CLAY COUNTY UTILITY AUTHORITY
PUBLIC RATE HEARING
September 8, 2026
Item No. 1 —Call to Order
Chairman McNees called the meeting to order at 7:00 P.M.
Item No. 2—Invocation and Pledge
Chairman McNees offered the Invocation and led those in attendance in the Pledge of Allegiance.
Item No. 3 —Roll Call
Roll Call was taken with Chairman McNees, Vice-Chairman Petty, Mr. Bourre, Ms. Lebesch, and Mr.
McCall in attendance.
Also present at the meeting were Executive Director Jeremy Johnston, Chief Financial Officer Karen
Osbourn, Chief Human Resource Officer Kim Richardson, Chief Engineer Darrell Damrow, Asst. Chief
Operations Officer/General Superintendent Distribution & Collection David Rawlins, Information
Technology Manager Andrew Marchand, Customer Service and Billing Manager Diana Strickland,
Communication & Public Relations Specialist Ashley Taliaferro, Administrative Assistant Operations
Alicia Ellis, and Grady H. Williams, Jr., legal counsel to the CCUA.
Item No. 4—Staff Comments
Mr. Johnston stated the proposed rates, fees, and charges contained in the 2026/2027 Fiscal Year Budget
remain unchanged from what was previously submitted to the Board in July. He shared the proposed
4.6% increase for residential base and potable water, wastewater, and reclaimed water consumption
charges, the proposed increase on general service/commercial at 4.6% base, wastewater, potable and
reclaimed irrigation consumption charges as well as the proposed 10% increase on the potable water
consumption charge.

Chairman McNees opened the Public Hearing at 7:01 P.M.

There were no members of the public in attendance who wished to address the Board.

Item No. 8—Close Public Hearing
Chairman McNees closed the Public Hearing at 7:02 P.M.
