reservoir feasibility study.

BACKGROUND:
CCUA staff requests approval from the Board of Supervisors to execute Supplemental Agreement No. 3
(SA3) with Jones Edmunds to complete a feasibility study for CCUA's potential implementation of a
multipurpose reservoir.
As we forecast population growth and water demands into the future, CCUA's need for alternative water
supplies will increase. CCUA has completed the demonstration of the high-quality potable reclaimed water
produced by Project Quench.When CCUA decides to develop potable reclaimed water into the public water
supply portfolio,we will need to add a lower quality water source to maintain reclaimed water services for
irrigation and other outdoor water uses. Our efforts to date point to a surface water reservoir collecting and
impounding stormwater as the next best lower quality water resource available.
We demonstrated the likely future need for a surface water reservoir in CCUA's Integrated Water Resource
Plan(IWRP)(November 2022).While CCUA's need for a surface water reservoir is well in the future,we
want to begin evaluating how to approach such infrastructure due to the capital investment necessary along
with operational and regulatory considerations.
Staff have worked with the Professional Engineers with Jones Edmunds for many years. The Jones
Edmunds team successfully completed other feasibility studies that include the Doctors Lake Septic to
Sewer Conversion Feasibility Study (2020) and the initial work on the Peters Creek Water Reclamation
Facility(2021).
The Jones Edmunds team possesses a unique qualification in completing the Stormwater Master Plan
(2025)for the Clay County Board of County Commissioners. The Jones Edmunds team will bring their in-
depth knowledge of Clay County's stormwater management systems and flood prone areas to this
assignment. Stormwater management will be a key consideration in evaluating the feasibility of a surface
reservoir due to scale and availability of the water resource.
BUDGET:
Staff budgeted $335,000 for engineering studies within the operating budget. Staff planned for this effort
within the engineering studies budget.
CCNA:
CCNA, F.S. 287.055, does apply to the use of a consultant under a continuing contract. The professional
fees for this study do not exceed the statutory limit,$500,000. Staff negotiated the Supplemental Agreement
in compliance with F.S. s.287.055.Staff and the consultant negotiated the scope and fee for the professional
services at a compensation that CCUA determines is fair,competitive,and reasonable.
RECOMMENDATION:
Staff respectfully recommend that the Board of Supervisors approve the attached Supplemental Agreement
No. 3 with Jones Edmunds to provide Professional Engineering Services in the amount of$84,750.

Authorization
The Contract time shall commence on January 2, 2025, and the scope of services is estimated to be
completed in 120 days according to the schedule in the Scope and Fee Proposal. This document, along
with the Scope and Fee Proposal, shall become an amendment to the Professional Engineering Services
Agreement, and all provisions of the Agreement will apply hereto.

Dear Mr. Damrow:
Northeast Florida utilities continue to face increasing water supply regulatory pressures
alongside customer growth. This combination creates challenges for both the water supply and
reclaimed water systems. CCUA continues to be forward-looking, taking these challenges head-
on as proven by Project Quench and participating in the Black Creek Water Resource
Development Project and Water First North Florida. This proactive approach will help CCUA
secure sustainable water resources, reduce flood risks, and enhance resilience against future
impacts.
The scope takes another proactive step toward a sustainable future. The Multipurpose Reservoir
Feasibility Study will use the Countywide 2D (TUFLOW) stormwater model developed by Clay
County to assess the challenges and opportunities for a multipurpose reservoir at up to five
locations in the County.
SCOPE OF SERVICES
TASK 1 - PREVIOUS STUDY REVIEW, STAKEHOLDER ENGAGEMENT AND
PROJECT MEETINGS
Jones Edmunds will review the known previous studies. These studies will allow the project team
to build on prior work completed on related topics. Known studies currently include the Black
Creek Water Resource Project Studies, Lake Agresti Reservoir Study, CCUA's Integrated Water
Resource Plan (IWRP), CCUA's Initial Assessment of AWS Options, and CCUA's stormwater
harvesting studies.
Jones Edmunds will host stakeholder meetings. We assume two in-person stakeholder meetings
that will include both CCUA and Clay County. In parallel to this study, Clay County is developing
its Resiliency Adaptation Plan, which will identify potential flood mitigation projects that will be
resilient to hydrologic and tidal changes as identified in the Vulnerability Assessment completed
earlier this year. Coordinating these studies could provide additional funding opportunities if
CCUA moves forward with a reservoir project.

We anticipate project-specific meetings between CCUA and Jones Edmunds will occur throughout
the project. We expect six project meetings, with two occurring in person and four being virtual.
We assume these meetings will include a kickoff meeting, monthly status meetings, a site
screening review, and a draft feasibility study comment review.
The project kickoff meeting will refine the goals and objectives for the reservoir siting. This could
include establishing preliminary total storage goals, operations objectives, preferential uses of
the reservoir, and fatal flaws.
Deliverables: We will provide meeting notes within 1 week of all meetings. We will provide a
written summary highlighting the important portions of previous studies. The summary will be
included in the final feasibility study.
TASK 2 - RESERVOIR SITE SCREENING
Jones Edmunds will evaluate up to five potential reservoir locations. Each reservoir location will
include up to two differently sized reservoirs concepts. We will evaluate these concepts using the
TUFLOW model for their upstream and downstream impacts during 10-, 25-, and 50-year
events. We assume that three of the five potential locations will include Governor's Park, Lake
Agresti, Lake Asbury, or Upstream of SR-16 on Black Creek.
We will screen each concept for its potential strengths and weaknesses as an alternative. This
screen will include a qualitative items such as capital costs (range of magnitude), O&M costs
(range of magnitude), storage volume, ecological impacts, flood benefits, water quality benefits,
recreational opportunities, utility operations impact, and property acquisition. We will use the
multi-criteria screening process to score and rank the concepts.
Deliverables: Maps of the concepts and a multi-criteria screening table.
TASK 3 - FEASIBILITY STUDY
Jones Edmunds will develop a draft feasibility study based on the findings and feedback from
Tasks 1 and 2. After submission of the draft study, we will review and update the study based
on CCUA's comments. Jones Edmunds will prepare a brief presentation for CCUA's Board of
Supervisors.
Deliverable: Draft and Final Study and Presentation to the Board of Supervisors.
TASK 4 - OWNER'S ALLOWANCE FOR CONCEPT DEVELOPMENT
At CCUA's direction, Jones Edmunds will further develop CCUA's top concept. This could include
engaging regulators, commissioners, or legislators. This could include conducting site visits,
refining the concept design, developing an Engineer's Opinion of Probable Construction Cost,
performing continuous simulation modeling, or updating CCUA's hydraulic models.

SCHEDULE AND COMPENSATION
Jones Edmunds proposes to complete Tasks 1-3 for a lump-sum fee of $72,750.00 and to
complete Task 4 on a time-and-material not-to-exceed fee of $12,000. The total project fee will
not exceed $84,750 without a formally approved change order. We expect to complete this
Scope of Services in 120 days assuming a project kickoff in January 2026. The project schedule
may be extended if Task 4 is authorized or stakeholders are not readily available to meet.
PROPOSAL CLARIFICATIONS/EXCLUSIONS
■ Field data collection is excluded.
■ CCUA will provide the internal studies referenced in Task 1.
■ Land acquisition outreach is not included.
■ Detailed Opinions of Probable Construction Cost is excluded.
■ AutoCAD drawings or design drawings are not included.
■ Ecological assessments will be a desktop level assessment.
