical Specifications will be submitted at the 75% and 100% design completion levels,
will be prepared utilizing Microsoft Word, and provided to CCUA as a PDF document.Tetra
Tech will prepare the project Bid Form and Technical Specifications.
C. Engineer's Opinion of Probable Construction Cost (EOPCC):

The EOPCC will be provided at the 75% (A.A.C.E. Class 2) and 100%(A.A.C.E. Class 1) design
completion levels and provided to CCUA as a PDF document. Tetra Tech will prepare an
EOPCC based on previous bid tabulations, vendor quotes, and estimates provided by
Contractors.
D. Quality Assurance/Quality Control:
Tetra Tech will implement a quality assurance and quality control (QA/QC) program as an
integral part of the delivery of the project at the 75% and 100% design completion levels.
Quality reviews are an internal QA/QC procedure that will be done by senior level technical
peers who were not involved in the development of the documents. The senior level
technical peers will review draft documents for proper application of the approved
assumptions, calculation methods, design methods and technologies.
E. Review Meetings:
Tetra Tech will attend an in-person design review meeting with CCUA at the 75%and 100%
design completion levels. Tetra Tech will maintain a comment tracking log and provide
responses to all comments received from each design completion level.

005. Permitting Services:
Tetra Tech will prepare and submit required project-related permit applications and supporting
documentation necessary to obtain the required permits for the construction and operation of
the project. Tetra Tech will respond to requests for additional information (RAI's) from
permitting agencies.All permit application fees shall be paid directly by CCUA.
Tetra Tech will hold pre-application meetings with applicable agencies, dependent on the
meetings previously held during Task 001.C.
The following permit applications and support are anticipated:
A. Coordination with the Florida Department of Environmental Protection (FDEP) and CCUA
regarding incorporation of the three (3) pipeline segments under the existing FDEP
wastewater facility reuse design/operation plan (through FDEP 62-610). The pipelines are
assumed to be covered under the existing facility reuse permit.
B. FDEP Environmental Resource Permit (ERP) Exemption.
C. United States Army Corps of Engineers (USACE) Nationwide Permit.

D. Clay County Right of Way Permit.
E. Florida Department of Transportation (FDOT) Utility Permit.
Deliverables:
• Permits Obtained During this Task.
006. Bid Support Services:
Bidding and award activities will be performed by CCUA's Procurement Department.Tetra Tech
will assist these bid support services, supporting the singular bidding of the three pipeline
segments,which will consist of the following:
A. Tetra Tech will provide CCUA with a master copy of the Bidding Documents in electronic
format (PDF). CCUA will be responsible for advertisement and distribution of bid packages
to potential bidders.
B. Tetra Tech will provide CCUA with written responses to any questions from bidders and
prepare addenda as required to interpret, clarify, or expand the Bidding Documents for
distribution to potential bidders by CCUA.
C. Tetra Tech will attend and support one (1) pre-bid meeting.
D. Tetra Tech will review and evaluate up to the three (3) lowest bidder's qualifications,
including the review of up to three (3) provided references for undertaking the work and
make recommendation of the award of the contract to CCUA.
E. Prepare conformed Contract Documents for CCUA and a signed and sealed set and a PDF
copy for the awarded Contractor.

007. Construction Administration Services:
During the construction phase, Tetra Tech will provide limited construction administration
services as detailed below.The construction administration services will consist of the following
based on a construction duration of 16 months (480 calendar days), which includes 2 months
for startup, 10 months for construction, 2 months to substantial completion, 1 month to final
completion, and 1 month for final closeout:

