HomeMy WebLinkAbout10.a EDB Ardurra SA No. 3 Biosolids Project EXECUTIVE SUMMARY AGENDA ITEM: Proposed Supplemental Agreement No. 3 (SA3) with Ardurra Group, Inc (Ardurra) for Civil and Environmental Engineering Professional Services Agreement RFQ 2023/2024-A01 to provide professional engineering services for the Biosolids Management Evaluation and Alternatives Analysis Project. Job Number: 2026-19 Date: March 12, 2026 BACKGROUND: Staff requests approval from the Board of Supervisors to execute SA3 with Ardurra for the development of a comprehensive Biosolids Management Evaluation and Alternatives Analysis. CCUA intends to initiate this Biosolids Management Evaluation and Alternatives Analysis to evaluate CCUA's current biosolids treatment and disposal practices and to develop a long-term, sustainable, and cost-effective biosolids management strategy through 2050. Evolving environmental regulations and associated risks, increasing operations and disposal costs, emerging contaminants(including PFAS and PFOA),and potential opportunities for beneficial reuse require a strategic assessment to ensure continued regulatory compliance, operational efficiency, and alignment with future utility growth. The scope of the project includes: • Evaluate existing biosolids treatment, handling, and disposal practices across CCUA facilities. • Review historical operating data, costs, regulatory requirements, and future population and flow projections. • Assess regulatory drivers at the local, state, and federal levels, including emerging contaminants. • Identify and evaluate up to three biosolids management alternatives using economic and non-economic criteria. • Analyze the feasibility of regional biosolids management collaboration opportunities with neighboring utilities. • Develop short-term and long-term recommendations supported by conceptual layouts and the engineer's opinion of probable construction costs. • Prepare and present a Draft and Final Biosolids Technical Memo summarizing the above activities and providing a recommendation for short-and long-term biosolids management. The proposed services are planning-level only and do not include design,permitting, construction, pilot testing, or facility condition assessments. Approval will allow CCUA to proactively plan for future biosolids management needs, ensure regulatory compliance, evaluate regional partnership opportunities, and position the Authority for sustainable long-term operations. BUDGET: The lump sum fee for the Biosolids Management Evaluation and Alternatives Analysis Project is $198,394.92. The proposed lump sum fee is reasonable. Funds for this report are included in Engineering's approved operating budget. CCNA: CCNA, F.S. s. 287.055, does apply to the use of a consultant under a continuing contract. The professional fees for this study do not exceed the statutory limit, $500,000. Staff negotiated this Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the scope and fee for professional services at a compensation that CCUA determines is fair, competitive, and reasonable. RECOMMENDATION: Staff respectfully requests approval from the Board of Supervisors' to execute Supplemental Agreement No. 3 with Ardurra Group, Inc. in the amount of$198,394.92 to provide professional engineering services for the Biosolids Management Evaluation and Alternatives Analysis Project. Article A. Purpose: The purpose of this Task Order is to authorize the CONSULTANT (Ardurra Group, Inc.) to proceed with professional engineering services for the Biosolids Management Business Case Evaluation (PROJECT).The PROJECT generally includes the professional engineering activities associated with the preparation of a long-term Biosolids Management Business Case Evaluation for the Clay County Utility Authority (CCUA). CCUA is initiating a comprehensive biosolids management evaluation to evaluate current biosolids management practices and plan for long-term, sustainable, and cost-effective solutions. Due to evolving environmental regulations, increasing operation, maintenance and disposal costs, and changing opportunities for beneficial reuse, a strategic review of the biosolids program is necessary to align with state and federal regulations, community expectations, and future utility growth. Activities to support this evaluation include a review of the existing biosolids treatment and disposal practices, review population data and associated future capacity needs to year 2050, evaluate regulatory drivers, identify and compare alternative biosolids management practices, and coordinate with other utilities to evaluate the feasibility of a regionalized facility.The activities that are included are described in "Article B. Scope of Services." 1 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY BIOSOLIDS MANAGEMENT BUSINESS CASE EVALUATION PROJECT Article B. Scope of Services: The scope of this project includes reviewing and evaluating existing biosolids management/treatment practices, developing a long-term strategy for the biosolids handling and disposal, and analyzing the feasibility of regional opportunities with adjacent or other utilities. These primary tasks will be to develop a Biosolids Business Case Evaluation to address the short- term and long-term recommendations. The overall engineering and technical tasks that are proposed for this project are as follows: • Task 1: Project Management • Task 2: Existing Biosolids Management Evaluation • Task 3: Biosolids Management Business Case Evaluation Task 1 — Project Management Task 1.1: Project Management Activities performed under this task consist of those general functions required to maintain the project on schedule, within budget, and that the quality of the work products defined within this scope is consistent with CONSULTANT's standards and CCUA's expectations.These tasks generally consist of the following: • Develop a data request memorandum to obtain required data from CCUA. • Coordinate the activities and communications of the