HomeMy WebLinkAbout09.a EDB- RFQ 25 26 A01 PES for Miller St WRF Upgrades EXECUTIVE SUMMARY AGENDA ITEM: Recommended Selection of the Miller Street Water Reclamation Facility (WRF) Upgrades Professional Engineering Services RFQ NO. 2025/2026-A01. Date: December 11, 2025 BACKGROUND: The Clay County Utility Authority (CCUA) owns and operates Miller Street WRF, located in Orange Park. Constructed in the early 1970s, the facility has undergone an internal condition assessment, which identified significant concerns regarding its long-term viability. A conceptual evaluation report completed in October 2023 highlighted near-term needs for the primary treatment process. To further define required improvements, a master plan was completed in February 2025, identifying priority upgrades with the estimated costs, including: • Headworks replacement • New septage receiving station • New electrical and chemical feed facility EVALUATION: On October 22, 2025, staff issued a Request for Qualifications (RFQ) to professional engineering consultants on CCUA's OpenGov procurement platform for the design and construction services for the priority upgrades. Two (2) responses were received on November 20, 2025, and subsequently evaluated and scored by the project evaluation committee. RANKED PROPOSALS: Rank Firm Score 1 Ardurra Group, Inc. 86 2 Barge Design Solutions, Inc. 72.5 CCNA: The estimated construction cost for this project exceeds $12 million, in accordance with CCNA, F.S. 287.055, CCUA was not able to negotiate a supplemental agreement with a consultant under the continuing contract. //AW(Author) //AW,JP(Review) //DD (Final) RECOMMENDATION: Staff respectfully recommends the Board of Supervisors approve the ranked shortlist and authorize the negotiation and execution of contract with Ardurra Group, Inc. If CCUA and Ardurra Group, Inc. are unable to negotiate a satisfactory Contract, CCUA will formally terminate the negotiations and undertake negotiations with the next ranked Firm. In addition, staff respectfully request approval of the attached Bid Opening Minutes.
