CCUA Project No.: 2026-030 CCUA Financial Job No.: 26013WL Date: March 11, 2026 BACKGROUND: CCUA staff requests approval from the Board of Supervisors to execute SA1 with CPH to provide professional services for the design, bid, and construction administration services for the Keystone Water Main Loop(Central Segment)project. CCUA owns and operates potable water facilities within the Keystone Heights Service Area(KHSA). The KHSA serves the City of Keystone Heights in southwestern Clay County, FL, and nearby portions of Bradford County. Staff previously engaged an engineering consultant to prepare a Basis of Design Report (BODR)which evaluated recommendations for a phased plan to increase system reliability, address water quality issues, and consolidate plants by extending and interconnecting water mains. Specifically, the BODR recommended the piping connections being designed under this supplemental agreement to loop the Keystone Club Estates grid to the Geneva Lake Estates service area,to increase system reliability and allow decommissioning of the Geneva Lake Estates WTP. Completion of this project will also allow CCUA to serve new areas of anticipated development. BUDGET: The professional services fee of$365,550 proposed here is within the $3.0 million budget for design and construction of the project. Staff believe these fees are reasonable given the scope of services included in this supplemental agreement. CCNA: CCNA, F.S. 287.055, does apply to the use of a consultant under a continuing contract. The anticipated construction cost of the project,including contingency,is $2.54M. This does not exceed the statutory limit, $7,702,500.00, which includes the 2025 CPI adjustment. Staff negotiated the Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the scope and fee for the professional services at a compensation that CCUA determines is fair, competitive, and reasonable. RECOMMENDATION: Staff respectfully recommends that the Board of Supervisors authorize execution of the attached Supplemental Agreement No. 1 with CPH to provide Professional Engineering Services in the amount of $365,550. Vice President of North Florida Infrastructure End. w w w . c p h c o r p . c o m SCOPE OF SERVICES KEYSTONE WATER SYSTEM IMPROVEMENTS POSTMASTER GRID CENTRAL SEGMENT EXTENSION TO GENEVA LAKE ESTATES GRID (Decommission Geneva Lake Estates WTP) CPH PROJECT NO. 2600255/CCUA NO. 2026-030 DATE: 03/10/2026 OVERVIEW In 2024, CCUA engaged a consultant to study, analyze, and recommend potential improvements to the Keystone Heights water distribution system. The identified projects will be implemented in phases and allow the Utility to consolidate plants, increase system reliability, address water quality issues, and position CCUA to serve future development in and around Keystone Heights. The scope of work for this phase of the work includes conceptual and final design services associated with the extension of 10-inch and 12-inch potable water mains to connect CCUA's Keystone Club Estates Grid to the Geneva Lake Estates Grid. The pipeline connection will allow CCUA to decommission the Geneva Lake Estates Water Treatment Plant(WTP),which has limited-service capabilities. The project's scope generally includes the following: 1. Extend approximately 3,000 lineal feet of 10-inch water main along SE 44th Street from SE 8th Avenue to SE 5th Avenue, SE 5th Avenue from SR 44th Street to SE 43rd Street, and SE 43rd Street to the intersection of SE 2'Avenue. The existing 10-inch water main point of connection is located near the SE 2"d Avenue and SE 43rd Street intersection. All existing water services would be relocated to the proposed 10-inch water main and existing piping would be retired in place in accordance with CCUA requirements. 2. Extend approximately 8,500 lineal feet of 12-inch water main along SE 8th Avenue from SE 44th Street to SE 31st Street,along SE 31'Street to State Road(SR)21, and along SR 21 to SE 28th St. The route will allow for potential service to existing and future residential and retail parcels that abut the right of way. Service to new customers will be coordinated with CCUA during the design with associated fire hydrant spacing and location considerations. CCUA preliminary reporting indicated up to 64 retail service connections may be available along the route. 3. The mainline points of connection between the Keystone Club Estates grid and the Geneva Lake Estates grid are anticipated at the: a. Keystone Club Estates Connection: Intersection of SE 2"d Avenue and SE 43rd Street; and b. Geneva Lake Estates Connection: Location(s) adjacent to the SE 28th Street and SR 21 intersection. 4. Mainline extensions to the Geneva Lake Estates Water Treatment Plant (WTP) will be considered during the preliminary engineering services through the system's hydraulic modeling. Should the modeling indicate mainline extensions are required beyond those outlined above to retire the Geneva Lake Estates WTP,the Engineer will utilize the contingency funding to complete the additional survey, design,and permitting services. Existing planning documentation indicates approximately 2,300 lineal feet of 12-inch water main along SE 28th Street may be required from the SR 21 connection point to the Geneva Lake Estates WTP. CCUA Keystone Water System Improvements Page 1 The scope of services to complete the work described above are outlined herein. ITEM A-TOPOGRAPHIC AND BOUNDARY SURVEY Prepare a Topographic Survey of approximately 13.50-acres(11,500±linear feet of partial right-of-way limits) per Rule Chapter 5J-17 of the Florida Administrative Code in compliance with the Standards of Practice of Surveying and Mapping of the State of Florida. See Exhibit A. Survey will capture half of the project's right- of-way corridor from the midpoint of the right-of-way, or pavement section, to the right-of-way