BACKGROUND:
Staff requests approval of Amendment No. 1 to SA No. 2 with Ardurra to provide engineering and
technical services for the Keystone Heights WRF Facility Expansion Project.
CCUA operates and maintains the KH WRF that serves predominately commercial portions of the
Keystone Heights service area. The KH WRF has a permitted annual average daily flow(AADF)
treatment capacity of 0.074 million gallons per day (mgd) and discharges treated water to rapid
infiltration basins (RIBS) that have a permitted AADF capacity of 0.200 mgd. The Keystone
Heights area is a prominent recharge area, so this water is beneficially reused through recharge.
Ardurra recently completed the design to increase the capacity of the KH WRF to 0.200 mgd
AADF and convert it to a 4-stage nutrient removal process. The design includes provisions to meet
high level disinfection in the future. The expansion to 0.200 mgd would likely serve the KH service
area for ten to fifteen years before further expansion is needed. With the 100% design, Ardurra
delivered an updated Opinion of Probable Construction Costs (OPCC) to expand the plant. The
updated OPCC of $9,124,857.20 exceeds the project budget of $8,629,021 and the OPCC
delivered with the Basis of Design Report (BODR), $6,244,155.00, by 46%.
Given the exceedances noted above, Staff wants to reevaluate the expansion plan to determine if
a smaller capital investment could serve the needs of the community for 3-5 years. A preliminary
analysis indicates that an expansion to 0.100 mgd could be accomplished using a combination of
the current plant, surplus existing equipment, and more modest improvements that would allow
KH WRF to serve the immediate needs of the area. It would not prepare the plant to meet high
level disinfection standards, but those standards are not likely to be implemented in the near term.
With Ardurra having completed the BODR, full design, and original permit modification
application, the most efficient action is to engage them to do the additional analysis. Their work
completed to date will allow them to analyze and modify modeling, process flow, calculations,
applications, etc., with far less effort than engaging a new consultant. Ardurra has provided the
attached scope and fee proposal to perform the analysis, design, and permitting for $51,013.80.
There is $29,636.87 remaining on SA 2 for unused services that can be applied toward the revised
scope of work. The amendment proposed today is for a not to exceed total of$21,376.93. Because
the design and permitting are dependent on the results of the analysis, the work will be billed on
the basis of Time and Materials.
BUDGET:
The 5-year Capital Improvements Plan includes $8.63 million for the rehabilitation and expansion
of the KH WRF. The allocated funds are sufficient to complete the attached scope of services.
CCNA:
CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing contract. Staff
negotiated this Supplemental Agreement for the professional services at a compensation which the
agency determines is fair, competitive, and reasonable in compliance with F.S. s. 287.055.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors' approval of Amendment No. 1 to
Supplemental Agreement No.2 with Ardurra Group,Inc.,for$21,376.93 for design and permitting
of the Keystone Heights Water Reclamation Facility Expansion.

Expansion Project Final Design
Article A. Purpose:
The purpose of this Amendment No. 1 is to authorize and direct the Ardurra Group, Inc.
(ARDURRA) to provide an amendment to the engineering and technical services for the Clay
County Utility Authority (CCUA) Keystone Heights Water Reclamation Facility (KH WRF)
Expansion Project (PROJECT) as described herein.
ARDURRA completed and submitted the Issue for Bid (IFB) documents to CCUA on April 20,
2026.The design effort evaluated flow capacity with the addition of new tanks in accordance with
the previously approved Basis of Design Report; however, it did not include an analysis to
determine the limiting factor of the current plant rating.
After receiving the IFB documents CCUA requested ARDURRA to perform an analysis to
confirm the limiting factor of the current plant rating. It was determined by ARDURRA that the
maximum flow is estimated to be approximately 0.100 million gallons per day (MGD) utilizing
the existing aeration basin volumes (total 78,340 gallons), also note that both of the existing
blowers will need to be utilized and a third blower will be required for redundancy.The existing
diffusers are course, and the returned-activated sludge and waste-activated sludge (RAS/WAS)
pump capacity at KH WRF were metered by CCUA in difference scenarios at Pump#1; 60 hertz
is 305 GPM and Pump #2 60 hertz is 255 GPM for a total of 505 GPM at 60 hertz for both pumps
together.
To date, CCUA has withdrawn the previously submitted FDEP modification permit associated
with the initial expansion scope.
CCUA now requests ARDURRA to perform the necessary analysis and prepare and submit a new
FDEP permit modification application to re-rate the KH WRF to 0.100 MGD, or to the maximum
flow rate allowable to support the expansion needs of the existing client, the Keystone Heights
Recreational Vehicle (RV) Park.
In response to CCUA's request to re-rate the facility, additional design and permitting services
may be required that could not have been reasonably anticipated at the time of the original
Agreement. These services relate specifically to the re-rating effort and associated regulatory
submittals and additional scope required for the clarifier design.
All services will be provided as described in the Scope of Services below.

