HomeMy WebLinkAbout09.b EDB Government Shutdown Policy Update EXECUTIVE SUMMARY AGENDA ITEM: Water Bill Penalty and Service Disconnection Exemption Policy Update Due to Government Shutdown Date: April 7, 2026 BACKGROUND: During periods of federal government shutdown, employees who are furloughed or are not receiving pay may face challenges in meeting utility payment obligations. On October 21, 2025, the Board of Supervisors approved the temporary policy allowing eligible federal employees to receive a waiver of late payment penalties,exemption from water service disconnection, and flexible payment plans. Staff requests the Board of Supervisors approval of a permanent policy to address the issue during federal government shutdowns. Purpose: The purpose of this update is to provide ongoing authority for CCUA to implement the previously established Temporary Federal Government Shutdown Exemption Policy without requiring separate Board of Supervisors approval each time there is a complete or partial federal government shutdown. This ensures eligible customers receive timely relief during periods when federal employees are furloughed or not receiving pay. Policy Overview: Eligible customers—defined as individuals employed by the federal government who are temporarily not receiving pay due to a federal government shutdown—may apply for: • A temporary waiver of late payment penalties, • A temporary exemption from water service disconnection due to non-payment, and • A flexible payment plan to bring accounts current once the shutdown ends. Eligibility Requirements: Customers must submit: 1. A signed affidavit affirming current federal employment and loss of income due to the shutdown, 2. Proof of federal employment(e.g.,recent pay stub, federal ID, or other acceptable verification), and 3. Note: Federal agencies will automatically be considered eligible. Application Process: Applications may be submitted via email,mail,or in-person to the Customer Service Department. Staff will review and verify eligibility documentation within five (5)business days of receipt. Policy Update: This update authorizes CCUA to implement this exemption policy automatically for current and future federal government shutdowns.Board of Supervisors approval will no longer be required on a case-by-case basis, ensuring consistent and timely support for affected customers. REQUEST: Staff respectfully requests the Board of Supervisors approval to update the policy allowing automatic implementation of said policy during any current and future federal government shutdowns without requiring separate approval each time.
