Proposed Approval of the Continuing Contract Renewal for the Sewer, Wetwell and/or Manhole
Rehabilitation Services (Parts B and C), ITB#2018/2019-A7

BACKGROUND:
The Sewer, Wetwell and Manhole Rehabilitation Services Continuing Contract with Vortex Services,
LLC(Part B)and Insituform Technologies,LLC (Part C)expires on June 18,2026. The terms of each
contract allow an additional twenty-four (24) month period renewal, contingent upon mutual
agreement of both parties.
Both firms agreed to renew the contracts; however, only Insituform Technologies, LLC. requested a
rate increase.Per the contract,CCUA may consider a rate increase in either of the renewal years based
on verifiable changes in the marketplace and Consumer Price Index. Staff compared the rates and have
determined the rates to be consistent with market conditions.
The Distribution & Collection Department routinely uses the contracts to rehabilitate aging
infrastructure.
• Insituform provides cured-in-place pipe(CIPP)lining,which extends the service life of gravity
sewer mains.
• Vortex performs manhole repair and lining to prolong the life of sewer manholes.
CCUA typically rehabilitates 20,000 linear feet of gravity sewer pipe and 150 gravity sewer manholes
each year.
BUDGET IMPACT:
Staff budgeted $1M for the current FY2025/2026 and $1.15M for FY2026/2027 to support the
renewals and planned project work.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors approve the Sewer, Wetwell and/or Manhole
Rehabilitation Services (Parts B and C), ITB#2018/2019-A7 to be extended for an additional twenty-
four(24)month term.

Insituform Technologies, LLC is submitting the letter in reference to the renewal letter"Renewal
of Part C—CIPP Sanitary Sewer Lining System Continuing Contract for Sanitary Sewer, Wetwell
and/or Manhole Rehabilitation Services Bid No. 18/19-A7 (validating contract from June 19,
2026 through June 18, 2028).
This letter also references/proposes Insituform Technologies, LLC price increases(see Exhibit A
attached)which is supported by Exhibit B (Clay County, Florida—Construction Cost and Inflation
Indexes—June 2024—April 2026). The proposed price increases will reflect the duration of this
contract (June 19, 2026 through June 18, 2028). The proposed price increases are reflected by
the PPI Construction Materials Index (Exhibit B).

The above referenced contract is scheduled to expire on June 18, 2026. The contract terms allow for a renewal
period of 24-months, contingent upon the mutual agreement of both parties. The Clay County Utility Authority
(CCUA) is hereby providing written notice of interest in renewing the existing contract for an additional 24-
month period, continuing from June 19, 2026, through June 18, 2028. If you wish to continue the contract
under the current terms,please sign, date and return this letter to us by May 8, 2026, and we will consider this
confirmation of acceptance of the current terms as stated above. Please review Article 5.02 of the Standard
Form of Agreement(Page 00520-3)regarding Fee Modifications and Price Adjustments and provide any