Article B. Scope of Services:
ARDURRA will perform necessary tasks to complete the re-rate request for the PROJECT, as
defined in the Article A above.
• Revise the existing Process Design Report for revised flow
• Revise the applicable drawings, specifications,and calculations
• Update the withdrawn application to FDEP
TASK 7 — AMENDMENT
Task 7.1 -Additional Project Management
ARDURRA shall provide overall management of project including contract administration,
budget management,invoicing,monthly status reports,project scheduling and coordination with
CCUA's Project Manager. This task includes up to three (3) virtual meetings and (1) in-person
meeting. Quality Control (QC) procedures will be incorporated within the deliverable to CCUA
and FDEP throughout this project.
Task 7.2 -Additional Design
The following tasks are required for permitting the re-rate are as follows:
• Revise the existing Process Design Report for revised flow.
• Revise the Hydraulic Profile,Process Flow and Mass Balance of drawings.
• Prepare technical specifications.
• Revise design calculations for all process at the re-rated flow.
• CCUA will need an additional blower for redundancy and it has been identified a blower
from Peter's Creek facility would be available. To confirm compatibility ARDURRA will
need to evaluate and review the existing blower control panel at Peter's Creek and at KH
WRF. ARDURRA will develop an existing and proposed blower panel control panel
sheets with schematic along with panel technical specifications.
Task 7.3 -Additional Permitting
ARDURRA will prepare an revised FDEP Form 1 and Form 2A application for the re-rate and
submit to FDEP and respond up to two (2) requests for additional information.
Assumptions
The following assumptions were used in the development of this task order agreement.
• No geotechnical services are included.
• CCUA will require a minimum of four (4) weeks to review deliverables.
• Engineering services during construction (SDC) are not included.

CCUA Responsibilities
Below is a list of items that are not included in this Authorization and shall be provided by CCUA
unless an additional authorization for said services are agreed upon by CCUA and ARDURRA.
• CCUA to pay any and all permit fees for the project.
Article C. Compensation Provisions:
As compensation for providing the services described within this Task Order, CCUA shall pay
ARDURRA in accordance with the current agreement,based on the estimated completion of the
Project for this amendment as a time and materials not to exceed fee for a proposed for Task 7 of
$51,013.80, although since CCUA will not be taking the project out to bid as designed the
previously approved fee for bid services and remaining funds from project management and
permitting tasks will be transferred as a credit to Amendment No.1 Task 7.The amount from Bid
Services is $22,426.98 thus crediting the amount of bid services to this Amendment No. 1. Also,
in the already approved fee there is a remaining $3,770.94 from Project Management task and
$3,438.96 remaining from unspent permitting task for permits that were not acquired. The total
additional fee under a time and materials not to exceed budget is $21,376.92 ($51,013.80 minus
$22,426.98 from bid services minus $3,770.94 from project management minus $3,438.96 from
permitting).These fees shall not be exceeded without a revision to this Agreement.A breakdown
of the proposed Task 7 fee is provided as Attachment A.
Article D. Period of Service:
Design for this project is expected to be complete in four (4) months from Notice to Proceed.
Article E. Authorized Representatives:
The Authorized Representatives designated below are authorized to act with respect to this Task
Order. Communications between the parties shall be through the Authorized Representatives:
