BACKGROUND: On July 9,2026, CCUA staff received the attached financing request from Ms. Stephanie Johnson. She is requesting approval from the Board of Supervisors to finance the Developer Agreement charges totaling $14,587.19 for the installation of wastewater service to her property at 481 Creighton Road. The request is made under CCUA's standard 10-year financing terms. Ms. Johnson expressed the septic system on her property has been showing increasing signs of failure which are becoming difficult to manage. Since she is currently unable to afford the full cost the connection up front, she is seeking financing arrangements for the charges from CCUA for the wastewater connection to her property. RECOMMENDATION: Given the limited financial risk, staff respectfully recommends Board approval of Ms. Johnson's request to finance the Developer Agreement charges in the amount of $14,587.19. CCUA has approved similar financing arrangements for other property owners in the past. Furthermore, as Ms. Johnson holds title to the property, CCUA maintains lien rights, ensuring recovery of both the principal and accrued interest in the event of default. ATTACHMENTS: 1. For several years, we have experienced ongoing plumbing problems caused by our failing septic system. The septic tank has repeatedly backed up into both showers inside the home, creating unsanitary conditions and raising significant health and safety concerns for our family. These recurring issues have become increasingly difficult to manage and have reached the point where a permanent solution is necessary. We have contacted multiple companies to explore replacing the septic system and financing a new installation. Unfortunately, we were informed that replacement and financing were not viable options due to the circumstances of the property. Instead,we were advised that the appropriate long-term solution is to connect the home to the municipal wastewater system. As a family with two young children, the cost of connecting to the municipal wastewater system is beyond what we can reasonably afford at this time. The increasing cost of everyday living, including groceries, fuel, utilities, insurance, and other household expenses, has made it financially difficult to pay for this necessary improvement without assistance. Receiving financial assistance would allow us to complete this essential project, eliminate the ongoing health hazards associated with the failing septic system, and provide a safe and sanitary living environment for our family.
