MEMORANDUM

RE: Out-of-Office November 30th—December 3`d, 2025
I will be out of the office in Orlando attending the Annual AWWA 2025 Fall Conference the
afternoon of Sunday, November 30th, through Wednesday, December 3`d, returning on Thursday,
December 4th. I authorize Darryl Muse, Chief Operations Officer, to act on my behalf while I am
out. I will be available via cell phone, text, and email.
In accordance with Clay County Utility Authority's Enabling Legislature, created by the Florida
Legislation, Chapter 94-491, House Bill 2299, recorded in the Public Records of Clay County,
Florida, in Official Records Book 1524,pages 1798-1836, as the acting Executive Director, I Jeremy
D.Johnston,hereby confirm that Darryl Muse is authorized to act on my behalf with regard to signing
any documents associated with the legal business of the Clay County Utility Authority,which I would
otherwise be authorized to sign during the above referenced period.
In the event of an emergency, please coordinate with Darryl. Please feel free to contact me or any
member of the S for dership Team if you have any questions.