A. Prepare for and support one (1) pre-construction meeting. Tetra Tech will be responsible
for preparing the meeting agenda and recording/distributing meeting minutes.
B. Attend fourteen (14) monthly site visits to the construction site to observe construction of
the project and attend fourteen (14) monthly progress meetings. The site visits will be
performed by Tetra Tech's Engineer of Record (EOR) or their representative, ensuring the
representative is a licensed Professional Engineer(PE) in the State of Florida,to observe the
progress and quality of the construction and to document general conformance with the
Contract Documents. The site visits will be conducted following each progress meeting.
Tetra Tech will provide input to CCUA for meeting agendas and meeting minutes for each
progress meeting.
C. Review of up to fourteen (14) applications for payment. Based on Engineer's observations
and review of accompanying supporting documentation, determine the recommended
payment amounts that Engineer recommends Contractor be paid in writing on application
form.
D. Upon written request by the Contractor, Tetra Tech and CCUA will conduct a substantial
completion inspection of the project with preparation and distribution of a punch list of
observed deficiencies to be completed by the Contractor prior to the final completion date.
The project will be certified substantially complete only if the work is sufficiently complete
in accordance with the contract documents, so that the work can be utilized for the
purposes for which it is intended.
E. Once substantial completion punch list items have been appropriately addressed, Tetra
Tech and CCUA will conduct a final completion inspection of the project.
F. Prepare record drawings for CCUA use, incorporating changes made during construction
based on record information furnished by the Contractor in electronic format (AutoCAD).
Provide CCUA with one (1)flash drive with an electronic file of record drawings in AutoCAD
(using the release currently in use by Tetra Tech), one (1)full size (22"x34") set,and two (2)
scalable half size (11"x17") sets of the record drawings.
G. Prepare and submit certifications and required supporting documentation to regulatory
agencies having jurisdiction.

008. Construction Services(Time& Materials Items):
During the construction phase, Tetra Tech will provide limited construction administration
services as detailed below.The construction administration services will consist of the following
based on a construction duration of 16 months (480 calendar days), which includes 2 months
for startup, 10 months for construction, 2 months to substantial completion, 1 month to final
completion, and 1 month for final closeout:
A. Review up to fifteen (15) shop drawings,for up to two (2) reviews per submittal, and other
submittals to determine general conformance with the design concepts of the project and
compliance with the requirements provided in the contract documents.
B. Review up to ten(10) requests for information(RFIs),provide interpretation of construction
documents, and issue written clarifications or interpretations.
C. Review up to five (5) requests for change orders and work change directives and prepare
subsequent documentation.
III. ASSUMPTIONS
1. Hydraulic modeling services to verify the pipe size and capacity have previously been completed
by others, and therefore, are not included as part of this scope of services.
2. CCUA will provide all record drawings, as-builts, pertinent easement/property information, and
GIS files related to the prospective routes(s).
3. Easement drawings and real estate acquisition assistance are not included in this scope of
services.
4. CCUA will provide timely reviews and comments on all submittals so as to support the project
schedule; a two-week review period for each deliverable has been included in the schedule.
5. Groundwater sampling and analyses to comply with the FDEP Generic Permit for the Discharge of
Produced Groundwater from Any Non-Contaminated Site Activity is not included in the cost
proposal, as no contamination was found within 500 feet of the project per review of the FDEP
contaminant locator map.
6. A dewatering plan is not included in this scope of work. If a dewatering plan is required for agency
approval, it will be under a separate scope of work. Based on recent FDOT permitting experience
in the past year, FDOT does not require a dewatering plan to be submitted with a utility permit
application;the contractor is responsible to submit a dewatering plan to FDOT as part of the utility
permit conditions.
7. If hazardous materials or contaminated soils or groundwater are found during the geotechnical
investigation,subsurface utility investigation, or construction, additional testing, investigation,or
remediation are not included in this scope of services.

