AGENDA ITEM:
Disclosure of Unsolicited Proposal for Design and Construction of New Water Reclamation
Facility (WRF) in Keystone Heights
Job Number: 2210-022
Financial Job Number: 24007SP
Date: October 1, 2026
Staff received the attached unsolicited proposal from Mack Industries, Inc. for the design and
construction of a new 0.350 MGD water reclamation facility to replace the existing 0.074 MGD
facility. Staff is required to disclose the proposal. No action is being requested of the Board today.
BACKGROUND:
Staff has been working on a path forward to address treatment capacity needs in the Keystone
Heights area economically and within CCNA limits previously stated to the Board of Supervisors.
CCUA operates and maintains the Keystone Heights WRF that serves predominantly commercial
customers in the Keystone Heights service area. The Keystone Heights RV Resort currently wants
to expand and needs additional water reclamation capacity. There is potential for additional
development in the Keystone Heights area, but much of the potential is speculative at this point in
time.
Staff worked with a consultant to develop a design for the Keystone Heights WRF. As staff
disclosed on April 1, 2025, we expected the construction of the Keystone Heights WRF to be
within the CCNA limits of $7.5M. In June, 2026, we informed the Board of Supervisors the
Engineer of Record's Opinion of Probable Construction Cost of the final design exceeded $9.1M.
Based upon this cost disparity, staff began researching other economical alternatives and
approaches to the Keystone Heights WRF design.
BUDGET:
The recently adopted Capital Improvement Program includes a total project budget of$10,955,021
for the Keystone Heights WRF expansion.
CCNA:
CCNA, F.S. s. 287.055 does apply to this project.
NEXT STEP:
Staff will bring the unsolicited proposal back to the Board of Supervisors with a specific
recommendation consistent with F.S. 255.065.
