After discussion, Mrs. Taylor moved, seconded by Mr. McCall, and carried 5-0, to accept the Financial Statements for July 2026, as presented by Ms. Osbourne. September 1, 2026 2 b. Proposed Financial Performance Management and Capital Improvement Program Performance Management Policies for Fiscal Year 2026/2027 Mr. Johnston discussed the proposed Financial Performance Management and Capital Improvement Program Performance Management Policies for Fiscal Year 2026/2027. Staff presented the draft Financial and CIP Performance Management policies to the Board on May 19, 2026. Staff also presented the results of the rate study prepared by Raftelis on July 21, 2026. The Raftelis team provided the Board with key information emphasizing the importance of establishing sound Financial and CIP Management policies. Since staff's presentation in May, CCUA's Risk and Safety Manager raised an important consideration regarding the use of a self-insurance fund versus a risk reserve. The topic centered on a potential conflict between self-insurance and Federal Emergency Management Agency (FEMA) criteria for reimbursement. Using the term self-insurance may limit CCUA's ability to receive reimbursement for damages from federally declared emergencies, whereas a Risk Reserve complies with FEMA reimbursement requirements. To address this concern, Section 4 (Definitions) and Section 11 (Risk Reserve) in the Financial Performance Management Policy were updated to remove references to self-insurance and replace them with Risk Reserve. The key elements include: Setting financial performance targets for debt, reserves, and liquidity; Strengthening Renewal & Replacement, Risk Reserve, and rate stabilization funding; Aligning CIP planning with growth forecasts and asset lifecycle needs; Enhancing transparency through consistent financial and CIP reporting. No action was requested or required at this time on these proposed policies, as they will be incorporated into a Resolution which will be presented for approval and adoption on October 6, 2026. c. Request for Property and Casualty Insurance Renewal for Fiscal Year 2026/2027 Risk & Safety Manager Stan Jurewicz addressed the Board regarding the CCUA's FY2026/2027 insurance renewal package which includes property, inland marine, crime, general liability, automobile, public official liability, workers compensation, material floater and pollution liability policies. After discussion, Mrs. Taylor moved, seconded by Mr. McCall, and carried 5-0, to authorize staff to renew the policies and accept the renewal package, in the amount of$1,488,431, as presented. d. Pension Plan Amendments and MissionSquare Administrative Services Agreement Amendment Chief Human Resource Officer Kimberly Richardson presented proposed CCUA Pension Plan amendments and an amendment to the Administrative Services Agreement with MissionSquare. Under the current CCUA Pension Plan, Employer contributions are subject to a five-year cliff vesting schedule. For vesting purposes, a year of service is credited when an employee completes at least 1,000 hours of service during the applicable Plan Year; therefore, credited vesting may not directly correspond with the employee's employment anniversary date. Employees who separate from CCUA before completing five credited Years of Service are 0% vested in employer contributions, while employees who complete five credited Years of Service become 100% vested. Staff recommended amending the Pension Plan to provide employees with incremental ownership of employer contributions as service is completed and to simplify the calculation of vesting service. In addition to the proposed Pension Plan amendments, staff also recommended approval of an Amendment to the Administrative Services Agreement for Plan Numbers 305344 and 100366 with MissionSquare Retirement. The amendment establishes defined service-level expectations and performance standards for MissionSquare Retirement and was developed in response to service and administrative issues experienced by CCUA. The amendment is intended to strengthen accountability, establish clearer expectations for plan administration and service delivery, and provide a framework for monitoring MissionSquare's performance in support of CCUA's retirement plans. The Administrative Services Agreement amendment is separate from the proposed changes to the September 1, 2026 3 Pension Plan's vesting schedule and calculation of a Year of Service and is intended specifically to address the level and quality of administrative services being provided. After discussion, Ms. Lebesch moved, seconded by Mr. Bourre, and carried 5-0, to approve the Pension Plan Amendments and MissionSquare Administrative Services Agreement Amendment, as presented. e.