8. Pavement design or redesign is not included in this scope of services, other than removing and
replacing existing pavement for reclaimed water main construction, in accordance with FDOT and
Clay County standard details.
9. Test holes and soil borings to be performed within FDOT R/W require a FDOT General Use Permit.
To minimize schedule impacts, test holes and soil borings in FDOT R/W will be identified as early
as possible and prioritized. We will keep CCUA apprised of any schedule impacts resulting from
the FDOT General Use Permit approval process.
10. CCUA will be responsible for the Bidding and Contract Requirements (i.e., Divisions 0 and 1);
however,Tetra Tech will support as needed.
11. Electronic submission of the Permitting applications with all application fees paid for by CCUA.
12. Permit applications are assumed to include one (1) meeting with each agency to discuss project
and one (1) request for additional information (RAI) response prepared by Tetra Tech.
13. It is anticipated that permanent wetland impacts will be less than 0.1 acres. If permanent wetland
impacts are greater than 0.1 acres,then an Individual State ERP and Individual USACE Permit will
be required, and Tetra Tech will request additional funding.
14. It is anticipated that the project will meet the FDEP criteria for exempt activities and will not
require an FDEP General Permit. If an FDEP General Permit is required, Tetra Tech will request
additional funding.
15. Storm Water Pollution Prevention Plans (SWPPP) and National Pollutant Discharge Elimination
System (NPDES) permits are not included in this scope of services and are assumed to be a part
of the awarded Contractor's responsibilities.
16. It is assumed that the project will be bid and constructed as one (1) project.
17. It is assumed that this project is bid as a traditional design-bid-build project and not a Construction
Manager at Risk(CMAR) or other alternative delivery method.
18. It is assumed that there are no funding requirements (loans, grants, appropriations, etc.) that
would require additional design, coordination, etc. to complete the project as defined.
19. If project is required to be rebid for any reason, additional bidding services may be necessary.

The Spencer's Water Reclamation Facility (WRF) supplies water to the Oakleaf Plantation
distribution area through a 16-inch transmission pipeline connected to a distribution network.
However, because the transmission line is connected to the distribution system, it must maintain
specific operational constraints and network pressures. The restrictions limit its ability to operate
solely as a dedicated transmission line. To overcome this challenge, CCUA will install a 6,500 feet of
20-inch pipeline parallel to the distribution system. This new pipeline will be a dedicated
transmission line, bypassing the distribution system connections. The project will allow the
transmission line to operate independently and effectively distribute water to the Oakleaf Plantation
distribution zone, ensuring a reliable and uninterrupted supply of water.

Project 2: Oakleaf RWF Connection to Challenger Drive (2,800 ft LF of 12" PVC C905)
Two water reclamation facilities (WRFs)supply water to the Oakleaf Plantation distribution area via
transmission pipelines that merge at a set of diversion valves, forming a single transmission pipeline
that stretches to the Old Jennings Road (OJR) WRF. However, a 12-inch connection to a
neighborhood at Kindlewood Drive along this transmission line limits its capacity to serve solely as a
dedicated transmission line. To ensure a dependable and uninterrupted reclaimed water supply,
CCUA will install 2,800 feet of 12-inch pipeline parallel to Challenger Drive, beginning at Kindlewood
Drive and extending to the First Coast Expressway (SR 23), connecting the neighborhood to the
Oakleaf distribution system. This undertaking will allow the transmission line to function
independently and proceed unobstructed to the OJR WRF without

To ensure a reliable and consistent reclaimed water supply, CCUA has identified a need to install
4,300 feet of 12-inch pipeline that bypasses residential connections along the transmission pipeline en
route to the Old Jennings Road (OJR) Water Reclamation Facility. The current transmission line along
SR 23 has several residential connections, which limits its capacity to function solely as a dedicated
transmission line. The proposed new pipeline will begin at White Bark Plantation Drive, traverse a
wooded path onto Whisper Creek Boulevard, and terminate just east of Challenger Drive. This project
will connect the neighborhood to the northern OJR distribution system, allowing the transmission line
to function independently and proceed unobstructed to the OJR WRF, free from any residential
connections, ensuring an uninterrupted supply of reclaimed water.