CONSULTANT'S team with those of CCUA. • Develop and maintain the project schedule, monthly status reports, and invoices. • Attend kickoff meeting and prepare kickoff meeting agenda and meeting minutes. Task 1.2: Site Visits CONSULTANT will conduct one (1) site visit to the existing Biosolids Facilities at up to four (4) treatment facilities. Task 1.3 Meetings and Workshops Activities performed under this task consist of those general functions required to provide project updates and gain client feedback: 2 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY BIOSOLIDS MANAGEMENT BUSINESS CASE EVALUATION PROJECT • Attend one (1) review workshop for Technical Memorandum. Review and prepare meeting agenda and meeting minutes. • Attend up to two (2)workshops to verify and confirm biosolids projections, identify and screen short-term and long-term biosolids management alternatives, prepare evaluation criteria and decision-making framework, short-list alternatives for further desktop evaluation. • CONSULTANT will facilitate one (1) coordination meeting with surrounding utilities to discuss regional biosolids handling opportunities. • Attend up to six (6) biweekly meetings to discuss project progress and track action items. • Preparation of findings and business case presentation to the CCUA Board. Task 2— Existing Biosolids Management Evaluation Task 2.1: Data Review The CONSULTANT will review the following data to be provided by CCUA: 1. Monthly/Annual Operating reports for each CCUA WWTP for past 3 years (including plant flows, biosolids quantities — both daily volume and weight, type of treatment, biosolids characteristics data (TS, VS, nutrient content, metals, pathogens), and treatment and disposal methods. 2. Future projections for biosolids production (including WW flow projections for each WWTP for the planning horizon). 3. As-builts, record drawings, GIS files, O&M Manuals of the wastewater treatment and biosolids facilities. 4. Other applicable biosolids operating data for the past 3 years (operating costs (O&M, energy, labor, chemicals, hauling, tipping, etc.), system reports, plans, permits, etc.) provided by CCUA. 5. Site Survey in CAD and PDF (if available) of potential sites for a future CCUA regional biosolids facility. 3 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY BIOSOLIDS MANAGEMENT BUSINESS CASE EVALUATION PROJECT Task 3— Biosolids Management Business Case Evaluation Task 3.1: Draft Biosolids Management Alternatives Analysis The CONSULTANT will develop a draft Biosolids Management Business Case Evaluation Technical Memorandum. The draft TM will include the following sections: 1. Executive Summary 2. Background and Objectives 3. Existing Biosolids Management Practices and Costs 4. Population, Flow, and Biosolids Projections 5. Biosolids Regulatory Drivers Review a. CONSULTANT will also review and summarize the applicable current local, federal, and state regulations regarding biosolids treatment, processing, and disposal, and evaluate the potential future regulatory drivers (end use of treated biosolids, PFAS and PFOA)that could affect the current and future biosolids management practices. 6. Alternative Analysis a. CONSULTANT will evaluate up to three (3) biosolids management alternatives using economic and non-economic criteria (ease of disposal, permitting, O&M, facility footprint, neighborhood friendliness, and public perception) developed in Task 3.2, and compliance with current and potential future applicable local, federal, and state regulations including emerging contaminants such as PFAS and PFOA and microplastics. The alternatives (for CCUA only or partnered with neighboring utilities) may include, but not be limited to the following: i. BCR ii. Solar + Pasteurization iii. Composting 7. Short-term and Long-term Recommendations a. Biosolids Management Scenarios and Summarized Results b. Short Term/Long Term Biosolids Management Recommendations 4 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY BIOSOLIDS MANAGEMENT BUSINESS CASE EVALUATION PROJECT c. Conceptual Level Engineer's Opinion of Construction Cost Estimates d. Conceptual Facility Layouts Task 3.2: Final Biosolids Management Alternatives Analysis The CONSULTANT will meet with CCUA to review the contents of the draft TM. Comments from CCUA will be incorporated into the final TM. The final TM will be electronically signed/sealed and provided to the CCUA in PDF format along with three (3) hardcopies. Article C. Assumptions These services will be performed under the following assumptions: 1. CCUA to provide all pertinent data as defined, but not limited to, in Task 2.1. 2. Design, permitting, and construction services are not included. 3. Facility and Condition Assessment of Equipment is not included. 4. Pilot Testing for any recommended process is not included. 5. Additional facility visits by staff are not included. 6. All existing equipment model numbers, age, and capacities, as applicable, will be provided by CCUA. 7. CCUA wastewater operating staff will assist and provide input and responses to understand plant flow and process operations. 8. CONSULTANT will not be required to provide public outreach regarding this Evaluation. 9. Structural, Electrical and HVAC evaluations are not included within this scope. Article D. Compensation As compensation for providing the services described within this Task Order, CCUA shall pay CONSULTANT in accordance with the current Agreement. Tasks 1 through 3 are based on a lump- sum fee.The total fee proposed for this Task Order is $198,394.92.The budget for this Task Order was developed from estimates of the level of effort required to perform the proposed services based on CONSULTANT's experience and engineering judgment. 5 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY BIOSOLIDS MANAGEMENT BUSINESS CASE EVALUATION PROJECT A breakdown of the proposed fee is provided as Attachment A. Article E. Period of Service: The Project is anticipated to be complete by June 5, 2026. Article F.
