Proposed Approval of the Wastewater Residuals Hauling and Disposal Services Contract with Residual
Management Services, LLC (RMS)

BACKGROUND:
CCUA is seeking approval to execute a contract with RMS for Wastewater Residuals Hauling and Disposal
Services.
The current Wastewater Residual Disposal Agreement with RMS is scheduled to expire on June 30, 2026.
Approval of this contract will allow for the continuation of services currently provided by RMS.
This contract includes the hauling and disposal of residuals and contaminated soil generated at CCUA's
Water Reclamation Facilities. The operational requirements include:
• Scope: Hauling and disposal of an estimated 165 to 215 wet tons of material per month.
• Logistics: Transporting material directly to approved CCUA facilities, FDEP-permitted land sites, or
landfills.
• Availability:Vendor will provide all labor,transportation,and equipment on a 365-day-per-year basis,
with a 24-hour response time to prevent odor issues.
On May 1, 2026, staff publicly advertised the above-referenced project on CCUA's OpenGov
Procurement Portal and in the Florida Times-Union. During the bid opening on June 3, 2026, CCUA
received one (1) bid from RMS. CCUA Staff have evaluated and determined that RMS is a qualified,
responsive, and responsible bidder.

BUDGET IMPACT:
Staff budgeted an annual amount of$132,600 for these services.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors' approval and authorize the execution of the contract
with Residual Management Services, LLC for the Wastewater Residuals Hauling and Disposal Services
Project ITB#2025-2026-A03.

NOTICE IS HEREBY GIVEN THAT Clay County Utility Authority (CCUA), Clay County,
Florida, will be accepting sealed bids for ITB# 25/26-A03 Wastewater Residuals Hauling &
Disposal Services which will be received until 2:00 P.M. (EDT), June 3, 2026.
The complete Solicitation package can be obtained by visiting:

Submissions must be posted to the CCUA OpenGov E-Procurement Portal located at
https://procurement.opengov.com/portal/clayutility. Hard copies will not be accepted.
All questions or concerns regarding this Solicitation must be submitted on the CCUA OpenGov
E-Procurement portal https://procurement.opengov.com/portal/clayutility prior to 12:00 P.M.
(EDT)on Wednesday,May 13,2026.Late questions may be answered at the discretion of CCUA.
All responses to questions will be uploaded to the Portal and issued in an Addendum on Monday,
May 18,2026. CCUA reserves the right to change the time and date of the Bid Opening Date and
Time,to waive formalities in any solicitation,to reject any or all submittals with or without cause,
and/or to accept the submittal or any portion thereof that, in CCUA's sole and absolute judgment,
will be in the best interest CCUA.