Scope of Work
1. General:
The survey will establish horizontal and vertical control and determine existing site conditions for
design considerations in the construction of the reclaimed water main. The result of the survey shall
be the completion of a topographic survey along the route of the proposed reclaimed water main.
The survey will be completed under the supervision and direction of a Surveyor and Mapper licensed
in the State of Florida.
2. Vertical and Horizontal Control:
Degrove shall establish and depict on the survey multiple temporary benchmarks using a closed level
loop from an established benchmark referenced to the NAVD 1988 Datum.
A clearly defined survey control lines shall be field established along the route. Control points defining
the survey control lines will be monumented.
The SURVEYOR shall establish horizontal control at the site based on Florida State Plane
Coordinates NAD 83. Third Order accuracy shall be required for the horizontal control. All temporary
benchmarks shall have horizontal control to define their location.
3. Survey Requirements:
The SURVEYOR shall perform a topographic survey of the road ROWs and CCUA Property and
Easements shown in the Figures above. In addition, the SURVEYOR shall perform a topographic
survey 10 feet outside of, but contiguous to, the ROWs on each side of the road ROWs. For
Challenger Drive, only the area east of the road will be surveyed. The survey shall include the areas
indicated below and as required by this SCOPE OF WORK. It shall show all above and below grade
fixed improvements along the route (buildings, fences, signs, light poles, signals, utilities, markers,
trees, landscaping, etc). The full topographic scope of work shall be undertaken on all side street
intersections for a minimum of 25 feet each way from main exterior ROW line (not centerline).
A. Features to be located include, but are not limited to, the following:
1. Apparent right-of-way boundary limits and widths and parcel ownership lines and addresses for
any properties adjacent to the project route will be included in the survey.
2. Apparent easement limits and widths. Specific easement rights with respect to underground water
and sewer utilities.
3. Type and width of pavement, with street corner radius.
4. Apparent boundary lines.
5. Apparent property lines.
6. Fences, gates, hedges, center of trees over six inches and large bushes (type and sizes of all
indicated). NOTE: IDENTIFY LIVE OAK TREES SEPARATE FROM OTHER OAK TREES.
7. Driveways and sidewalks, type and width indicated.
8. Houses and structures (if located within the scope of work) and slab elevation.
9. Street, road and railroad crossings, rail iron, and include street names or railroad owner's name.
10. Location and identify overhead and underground utilities, including water, sanitary sewer,
reclaimed water, storm sewer, force main, electrical lines, utility and traffic poles, guy wires,
transformers, gas mains, telephone lines, fiber optic lines, cable TV lines, traffic signal lines, in
conformance with ASCE 38-22 utilizing quality levels B, C and D. The following information should
be indicated as applicable: size, type (service), material, direction, invert elevations, pressure,
phase, and whether in-use, abandoned, or plugged. See Section C below.
11. Manholes, valves and valve boxes, catch basins, ditch bottom inlets and grates, junction boxes,
and culvert end sections. Downstream and upstream manholes, catch basins, and inlet/rim and
invert elevations shall be provided, for all pipelines crossing the area of interest.
12. Top of bank and toe of slope of ditches and swales and inverts of culverts.
13. Ponds to the edge of water
14. Type and width of existing curb and gutter, with flowline.
15. Existing water meters and water service lines.
16. All buildings, structures, trees, landscaping, and obstructions within this SCOPE OF WORK.
17. Include addresses for all houses, buildings, and properties.
18. Location of test hole (VVH) locations as performed by Degrove.
19. The location of soil borings performed by others (Tetra Tech's Geotechnical Subconsultant).
Coordination with Tetra Tech's Geotechnical Subconsultant will be required.
20. The location of wetland flags along the project route (flags to be set by Tetra Tech's
Environmental Subconsultant). Coordination will be required to locate the wetland flags within 1 to
2 days of the flagging.
21. The SURVEYOR shall locate Endangered species flags along the project route (flags to be set by
Tetra Tech's Environmental Subconsultant), including but not limited to gopher tortoise.
B. Elevations and Cross Sections:
Degrove shall provide elevations for the following specific items required for vertical control:
1. Elevations shall be taken every 100 feet on station and shall include centerline, edges of pavement,
gutter elevations, top of curb, front and back of sidewalks, top of bank and toe of slope of swales and
ditches, right-of-way lines, all changes in grade between 100-foot stations, and throughout the
intersections of roadways (especially at the intersection of the baselines, road centerline intersections,
approaches, and curve radii).
2. All rim, invert, and bottom elevations of storm, gas, fiber optic, telephone, and sanitary sewer
manholes; catch basins and storm grates; and the top of the operating nut of all utility valves. Also
provide pipe materials and sizes for sanitary sewer, storm sewer lines, and water mains. If any
structure cannot be accessed to obtain the information, the SURVEYOR shall notify CCUA, or the
proper authority, well in advance of the scheduled completion date. CCUA, or the proper authority, will
try to provide access to those structures.
C. Subsurface Utility Designation and Verified Vertical and Horizontal (VVH) location:
1. Identify the horizontal location of subsurface utilities within the project boundaries. The location will
be marked on the ground and identified as to type. The existence and location of the subsurface
utilities will be determined through the use of electromagnetic and ground penetrating radar.
Subsurface utility designation shall be in accordance with Standards for a Quality Level B Utility
Investigation as defined by the American Society of Civil Engineers (ASCE) Publication 38-22.
4. CAD Requirements:
A. Degrove shall provide all digitized data in AutoDesk Civil 3D. The survey shall be plotted at a
scale of 1" = 20'. A signed and sealed Surveyors Report will be provided at the conclusion of
the survey.
Produce a working 3D surface model within the project scope defined by the boundaries
established from geographic references, point data, area of easements and ROW's.
5. Deliverables:
A. A signed and sealed surveyors report will be provided.
B. An electronic file containing all of the information required by this scope.

