HomeMy WebLinkAbout06.b.02.a CA Insituform TO# 43 EXECUTIVE SUMMARY AGENDA ITEM: Proposed Task Order No. 43 with Insituform Technologies, LLC (Insituform) for the Meadowbrook and Grove Park Rehab Project - Cured in Place Pipe (CIPP)Lining Bid No. 18/19-A7(c) Project No.: 2026-014 Financial Project No.: 26004RR Date: February 12, 2026 BACKGROUND: CCUA continues to invest in the rehabilitation of aging infrastructure, including efforts to reduce inflow and infiltration within the older gravity sewer systems. Staff identified the need for gravity sewer lining rehabilitation as part of the Meadowbrook and Grove Park project,which is included in CCUA's 5-year Capital Improvement Plan (CIP). On June 4, 2019, the Board of Supervisors awarded Part C of the Sewer, Wetwell, and Manhole Rehabilitation Services contract to Insituform. Staff requests authorization to engage Insituform to perform the cleaning, inspection, and lining of the identified gravity sewer pipes. Under this task order, Insituform will clean, inspect, and install approximately 20,163 linear feet of CIPP lining within existing gravity mains. CIPP is a trenchless rehabilitation method that restores existing pipelines while minimizing surface disruption and impacts to customers. BUDGET: Staff budgeted $1,000,000.00 for this project in the FY2025/2026 CIP. After reviewing Insituform's proposal, staff determined the proposed cost of$983,458.52 to be fair and reasonable. RECOMMENDATION: Staff respectfully recommends the Board of Supervisors approval of Task Order No. 43 with Insituform Technologies, LLC for the Meadowbrook and Grove Park Rehab Project - Cured in Place Pipe Lining. B) Coordinate construction schedule with Mr. Steve Rencarge at 272-5999, extension 2433. C) CCUA staff must be given a MINIMUM of five (5) working days' notice before construction commences. D) Contractor agrees to abide by all federal, state, and local safety regulations as well as CCUA safety policies. E) Contractor must provide a project specific payment and performance bond before construction commences. F) This document, along with any attachments, shall become an amendment to the Continuing Contract for Sewer,Wetwell and/or Manhole Rehabilitation Agreement Project No. 18/19-A7—Part C—CIPP Sanitary Sewer Lining System and all provisions of the Agreement will apply hereto. I GENERAL TERMS AND CONDITIONS: ITLLC's Proposal is based on the Continuing Services Agreement with CCUA under Contract #18/19-A7 Part C.