line adjacent to the preliminary water main route identified in Exhibit B. At crossing locations, the entire intersection will be surveyed or 50 feet on either side of the anticipated water main crossing. If required, the additional Topographic Survey limits of the contingency-funded area along SE 28th St will consist of approximately 2.40- acres(2,300±linear feet of partial right-of-way limits). The survey will include the following general considerations: 1. Depict right-of-way geometry. The following will be used to depict the right-of-way alignment for the project area: i) Recorded Plats ii) Right-of-way documentation iii) Viewable Legal Descriptions recorded in Official Records iv) Aerial photography available in suitable quality for the plans 2. Field locate existing monumentation and verify platted rights-of-way. 3. Collect topographic data at road intersections along Blanding Boulevard within the survey scope limits. 4. Locate visible above-ground improvements and visible utilities within the rights-of-way (inverts on accessible structures only and none in the travel lanes). 5. 50' topographic grid within the survey scope limits. 6. Location of trees at 4" diameter breast height (common name and size) within the rights-of-way. A certified tree survey is not included as part of this scope. 7. The project coordinate system will be based horizontally on the North American Datum 83(1990) (NAD 83/90). 8. The project will be based vertically on the North American Vertical Datum of 1988 (NAVD 88). 9. Signed and Sealed Topographic Survey. ITEM B-SUBSURFACE UTILITY ENGINEERING(SUE) The Engineer will locate existing utility information on the design drawings based on a Quality Level C (QL- C)basis. The Engineer will contact known utilities in the corridor to obtain their record information and will cross reference those materials against the topographic survey findings to estimate underground utility locations. The Engineer has included 15 test holes with Quality Level A designations for specific utility conflict areas and connection points. CCUA Keystone Water System Improvements Page 2 ITEM C-GEOTECHNICAL INVESTIGATION The Engineer will provide a limited geotechnical investigation to establish a basis for design of the improvements. The investigation will utilize a combination of standard penetration tests, hand augers as well as field and laboratory testing to describe the existing soil profile in accordance with generally accepted local geotechnical engineering practices and conform to CCUA Standards. At a minimum, borings will extend 5' below the anticipated pipe invert. Soil classifications will be to AASHTO standards. The current scope of work includes nine 10' SPT borings and three 15' SPT borings. The locations will be defined in the BODR Update Submittal for CCUA review and approval. ITEM D-ENGINEERING DESIGN SERVICES The Engineer will complete the following design services: 1. Obtain record drawings from CCUA within and around the project boundary. The Engineer will contact other utility owners within the project corridor to request record documents for their assets. CCUA will be responsible for obtaining any necessary easements or property acquisition, as identified by the Engineer in the preliminary design, related to or required for the design completion of the project. 2. Coordinate with the CCUA engineering team, Florida Department of Transportation (1-DOT) maintenance office for work within the state right of way,and Bradford County officials,as required,during the design process. As applicable, coordinate with other potentially affected utility owners if existing utility information indicates their utilities are within the project's limits and impacted by the proposed utility relocation improvements. 3. Project design criteria will include the following considerations: i. Water System Standards: Design considerations to meet CCUA Standards, 10 State Standards and FDEP requirements. ii. Water System Hydraulic Modeling: The Engineer will complete a steady-state model of the system improvements utilizing information from CCUA's existing hydraulic modeling, water treatment plant asset records,site reviews,hydrant tests,etc.Once the model is created and calibrated,the Engineer will review average daily flow,maximum daily flow, and fire suppression capabilities using the preliminary design criteria. Modifications to the piping sizes will be considered in concert with CCUA staff. Design services do not include any modifications to existing pumping systems, but modeling scenarios can be created to consider those improvements. iii. Basis of Design Report(BODR)Update: The hydraulic modeling findings and water main routing requirements will be summarized in an update/attachment to the existing 2024 Basis of Design Report (BODR). An engineer's opinion of probable construction costs will be provided based on current market conditions and preliminary construction scope of work. CCUA Keystone Water System Improvements Page 3 4. Preparation of utility plans for CCUA's use in procuring a general contractor through the traditional design-bid-build delivery process. The plans will define approach(es) to maintain the existing utility systems while construction of the replacement piping is completed. At points of connection to the existing system, the plans will indicate tapping or cut-in requirements. Cut-in locations will be coordinated with CCUA during the design process to determine system isolation abilities and associated customer coordination. The project documents will also specify requirements associated with water service and meter transfers.The water main routing will include conflict resolution requirements,minimum burial depths,and separation requirements.Pavement and drainage restoration will be designed in accordance with the FDOT and County Standard Details within the project boundary.Plan and profile drawings will be presented at a 1-inch equals 20-feet (1"=20') scale on 22-inch by 34-inch sheets. 