As requested,we are pleased to present this proposal for conducting a subsurface soil exploration
and geotechnical engineering evaluation for the subject project. Based on information supplied
by you, the proposed construction includes approximately 10,000 linear feet of new 12-inch and
20-inch PVC pipeline at three separate locations. We understand that the pipelines will be
installed using open cut methodology with a typical depth of soil cover of around 4 or 5 feet. In
addition, we understand that one portion of pipeline may need to be installed using the horizontal
directional drilling (HDD) construction technique.
The scope of our work will include determining if the bearing capacity and other soil characteristics
are suitable to construct the proposed pipelines. For the proposed cut and cover pipelines, we
will provide geotechnical engineering recommendations for the removal of unsuitable soils along
the alignments, trench stability, pipe bedding, use of excavated soils, the need for dewatering,
thrust resistance, and backfill and compaction requirements.
We will also estimate the normal seasonal high groundwater table at the boring locations.
The following summarizes our proposed scope of work and associated fees for conducting the
subject exploration.

FIELD EXPLORATION
The field exploration program will include the following:

The SPT borings will be drilled using a procedure similar to the Standard Penetration Test outlined
in ASTM D-1586. The borings will be sampled at 18-inch intervals to 10 feet deep and at 5-foot
intervals below 10 feet. The auger borings will be drilled using a 4-inch diameter truck-mounted
continuous flight auger or a 3-inch diameter hand bucket auger. Each sample will be removed
from the sampler or auger in the field and then examined and visually classified by our crew chief.
Representative portions will be sealed and packaged for transportation to our laboratory for further
analysis as required. Water level observations will be made in the boreholes during the drilling
operation.
LABORATORY PROGRAM
Routine laboratory visual classification will be performed along with specific classification tests
deemed necessary (i.e., percent fines and organic content).
ENGINEERING ANALYSIS AND REPORT
Engineering analysis of data obtained will be made to evaluate general subsurface conditions and
to develop engineering recommendations to guide site preparation and foundation support for the
pipelines. In addition, we will provide an estimate of the normal seasonal high groundwater table
at the boring locations.
Our recommendations for the pipelines, together with data developed during the exploration, will
be submitted in a written report upon conclusion of the study. We note that information provided
relative to the potential HDD portion of pipeline will be provided for informational purposes only
since this construction technique is proprietary in nature.

responsibility for damages to underground structures and/or services that are not located by
Sunshine State One-Call, (5) exploration or evaluation of the environmental (ecological or
hazardous/toxic material related) condition of the site and subsurface is not included, (6) this
proposed exploration is a relatively shallow exploration and is not intended to be an evaluation
