RE. Change Order Request#003—Building Permit Delay—Time Extension
CCUA Meadowbrook WTF Improvements
Dear Ms.Joe Paterniti,
Please allow this letter and supporting documentation to serve as Change Order Request #003 for the
above-mentioned project.
Background
PSCC was informed that a building permit was not required for this project. Based on that information,
PSCC directed its tank subcontractor to mobilize to the project site and begin construction of Tank 1. On
June 2, 2026, immediately prior to the scheduled concrete placement,the Building Department
inspector stopped the work because the required building permit had not been obtained.As a result,all
work associated with the tank construction was suspended while the permit was processed.
The permit approval process required (24)calendar days before work was authorized to resume. During
this period, PSCC's subcontractor was forced to demobilize due to the lack of productive work. In
addition to the permit delay,the subcontractor experienced further impacts in securing a new
mobilization date because of prior scheduling commitments (37 calendar days).The subcontractor is
currently scheduled to remobilize to the project site on August 3, 2026.
Due to the permit-related suspension of work and the resulting remobilization delay, PSCC requests a
contract time extension of(61)calendar days to complete the project successfully.
Accordingly, PSCC requests that the Contract Time be revised as follows:
• Substantial Completion:September 27, 2027
• Final Completion:October 27, 2027
