CLAY COUNTY UTILITY AUTHORITY
August 4, 2026
The Board of Supervisors of the Clay County Utility Authority (CCUA) met in Regular Session in the Board
meeting room at the Administrative Office of the Clay County Utility Authority, 3176 Old Jennings Road,
Middleburg, Florida, on the above-stated date.
Item No. 1 —Call to Order
Chairman McNees called the meeting to order at 2:00 P.M.
Item No. 2—Invocation/Pledge of Allegiance
Mr. Hingst offered the Invocation and led those in attendance in the Pledge of Allegiance.
Item No. 3—Roll Call
Roll Call was taken with Chairman McNees, Mr. Bourre, Mr. Hingst, Ms. Lebesch, Mr. McCall, and Mrs. Taylor in
attendance.
Also present at the meeting were Executive Director Jeremy Johnston, Chief Operations Officer Darryl Muse,
Chief Financial Officer Karen Osbourne, Chief Engineer Darrell Damrow, Chief Human Resource Officer
Kimberly Richardson, Assistant Chief Engineer Joe Paterniti, Development Services Manager Melisa Blaney,
Customer Service & Billing Manager Diana Strickland, IT Manager Andrew Marchand, Procurement Manager
Darrin Parker, General Superintendent Wastewater David McDonald, Communication & Public Relations
Specialist Ashley Taliaferro, Administrative Assistant Operations Alicia Ellis, Contract & Procurement
Specialist Countney Hinson, and Grady H. Williams, Jr., legal counsel to the CCUA.
Item No. 4—Approval of Minutes
a. Board of Supervisors Regular Meeting,July 21,2026
After discussion, Ms. Lebesch moved, seconded by Mr. McCall, and carried 6-0, to approve the minutes of
the Regular Meeting held on July 21, 2026.
Item No. 5—Approval of Consent Agenda
After discussion, Mrs. Taylor moved, seconded by Mr. McCall, and carried 6-0, to approve the Consent Agenda as
follows;
a. Approval of Financial and Operational Activities

Item No. 8—Executive Director's Business
a. Legislative Briefing—GrayRobinson
Executive Director Jeremy Johnston introduced Government Affairs Advisor Chris Dawson of
GrayRobinson, P.A., who provided an overview of the 2026 Legislative Session, reviewed the Office of the
Governor and his Cabinet, Senate and House Leadership, Special Sessions, the overall State budget, and
current and future projected budget allocations. He also provided a preview of the upcoming 2027
Legislative session. This report was for the Board's information only, no action was requested or required on
this item. Mr. Johnston expressed his appreciation for the efforts of Mr. Dawson and the GrayRobinson,P.A.
team.
b. Fiscal Year 2026/2027 Tentative Budget
Chief Financial Officer Karen Osbourne presented the proposed 2026/2027 Fiscal Year Tentative Operating
Budget for approval for advertisement purposes. After discussion, Mrs. Taylor moved, seconded by Mr.
Hingst, and carried 6-0, to grant approval of the proposed 2026/2027 Fiscal Year Tentative Operating Budget
for advertisement purposes, as presented by Ms. Osbourne.
c. June 2026 Financial Package
Ms. Osbourne presented the Financial Statements for June 2026 and reported Operating Income is
$3,303,148 (19%) over budget due to a favorable revenue and a favorable expense variance. Operating
Revenue is $263,456 (0.5%) under budget and Operating Expenses are $ 3,039,692 (8%) under budget.
CCUA has gained 885 active water accounts and 886 active sewer accounts during fiscal year 2025/2026.
After discussion, Ms. Lebesch moved, seconded by Mr. Hingst, and carried 6-0, to accept the Financial
Statements for June 2026, as presented by Ms. Osbourne.
d. Biosolids Updates and Alternatives Presentation
Chief Engineer Darrell Damrow and Client Services Manager David Rasmussen with Ardurra provided
a presentation and addressed the Board regarding CCUA's Biosolids Updates and Alternatives Study.
This report was for the Board's information only, no action was requested or required on this item at this
time.

e. Enterprise Resource Platforms Standardized Reporting Dashboards Presentation
Mr. Johnston provided a presentation on Enterprise Resource Platforms Standardized Reporting Dashboards
as envisioned in CCUA's Strategic Plan. This report was for the Board's information only, no action was
requested or required on this item.
f. Executive Director Annual Report Evaluation Proposed Date
Mr. Johnston proposed a Joint Personnel/Audit Finance Committee meeting to be scheduled for Tuesday,
September 1, 2026, at 1:00 P.M. to review and discuss CCUA's Annual Report and the Executive Director's
Annual Evaluation. After discussion, Mr. Bourre moved, seconded by Mrs. Taylor, and carried 6-0, to
schedule the Committee meeting as requested by Mr. Johnston. The meeting will be advertised as required.
g. Other
Mr. Johnston reminded the members the next meeting will be held on Wednesday, August 19, 2026, due to
the primary election being held on Tuesday, August 18, 2026. He also shared the Public Rate Hearing will be
held on Tuesday, September 8, 2026, at 7:00 P.M. He congratulated Wharton-Smith who will be receiving an
Eagle Award for their efforts on the construction of the Peter's Creek Water Reclamation Facility. Members
of staff are currently working on an Interlocal Agreement with the City of Green Cove Springs regarding an
interconnect of reclaimed water to assist them in meeting their Senate Bill 64 requirements. He informed the
Board there will be a progress meeting on the Water First North Florida Feasibility Study tomorrow and he
will also be attending and speaking in support of the project as it pertains to St. John's County's
Consumptive Use Permit renewal.

Mr. McCall inquired about the SCADA system for a water utility in one of the northern states which was hacked.
Mr. Johnston shared how our system differs and how we and other utilities are monitoring the situation here in
Florida.
Chairman McNees shared he will more than likely not be able to attend the meetings on August 19, 2026, and
September 1, 2026. He also thanked everyone for their efforts preparing the presentations for today's meeting.
Mr. Hingst also said he would be unable to attend the meeting on September 1, 2026.
