PROJECT DESCRIPTION Clay County Utility Authority (CCUA) intends to make reclaimed water transmission pipeline improvements as part of the North Clay Reclaimed Transmission Pipelines Project. To meet the growing demand for reclaimed water in the southern service area, CCUA must transfer an excess of reclaimed water from the northern service area. To do so, three pipeline segments are planned to parallel the existing transmission pipeline system where it is interconnected into the distribution system. This will create an uninterrupted transmission system that can maintain the pressures and needs of the system. • Segment 1 consists of 6,500 LF 20" reclaimed water main from the Spencer's Crossing Water Reclamation Facility (WRF)to a connection along Oakleaf Village Parkway. • Segment 2 consists of 2,800 LF 12" reclaimed water main paralleling Challenger Drive from Kindlewood Drive to the First Coast Expressway(SR 23)to connect to the Oakleaf system. • Segment 3 consists of 4,300 LF 12" reclaimed water main from White Bark Plantation Drive and Brannon Mill Blvd.,traversing the unimproved right of way(R/W)of Brannon Mill Blvd to Whisper Creek Blvd, continuing West to a CCUA held property East of Challenger Drive. CCUA reviewed and approved the reclaimed water main alignments through the 30% design level on April 8, 2026, and authorized Tetra Tech to proceed with the 75% design for the North Clay Reclaimed Water Transmission Mains.Tetra Tech then completed and submitted the 75%design documents on July 15, 2026, and participated in a 75% design review meeting with CCUA on August 3, 2026. During that review, the project team discussed the potential for an alternative route for Segment 1 that would move the reclaimed water main away from the neighborhood and the significant impacts to the residents that could not be mitigated. CCUA and Tetra Tech subsequently evaluated the feasibility of an alternative to this alignment, and on August 21, 2026, CCUA elected to pursue this route revision and requested a proposal from the Tetra Tech for the associated additional services. The scope of services provided herein is for additional design services pertaining to design of segment 1 of the reclaimed water mains, realigning the proposed reclaimed water main to an existing 35' utility easement outside of the Canopy Oaks neighborhood, for approximately 4,500 LF. In addition, this scope of services includes a requested modification to the plant end connection of the reclaimed water main at Spencer's WRF, to include connecting the reclaimed water main to the pump station header within the pump station building rather than the distribution main. The proposed pipeline routes are planned within existing R/W, CCUA property, and easements. No additional easements are anticipated for the project and therefore no land acquisition assistance has been included. JJW/North Clay Reclaimed Transmission Pipelines ICI TETRA TECH Tt#200-409170-26001 -1- 09/23/2026 " In order to provide logical, orderly completion of this assignment, the change order has been broken down into three (3) tasks. (IEW) Date: August 26, 2026 Subject: Mod 1 Clay County Utility Authority Sewer Drain Project-Environmental Permitting Services SCOPE OF WORK Tetra Tech IEW (TT IEW) requested that Tetra Tech EGS (TT EGS) provide a modification to TT EGS project #1121C11394 to include the revised pipeline alignment, totaling approximately 4,203 linear feet(Proposed Project), in Clay County, FL (Figure 1). The following is assumed to be needed based on recent communications with Tetra Tech IEW. Task 1: Wetland Delineation and Listed Species Assessment: TT EGS will delineate the extent of on-site Florida Department of Environmental Protection (FDEP) state wetlands and U.S. Army Corps of Engineers (USACE) federal wetlands (i.e., Waters of the U.S. (WOTUS) and other surface waters according to the current regulations, interpretations, and guidelines for the site for the revised pipeline segment (see attached Figure). Based on a cursory review of online databases, wetlands and other surface waters were observed within the proposed pipeline route. All wetlands and surface waters within the ROW of the pipeline route will be delineated (Project Area). All Jurisdictional wetland limits will be GPS surveyed with a sub-meter GPS unit and marked in the field utilizing alpha-numeric labeled survey tape. During the wetland delineation field effort, TT EGS will conduct a site reconnaissance of state and federally listed species and their habitats within the limits of disturbance of the project area.Within two weeks of following the fieldwork, we will provide a Wetlands and Listed Wildlife and Habitat Assessment Report, along