BACKGROUND:
The Notice of Intent to Award a Sole Source Procurement to Russelectric was publicly advertised July 29,
2026, on CCUA's OpenGov Procurement Portal for a period of seven (7) business days. No compliant
responses or objections were received from other potential vendors during the posting period.
To further ensure compliance and transparency, staff contacted Siemens Industry, Inc. to verify its
authorized distribution network. Siemens Industry, Inc. confirmed that Russelectric is the sole source for
factory-authorized service, engineering support, OEM replacement parts, and lifecycle maintenance of
Russelectric-manufactured equipment. Russelectric maintains proprietary knowledge of its equipment
designs, control architectures, software, firmware, and engineering specifications. As such, third-party
service providers do not possess the same level of access to OEM engineering resources, proprietary
documentation, historical service records, or factory-controlled configuration management processes that
are available through Russelectric.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors grant Sole Source status to Russelectric, A Siemens
Business for Critical Power and Associated Control Systems Parts and Services.

To Whom It May Concern:
Russelectric, A Siemens Business, is the original equipment manufacturer(OEM)of Russelectric critical power
systems, including, but not limited to, paralleling switchgear, automatic transfer switches (ATS), and associated
control systems. As the OEM, Russelectric provides comprehensive lifecycle support, including preventative
maintenance, repair services, technical support, engineering modifications, software and control updates, field
testing, and replacement parts.
By engaging Russelectric to perform ongoing maintenance and service, customers receive the benefits of factory-
authorized support, including:
• Use of genuine OEM-approved replacement parts and components.
• Maintenance of detailed service histories, inspection reports, and field test records within Russelectric's
service database throughout the operational life of the equipment.
• Retention and management of controller programming, PLC logic revisions, and system modification records,
ensuring future upgrades, repairs, and engineering changes are performed in accordance with original
equipment design requirements.
• Direct access to factory-trained technicians, engineering resources, and proprietary technical documentation
necessary to properly maintain and support Russelectric equipment.
• A single point of responsibility for equipment performance, warranty support, technical assistance, and
service-related issues.
Russelectric maintains proprietary knowledge of its equipment designs, control architectures, software, firmware, and
engineering specifications. As such, third-party service providers do not possess the same level of access to OEM
engineering resources, proprietary documentation, historical service records, or factory-controlled configuration
management processes that are available through Russelectric.
For equipment within the applicable warranty period, Russelectric's factory-authorized service provides customers
with a direct relationship to the OEM for both warranty administration and ongoing technical support, helping to
ensure continuity of service and efficient resolution of equipment-related issues.
Accordingly, Russelectric is the sole source for factory-authorized service, engineering support, OEM replacement
parts, and lifecycle maintenance of Russelectric-manufactured equipment.