5. The design will utilize CCUA Water Standards and supplement those requirements,if required. 6. Technical specifications will consider CCUA's Approved Materials requirements and reference current vendors. 7. The Engineer will prepare a Project Manual anticipated to include: a. Table of Contents b. Instructions to Bidders c. Bid Form d. CCUA Bidding Forms e. CCUA, or EJCDC,Form of Agreement f. CCUA,or EJCDC, General Conditions g. CCUA,or EJCDC, Supplemental Conditions h. Technical Specifications 8. The Engineer will provide the temporary traffic control design to be implemented during the construction phase of the project. The design will provide for the orderly routing of traffic through and around the active construction areas, as necessary. MOT Drawings will be prepared between the 60 and 100%submittals. 9. Preparation of an Engineer's Opinion of Probable Construction Cost at BODR update, 60%, and 100%deliverables. 10. One BODR Update review meeting and up to three(3)design review meetings with the CCUA to discuss the project and related deliverables. 11. Deliverables include the following: a. BODR Update:An update to the 2024 BODR will be provided to confirm the preliminary water main routing and hydraulic modeling findings. b. 60% Submittal: Plan and profile drawings,details, plans in PDF format, and engineer's opinion of probable construction cost estimate. Printed copies of the design submittal can be provided upon request. CCUA Keystone Water System Improvements Page 4 c. 100% Submittal: Response to 60% CCUA comments, Plan and profile drawings, MOT drawings, details, plans in PDF format, DRAFT bid form, review of applicable CCUA specifications/discussion of additional specification needs (as applicable), and engineer's opinion of probable construction cost estimate. Printed copies of the design submittal can be provided upon request. d. Bid Submittal: Response to 100% CCUA comments and final bidding documents (plans, permits, and project manual). Printed copies of the design submittal canbeprovidedupon request. e. Distribution of meeting minutes and response to review comments, as applicable during design production. ITEM E-PERMIT APPLICATIONS 1. CCUA WATER: The Engineer will utilize the CCUA Permit Application Form for Construction of an Extension to Public Drinking Water. The Engineer will submit the required forms and attachments to CCUA for review, comment, and approval. The Engineer will assist in responding to request(s)for information. 2. COUNTY RIGHT-OF-WAY REVIEW:As required,the Engineer will prepare a Bradford County right of way permit application for the proposed water main improvements. The Engineer will submit the required forms and attachments to the County for review and approval. The Engineer will assist in responding to any request(s)for additional information. 3. FDOT Utility Permit: The Engineer will prepare Florida Department of Transportation Right-of- Way Use/Utility Accommodation Permit Application for the proposed work within the FDOT right of way. The Engineer will submit the required forms and attachments to the local FDOT maintenance office for approval of the work within FDOT right-of-way. The Engineer will assist in responding to any requests for additional information. ITEM F-CONSTRUCTION BIDDING SERVICES The Engineer will complete the following activities associated with the project's bidding phase of work: 1. Attend the pre-bid conference. 2. Review and respond to requests for additional information. 3. Prepare and submit addenda. 4. Revise contract bid documents per addenda. 5. Complete bid review including accuracy of submittals and bidder qualifications. 6. Prepare a Recommendation of Award with certified Bid Tabulation. 5. Prepare Conformed Construction Documents. CCUA Keystone Water System Improvements Page 5 ITEM G-CONSTRUCTION ADMINISTRATION SERVICES The Engineer will support the CCUA and construction-phase team through the following services: 1. Attendance at pre-construction construction conferences. 2. Review project shop drawings and associated submittals. 3. On-site visits to review construction progress, complete progress meetings, and review field conditions. A monthly construction meeting is budgeted. 4. Issue design revisions as required for field modifications, unforeseen conditions, design modifications, and/or CCUA directed modifications. This will include addressing request for information(RFI) from the contractor and coordination of work through the resident observer. 5. Respond to correspondence from the CCUA related to construction activities associated with the subject project. 6. Review and comment on proposed contract modifications. 7. Issue clarifications via electronic mail and/or letter correspondence. 8. Coordinate with permitting agencies, as required, during construction of the project. 9. Complete permitting certifications, and associated partials, for phased-construction activities and final completion. 10. Provide substantial and final completion review of the construction activities and issue associated findings to the CCUA. The Engineer's services are estimated for the periods specified above. If additional time is required, the Engineer can work on an hourly basis for those services required to complete the Project. Invoices for services in progress are prepared monthly and are due and payable within 30 days of the invoice date. Payments which are not received in accordance herewith are subject to late fees, collection fees, 1-1/2% interest per month and may cause the Engineer to stop work on the CCUA's projects. The fees listed above do not include state sales tax, federal sales tax or value added tax(VAT), should they be required by law.
