HomeMy WebLinkAbout05.a Minutes Joint Budget Committee 070726 MINUTES CLAY COUNTY UTILITY AUTHORITY MIDDLEBURG, FLORIDA July 7, 2026 The Audit/Finance Committee and the Personnel Committee of the Board of Supervisors of the Clay County Utility Authority (CCUA) met in Joint Session in the Operations Large Conference Room at the Administrative Office of the Clay County Utility Authority, 3176 Old Jennings Road, Middleburg, Florida, on the above-stated date. Item No. 1 —Call to Order The Joint Audit/Finance and Personnel Committee meeting was called to order by Committee Chairman Petty and Committee Chairman McCall at 11:58 A.M. Item No. 2—Roll Call Roll Call was taken with Audit/Finance Committee Chairman Petty, Personnel Committee Chairman McCall, Board Chairman McNees, Mr. Bourre, Mr. Hingst, Ms. Lebesch, and Mrs. Taylor in attendance. Also present at the meeting were Executive Director Jeremy Johnston, Chief Operations Officer Darryl Muse, Chief Financial Officer Karen Osbourne, Chief Human Resource Officer Kimberly Richardson, Assistant Chief Operations Officer/General Superintendent David Rawlins, Assistant Chief Engineer Joe Paterniti, and Grady H. Williams, Jr. LL.M, legal counsel to the CCUA. Item No. 3 —2026/2027 Fiscal Year Budget Presentations and Discussions Presentations Mr. Johnston, Mr. Muse, Ms. Osbourne, Ms. Richardson, and Mr. Paterniti reviewed and discussed with the Committee members the proposed 2026/2027 Fiscal Year budget which includes changes to deposits, base facility charges, consumption rates for both residential and commercial water, wastewater, and reclaimed services, capacity fees, the Alternative Water Supply (AWS) surcharge and service charge, the Middleburg Service Area (MSA) acreage charge, and the Lake Asbury Master Planned Area (LAMPA) capital cost recovery. Staff and committee members discussed the capital reserve strategy, employee wages, benefits, staff retention, the proposed Capital and Departmental Capital Budgets, proposed medical and dental renewal rates, the Capital Reserve, CCUA's rates in comparison to other local utilities, and other general budget related topics. Item No. 4—Committee Action After discussion, representing the Audit/Finance Committee, Mr. Hingst moved, seconded by Mr. Bourre, and carried 3-0, and the Personnel Committee WITHOUT OBJECTION granted tentative approval of the July 7, 2026 Joint Audit/Finance and Personnel Committee Meeting 1 proposed 2026/2027 Fiscal Year budget as presented by staff for presentation to the full Board during the Regular Session later today. Item No. 5 —Other-None Item No. 6 - Public Comment There were no members of the public in attendance. Item No. 7 - Supervisor Comments Committee members thanked everyone for their efforts in preparing the budget information for today's meeting and shared their appreciation for the medical insurance renewal which was negotiated by Ms. Richardson. Item No. 8—Adjournment Audit/Finance Committee Chairman Petty and Personnel Committee Chairman McCall adjourned the meeting at 1:40 P.M.