with shapefiles to support the engineering drawings for planning, design, and local, state, and federal permitting process. We anticipate the fieldwork effort will take two (2)Wetland Scientists one (1)day to complete the fieldwork effort. Task 3: FDEP General Permit: If the proposed project does not meet the de minimis-type activities that are required for an Environmental Resource Permit (ERP) Exemption, a General Permit may be required. The Project may qualify for a General Permit under 62-330.453 F.A.C., for Installation, Maintenance, Repair, and Removal of Utility Lines if the activity meets the permitting conditions, including the maximum width of the disturbed corridor in wetlands shall not exceed 30 feet and the total area of forested wetland disturbance shall not exceed 0.5 acre per ten miles. Additional conditions can be found at https://flrules.org/gateway/ruleNo.asp?id=62-330.453. TT EGS will collaborate with TT IEW engineering and use the information obtained during the wetland delineation fieldwork to complete the necessary sections of an ERP General Permit application for the project. TT EGS will prepare the environmental, wetlands, and mitigation portions of the application; compile engineering information, construction information, and drawings provided by TT IEW;and conduct impact assessments based on the wetland boundaries and engineering design specifications. Based on the acreage and type of unavoidable wetland impacts, TT EGS will determine the amount and type of mitigation credits required, if any. Tetra Tech will consult with representatives of the FDEP ERP staff to discuss the ERP application, project design, and avoidance/minimization efforts to reduce impacts on wetlands, listed species, and their habitats. This task includes one (1) conference Tetra Tech Document#26JAX0075 Tetra Tech, Inc. 8880 Freedom Crossing Trail, Suite 101,Jacksonville, Florida 32256 Tel 904.636.6125 Fax 904.636.6165 tetratech.com call/online meeting with FDEP ERP and a Uniform Mitigation Assessment Method (UMAM)assessment of wetland impacts, if applicable. TT EGS will respond to up to two (2) RAIs from FDEP ERP review staff with the assistance of the TT IEW project engineer. TT IEW will provide all support needed to complete the application. If wetland impacts are greater than 0.5 acres and/or the project doesn't meet the criteria for a general permit, an FDEP Individual Permit may be required. In this case, TT EGS will request additional funding, if necessary. Task 4: FDEP Wetland Determination Review: If the project submits a General Permit, FDEP Regulatory Staff may request an on-site wetland determination review of the wetland delineation. Any changes to the locations of on-site wetlands will be incorporated into the Wetland Delineation Map and the CAD/GIS and provided for incorporation into the engineering drawing. TT EGS will coordinate with state agencies to schedule a site visit. We anticipate one (1)TT EGS wetland scientist for(1) day. ASSUMPTIONS TT assumes the following as it relates to this project: 1. The project meets the FDEP criteria for a General Permit. 2. No USAGE permit is required because the project will not permanently impact more than 0.1 acre of Waters of the United States (WOTUS). 3. Electronic submission of permitting applications, wetland delineation files, and Wetlands and Listed Wildlife and Habitat Assessment Report will be provided; no paper copies. 4. Formal boundary and features survey work, requiring a registered professional surveyor, will be performed by others. 5. All application permitting and mitigation fees will be paid for by the Client (CCUA). 6. It is anticipated that there will be reasonable ease of access to the project site to perform the tasks detailed in this proposal. PROPOSED COSTS TT EGS will complete the services for a total of$18,127.50 on a Time and Materials task basis, not to exceed. The following is the proposed cost per task: Task 1 Wetland Delineation and Listed Species Assessment $6,442.50 Task 3 ERP General Permit $9,072.50 Task 4 FDEP Wetland Determination Review $2,612.50 Project Total $18,127.50 Tetra Tech Document#26JAX0075 Tetra Tech, Inc. 8880 Freedom Crossing Trail, Suite 101,Jacksonville, Florida 32256 Tel 904.636.6125 Fax 904.636.6165 tetratech.com SCHEDULE TT EGS can begin work on this project within five business days of receipt of an approved Inter-Services Agreement from TT IEW. TT EGS anticipates the fieldwork and documentation to be completed within 3 weeks of receiving authorization. To allow for potential delays outside of our control and to allow Tetra Tech time to perform miscellaneous closeout actions, we will set the end date of this project to June 30, 2026.
