HomeMy WebLinkAbout09.a EDB ITB 25-26-A04 Well Repair, Maintenance, and Ancillary Services EXECUTIVE SUMMARY AGENDA ITEM: Proposed Approval of the Well Repair, Maintenance and Ancillary Services Contract with Complete Services Well Drilling, Inc. CCUA Bid No. ITB#2025/2026-A04 Date: August 13,2026 BACKGROUND: Staff requests approval to execute a contract with Complete Services Well Drilling, Inc. (Complete Services)for Well Repair,Maintenance, and Ancillary Services. The scope of work includes providing all labor,materials,and services necessary to support the operational reliability and disaster recovery of CCUA water wells and water treatment plants. Services may include, but are not limited to, emergency mobilization; well repairs; removal and installation of well pumps; drawdown testing;video logging of wells; geophysical logging of wells; on-site pump evaluation; and well chlorination and flushing. All hourly rates for personnel identified in the attached Pricing Table is guaranteed for the full term of the Contract. Any material pricing included in the Pricing Table will remain fixed for the first year of the Contract. On July 2, 2026, staff publicly advertised the above-referenced project on CCUA's OpenGov Procurement Portal and in the Florida Times-Union. During the bid opening on July 27, 2026, CCUA received one (1) bid Complete Services and two (2) No Bids (Partridge Well Drilling Co., Inc. and Core & Main LLC). CCUA Staff have evaluated and determined that Complete Services is a qualified, responsive, and responsible bidder. BUDGET IMPACT: Staff budgeted an annual amount of$400,000 for these services. RECOMMENDATION: Staff respectfully requests the Board of Supervisors' approve and authorize the Executive Director to execute the contract with Complete Services Well Drilling for the Well Repair,Maintenance,and Ancillary Services Project ITB#2025-2026-A04. Staff also requests approval of the attached Bid Documents.
